RESOLUTION OF THE HARNETT COUNTY BOARD OF COMMISSIONERS
GRANTING APPROVAL FOR THE NAME CHANGE OF LOCAL WORKFORCE
INVESTMENT AREA AND LOCAL WORKFORCE DEVELOPMENT BOARD,
CONSENTING TO THE AMENDMENT OF THE CONSORTIUM AGREEMENT AND
DESIGNATING A CHIEF ELECTED OFFICIAL FOR COUNTY OF HARNETT
WHEREAS, County of Chatham, County of Harnett, County of Lee and County of
Sampson (hereinafter collectively referred to as the "Member Units of the Consortium ") entered
into a Consortium Agreement For the Mid - Carolina Local Workforce Investment Area dated as
of January 13, 2003, whereby the Member Units of the Consortium, being four contiguous units
of local government, agreed to establish a consortium to act jointly as a Local Workforce
Investment Area under the Workforce Investment Act of 1998 P.L. 105 -220, the Welfare -to-
Work Grant provided for at Title IV, Part A of the Social Security Act P.L. 74 -271, as amended,
and the North Carolina Employment and Training Grant;
WHEREAS, by agreement of the Member Units of the Consortium effective as of
, Mid - Carolina Council of Governments, Inc. was replaced by Central
Carolina Community College as the grant recipient of any funds available under the Workforce
Investment Act of 1998 P.L. 105 -220, the Welfare -to -Work Grant pursuant to Title IV, Part A of
the Social Security Act, as amended, and the North Carolina Employment and Training Grant,
and as the administrative /fiscal agent to administer the Workforce Invest Act Plan, the Welfare-
to -Work Plan pursuant to Section 403(a)(5)(AO(vi)(I) of the Welfare -to -Work Grant provisions
of Title IV, Part A, of the Social Security Act, as amended, and the North Carolina Employment
and Training Grant;
WHEREAS, the Local Workforce Investment Area created by the Member Units of the
Consortium was previously known as the Mid - Carolina Workforce Investment Area and the
Local Workforce Development Board was previously known as the Mid - Carolina Workforce
Development Board, but the Member Units of the Consortium desire to change the name of the
Local Workforce Area and the Local Workforce Development Board;
WHEREAS, the Local Workforce Development Board recommended to the Member
Units of the Consortium that the name of the Local Workforce Investment Area be changed from
Mid - Carolina Workforce Investment Area to Triangle South Workforce Investment Area, and
the name of the Local Workforce Development Board be changed from Mid - Carolina Workforce
Development Board to Triangle South Workforce Development Board;
WHEREAS, the Member Units of the Consortium desire to change the name of the Local
Workforce Investment Area from Mid - Carolina Workforce Investment Area to Triangle South
Workforce Investment Area, and the name of the Local Workforce Development Board be
changed from Mid - Carolina Workforce Development Board to Triangle South Workforce
Development Board; and
WHEREAS, the Consortium Agreement should be amended to reflect: (1) the name of
the Local Workforce Investment Area has been changed from Mid - Carolina Workforce
Investment Area to Triangle South Workforce Investment Area; (2) the name of the Local
Workforce Development Board has been changed from Mid - Carolina Workforce Development
Board to Triangle South Workforce Development Board; and (3) that the grant recipient and
administrative entity has been changed from Mid - Carolina Council of Governments, Inc. to
Central Carolina Community College;
WHEREAS, pursuant to the terms and conditions of Article X of the Consortium
Agreement each unit of local government who is a member of the Consortium must pass a
resolution consenting to the amendment to the Consortium Agreement;
WHEREAS, the Harnett County Board of Commissioners consents to the amendment of
the Consortium Agreement;
WHEREAS, pursuant to the terms and conditions of Article III, paragraph 3 of the
Consortium Agreement each member unit of local govemment must pass a resolution
designating a chief elected official for the Workforce Investment Act, Welfare -to -Work, and
North Carolina Employment and Training Grant purposes upon whose representations the State,
Local Workforce Development Board, the administrative entity, and other member units may
rely; and
WHEREAS, the Harnett County Board of Commissioners desires to designate Timothy
B. McNeill, Chairman of the Harnett County Board of Commissioners, as the chief elected
official for the County of Harnett.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISISONERS THAT, it:
1. Consents to and authorizes the name change of the Local Workforce Investment Area
from Mid - Carolina Workforce Investment Area to Triangle South Workforce
Investment Area, and the name change of the Local Workforce Development Board
from Mid - Carolina Workforce Development Board to Triangle South Workforce
Development Board; and
2. Consents to the amendment of the Consortium Agreement to amend the following
terms and conditions:
A. Change the name of the Local Workforce Investment Area from Mid - Carolina
Workforce Investment Area to Triangle South Workforce Investment Area;
B. Change the name of the Local Workforce Development Board from Mid - Carolina
Workforce Development Board to Triangle South Workforce Development
Board; and
C. Change the grant recipient and administrative entity from Mid - Carolina Council
of Governments, Inc. to Central Carolina Community College.
3. Designates Timothy B. McNeill, Chairman of the Harnett County Board of
Commissioners, as the chief elected official for the County of Harnett. .
