The Harnett County Board of Commissioners met in regular session on Monday,
September 5, 2000, in the County Administration Building, 102 East Front Street,
Lillington, North Carolina.

Chairman Andrews called the meeting to order at 9 a.m. and Commissioner Titchener
led the pledge of allegiance and prayer.
Commissioner Titchener moved to approve the agenda as published with the following
additions to the consent agenda: resolution supporting Boy Scouts, and a lease for
office space for GIS. Commissioner Bowden seconded the motion and it passed
unanimously.
Upon motion by Commissioner Byrd and seconded by Commissioner Hill, the Board

11. Authorization for Brian Lischin to purchase Canine Apache. Apache was
Canine Apache sale to purchased in 1998 and trained with Deputy Lischin. They worked as a team for
Brian Lischin two years and Apache has bonded with the Lischin family. Deputy Lischin has
resigned from the Sheriff's department and it would not be feasible to train Apache
with someone else. The original purchase price for Canine Apache was $3,500.
and Mr. Lischin will pay the county $1,500. for the dog.
12. The Rural Center conflict of interest statement regarding Capital Improvement
The Rural Center Capital Improv. Grants Grants/funding commitment (Attachment 8)
13. Resolution to amend Harnett County's and the Town of Lillington's Economic
Amend. Economic Dev. Admin. Development Administration Construction project (Attachment 9)
Construction Project with
Town of Lillington 14. Resolution of support for Boy Scouts organization (Attachment 10) is
15. Lease agreement for office space in the basement area Harnett County Farm
Office Space Rental from Bureau building, 709 North First Street, Lillington. Rental amount is $1,000.00
Farm Bureau for GIS per month. The office space will be used by the GIS section of the Tax
Department.
Informal comments were provided by Rev. Joseph Smith, Sr. who voiced concerns
about safety and speed limits on the Erwin/Bunnlevel Road and Titan Roberts Road.
Commissioner Byrd made a motion for the appointments listed below. Commissioner
Appointments Bowden seconded the motion and it passed unanimously.

Clark Wiser for a 3-year term to expire 10/31/03

Addie McLean to fill unexpired term of Wayne Faircloth which expires

Forest Service Report John Mewborn, Harnett County Ranger, presented the North Carolina Forest Service
Annual Report.
Council of Veterans Neil E. Brown, President, Harnett County Council of Veterans, reported on the
recently formed new organization and stated that the purposed of the Council of
Veterans is to gather, consolidate, and promote the aims, interests, and efforts of the
veterans of Harnett County. Commissioner Byrd moved that the Board officially
recognize the Harnett County Council of Veterans as a representative voice of
veterans from across the County. Commissioner Bowden seconded the motion and it
passed unanimously.

Sheriff's Dept. Chairman Andrews called to order a public hearing on a block grant award for the
Block Grant Award Sheriff's Department. Major Steve West stated that the grant amount of $56,690.00
Public Hearing will be used to purchase equipment for the Sheriff's Department. Chairman Andrews
opened the meeting for comments from the public. No comments were offered and
Chairman Andrews closed the public hearing.
Jerry Hartgrove, Economic Development Director, reported that Harnett County is one
Air Quality of seventeen counties that have been identified as non -attainment in air quality
• Standards standards by the Department of Environment and Natural Resources. The Board and
staff will pursue every effort to appeal this designation.
Neil Emory, County Manager, briefed the Board that the Town of Erwin would like to
Town of Erwin extend the boundary of its extraterritorial jurisdiction. Commissioner Byrd moved to
Extension of ETJ authorize the Town of Erwin to extend its ETJ boundary. Commissioner Titchener
seconded the motion and it passed unanimously.
Neil Emory, County Manager, reported on the items listed below:
Bridges over 1. Request from NC DOT for input regarding bridges over Mingo Swamp and
Mingo Swamp & Jump and Run Creek. Commissioner Bowden moved to request that both
Jump & Run Creek bridges be replaced in as timely a manner as possible. Commissioner
Titchener seconded the motion and it passed unanimously.
2. MSA designation — Commissioner Titchener moved for the Board to
MSA Designation request assistance in obtaining a MSA designation for the County from our
elected officials. Commissioner Hill seconded the motion and it passed
unanimously.
3. A resolution in support of Community College and University Bonds will
be placed on the agenda of the next Board of Commissioners meeting for
• consideration.
4. Renovation of old Harnett Production Enterprise facility — Commissioner
Old HPE Facility Titchener moved to authorize negotiations with Harnett Early Childhood
Renovation Academy charter school to share expenses regarding request from them to
renovate buildings for the charter school's use. Commissioner Bowden
seconded the motion and it passed unanimously.
5. Harnett County has received an additional CDBG grant for infrastructure
Shawtown Infrastructure as apart of the Shawtown renovation project.

There being no further business, Commissioner Byrd moved for adjournment.
Commissioner Hill seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners regular meeting, September 5, 2000, duly adjourned
at 10:35 a.m.

• FALL LITTER SWEEP 2000
WHEREAS, the North Carolina Department of Transportation's Office of
Beautification Programs organizes a statewide cleanup campaign each spring and fall to
ensure clean roadsides throughout our State; and
WHEREAS, a fall cleanup campaign has been planned for September 17-30,
2000, to help educate the public about the harmful effects of litter on the environment and
give every citizen the opportunity to take responsibility for clean roads in North Carolina;
and
WHEREAS, the 2000 fall cleanup will give citizens the opportunity to make our
roadsides clean and beautiful to enhance North Carolina.
NOW, THEREFORE, THE HARNETT COUNTY BOARD OF
COMMISSIONERS does hereby proclaim September 17-30, 2000 as "Litter Sweep" in
Harnett County, and urges all citizens to participate in keeping our roadsides clean and to
reduce and recycle solid wastes.

NORTH CAROLINA
A RESOLUTION ADOPTING A REVISED UTILITY ALLOWANCE SCHEDULE
FOR THE HARNETT COUNTY SECTION 8 HOUSING PROGRAM.
WHEREAS, the Harnett County Board of Commissioners adopted a Resolution on
August 20`s, 1999 entitled "Amended Utility Allowance Schedule for the Harnett County
Section 8 Housing Program"; and
WHEREAS, Federal regulations requires review of said utility schedules annually and
redetermine monthly allowances if local cost of each utility increases by more than ten
percent (10%); and
WHEREAS, Federal regulations require adoption of the aforementioned utility schedule
as part of the procedures for operating the county's housing program.
NOW, THEREFORE BE IT RESOLVED by the Board of Commissioners of the County
of Harnett, North Carolina that the attached revised utility schedule is hereby adopted and
made part of the procedures for operating the county's Section 8 Housing Program.
Adopted this 5'h day of September 2000 to become effective October 1, 2000.

RESOLUTION APPROVING
THE HARNETT COUNTY SOLID WASTE PLAN
WHEREAS, better planning for solid waste will help protect public health and the
environment, provide for an improved solid waste management system, better utilize our
natural resources, control the cost of solid waste management; and
WHEREAS, North Carolina General Statute 130A-309.09A(b) requires each unit
of local government, either individually or in cooperation with other units of local
government, to develop a 10-year comprehensive solid waste management plan; and
•
WHEREAS, Harnett County was adequately represented on the Harnett County
Planning Advisory Committee and has been actively involved in the planning process. •
NOW, THEREFORE, BE IT RESOLVED that the County Commissioners of
Harnett County hereby approve the Harnett County comprehensive solid waste
management plan.
Adopted by the .Board of Commissioners during regular session on this 5w day of
September, 2000.

RESOLUTION TO AMEND
HARNETT COUNTY'S AND THE TOWN OF LILLINGTON'S
ECONOMIC DEVELOPMENT ADMINISTRATION
CONSTRUCTION PROJECT NUMBER 04-19-59022
AND NUMBER 04-19-57023
Whereas, Harnett County has accepted a $524,500 Grant (Project Number 04-19-57022) from
the Economic Development Administration (EDA) to upgrade the existing Buies Creek/Town of
Coats Wastewater Treatment Plant from 500„000 to 900,000 gallons per day.
Whereas, the Town of Lillington has accepted a $225,000 Grant (Project Number 04-19-57023)
from the Economic Development Administration to upgrade its wastewater treatment plant from
600,000 to 900,000 gallons per day.
Whereas, Harnett County and the Town of Lillington have entered into an inter -local agreement to
construct a regional wastewater collection and treatment facility that will eliminate the need to
upgrade the Buies Creek/Town of Coats Wastewater Treatment Plant by constructing a
forcemain from the Buies Creek/Town of Coats Wastewater Treatment Plant to an expanded
regional wastewater treatment plant located in Lillington.
Whereas, Harnett County and the Town of Lillington as individual applicants must amend their
EDA grants to become a joint applicant to allow the $750,000 grant to be used for the
construction of a regional facility.
Be It therefore resolved by the Harnett County Board of Commissioners that the Economic
Development Administration be requested to amend its grant by:
1. Changing the applicant/recipient of Harnett County's $524,500 grant to a joint
applicant/recipient comprised of Harnett County and the Town of Lillington that has a total
$750,000 EDA grant.
2. Changing the scope of work from upgrading the Buies Creek/Town of Coats Wastewater
Treatment Plant to the construction of a forcemain that eliminates the need for the plant
upgrade.
3. Changing the time schedule so that it will meet the regional project's design, permitting and
construction schedule and EDA expenditure limitations.
4. Authorizing Dan B. Andrews, Chairman to execute necessary documents.
