2010/02/15 RESOLUTION CAPE FEAR RIVER ASSEMBLY ENCOURAGEMENT OF THE US CONGRESS TO SUPPORT REQUEST FOR AUTHORIZATION FOR REHABILITATION OF LOCKS & DAMS & CONSTRUCTION OF ROCK ARCH FISH WEIRS IN BLADEN COUNTY ON THE CAPE FEAR RIVERtwy ..a�ukX} }�F ' s �t i m4,�� fl R CAROLINA RESOLUTION CAPE FEAR RIVER ASSEMBLY ENCOURAGEMENT OF THE US CONGRESS TO SUPPORT REQUEST FOR AUTHORIZATION FOR REHABILITATION OF LOCKS AND DAMS AND CONSTRUCTION OF ROCK ARCH FISH WEIRS IN BLADEN COUNTY ON THE CAPE FEAR RIVER Whereas, the US Army Corps of Engineers C the Corps ") has undertaken a General Re- evaluation Report to include an Environmental Impact Statement for extension of the Wilmington Harbor Deep Draft Navigation Project; and, Whereas, the Corps is open to improvement of the locks and dams and the construction of fish weirs on the face of the three existing dams; and, Whereas, there are viable options that support successful annual anadromous fish migration up and down the Cape Fear River that do not involve removal of the Locks and Dams; and Whereas, the Locks and Dams on the Cape Fear River represent potentially significant and dynamic economic value to the struggling and developing local economies along the Cape Fear River including Cumberland, Bladen, Harnett, Columbus, New Hanover Counties, and other areas; and Whereas, the presence of the Locks and Dams support a rising vision among local representatives of greater recreational use of the Cape Fear River; and, Whereas, the raw water intakes behind the Locks and Dams on the Cape Fear River provide a saltwater free pool of water for a significant population in Southeastern North Carolina; and, Whereas, the Locks and Dams on the Cape Fear River are vital for insuring a quantity and quality of raw water supply as an alternative to weakening groundwater sources; and strong roots • new growth Whereas, Locks and Dams Nos. 1, 2 and 3 impound water for the benefit of raw water supply for the Lower Cape Fear Water and Sewer Authority ( "Authority"), the Cape Fear Water and Sewer Public Authority, the City of Fayetteville, the Town of Elizabethtown, and the Dupont Company's Plant location in Bladen County; and, Whereas, per Lower Cape Fear River Water and Sewer Authority, there are imminent raw water supply intake plans between Locks and Dams No. 2 and No. 3; and, Whereas, the County of Harnett and the Public Works Commission of the City of Fayetteville have entered into an agreement to provide a sustainable water supply for Fort Bragg in the interest of national security. Now Be It Therefore Resolved, that the Harnett County Board of Commissioners, by virtue of the adoption of this resolution, encourages the US Congress to strongly consider an authorization of $60 Million for the protection and rehabilitation of the Locks and Dams on the Cape Fear River in Bladen County, and for the construction of fish weirs on the face of the three dams; and, Further, Be It Therefore Resolved, that the Harnett County Board of Commissioners, by virtue of the adoption of this resolution, ask the US Congress to acknowledge a significant local and regional concern among State and local governments and citizens -at -large dealing with the sustainable future of the locks and dams in Southeastern North Carolina over the protection and rehabilitation of the locks and dams and the construction of three fish weirs on the face of the three dams.
