The Harnett County Board of Commissioners met in special session on Friday, August
17, 2001, in the Harnett County Library, 601 Main Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice Bailey Hill, Vice Chairman
Dan B. Andrews
Tim McNeill
Commissioner Walt Titchener was absent.
Staff present: Neil Emory, County Manager

Chairman Byrd called the meeting to order at 9 a.m.
Neil Emory, County Manager, reviewed the retreat agenda and led the group in a
