10092001HARNETT COUNTY BOARD FOR COMMISISONERS Minutes of Public Hearing Highway 87 Corridor Study October 9, 2001 The Harnett County Board of Commissioners met in special session for a public hearing regarding the Highway 87 Corridor Study on Tuesday, October 9, 2001, at Benhaven Elementary School Auditorium, Olivia, North Carolina. • Members present: Teddy J. Byrd, Chairman Beatrice Bailey Hill, Vice Chairman Dan B. Andrews Tim McNeill Commissioner Walt Titchener was absent. Staff present: Neil Emory, County Manager Kay S. Blanchard, Clerk to the Board Wm. A. (Tony) Wilder, Assistant County Manager Chairman Byrd called the public hearing to order at 7:00 p.m. and Commissioner Hill led the pledge of allegiance and prayer. George Jackson, Planning Director, stated that the purpose of the public hearing was to provide information regarding the 87 Corridor Study and receive public comments on the proposed guidelines developed to promote orderly development along NC 87 which is currently being widened to four lanes. Jason Epley, Community Development Planner, North Carolina Department of Commerce, presented the results of the study and proposed guidelines for future development in the area. • Rodney Tart, Public Utilities Director, noted that the County has applied for grants to assist with construction of sewer service in the area. When funded and built, sewer service will initially serve commercial development and key areas. Chairman Byrd opened the meeting for public comments. Of the approximately 75 citizens in attendance, the following provided comments: 1. Lucille McDougald, 1037 Bullard Road, voiced concerns regarding the condition of Bullard Road which is a private unpaved road. 2. J. B. Gaskin, Swann's Station, stated that it should not be mandatory to connect to the proposed sewer system. 3. Bob Roberts, Hwy. 87, voiced concerns with proposed requirement to maintain a 600' clearance from Hwy. 87. It was explained to Mr. Roberts that the requirement would apply to commercial development and also that it would not apply to existing development. 4. Steve White, suggested that a crossover be constructed near the medical center on Hwy. 87. 5. Deborah Saunders, Bullard Road, voiced concerns regarding the safety of children getting on and off the school bus once Hwy. 87 is five lanes in the area of Bullard Road. • 6. Laura Ware, 2313 Hwy 87, voiced concerns with road construction dust and traffic. 7. Renee' Hudsel, 1116 Hwy. 24-87, Cameron, stated that we should remember elderly on fixed incomes in regards to mandatory connection to sewer. 8. Shelly Ray, P. O. Box 42101, Fayetteville, asked if existing mobile home parks would be grandfathered. 9. Calvin Hardee, P. O. Box 1530, Olivia, stated that zoning is important and also that development will come sooner if sale of alcohol is allowed. 10. Harold Casey, 3832 Olivia Road, asked if there would be turn lanes on Hwy. 87. M 11. Joe Holmes, 4660 Hwy. 87, Olivia, thanked the Board of Commissioners and staff for coming into the Benhaven Community to have this public hearing. He also thanked the Board for having the study and the Board's interest and assistance for orderly development along the Hwy. 87 corridor. 12. Ingrid Chandler, Hwy. 27, asked if there are any plans to widen Hwy. 27 to Lillington. 13. David Sawyer, 390 Vic Keith Road, stated that a crossover is needed in the area where he owns land. There being no further business, the meeting adjourned at 8:15 p.m. Kay Blanchard, Clerk to the Board HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (Optional Work Session) October 11, 2001 The Harnett County Board of Commissioners met in special session on Thursday, October 11, 2001, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice Bailey Hill, Vice Chairman Dan B. Andrews Walt Titchener Tim McNeill Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 11 a.m. Neil Emory reported on COPS funding for schools and on requests for redistricting maps regarding proposed redefined commissioners districts. • Chairman Byrd welcomed Jerry Hartgrove, Economic Development Director and • Johnson Tilghman, Chairman, Harnett Forward Together Committee. Mr. Tilghman gave an update on progress made since the Leak -Goforth study report. Mr. Hartgrove reported on specific proposed industrial sites in the County.
