2008/12/01 RESOLUTION TO HONOR TEDDY J. BYRDA RESOLUTION TO HONOR TEDDY J. BYRD WHEREAS, Teddy J. Byrd, was elected to the Harnett County Board of Commissioners in 1996, and has been re- elected twice serving three consecutive terms for a total of twelve years; that he was elected Chairman of the Board in 2000 and has served in that capacity for eight years; and WHEREAS, during Teddy Byrd's tenure as County Commissioner, Harnett County has been challenged in many areas due to rapid population growth and development throughout the County which has emphasized the need for enhanced county services, infrastructure for residential and commercial development, county capital projects and more schools. Through the leadership of Teddy Byrd the County Board of Commissioners has met these challenges in many ways specifically including the following milestones: • Construction of a new courthouse, law enforcement /detention center, agricultural building, HPE facility, animal shelter and renovation of county administrative offices • Construction of numerous new schools and school improvement projects • Expansion of the largest rural water and sewer utility system in North Carolina • Implementation of the Leake- Goforth study, creation of the Harnett Forward Together Committee and the construction of three certified industrial parks • Creation of the Harnett Health System and initiation of the Brightwater Science and Technology Campus • Creation of Veteran's Park, Dunn -Erwin Rail Trail, River Park and West Park; and WHEREAS, in serving as Chairman of the Board of Commissioners, Teddy Byrd has shown an innate ability to lead and conduct the County's meetings in a professional and courteous manner while exhibiting a calm demeanor, humorous wit, and a deep respect for his fellow Commissioners, County employees, and citizens who would appear at said meetings; and WHEREAS, while serving the citizens of Hamett County as County Commissioner, Teddy Byrd has also continued to exemplify his love and dedication for God, Country and family; he is a leader at the Coats Baptist Church; he has 25 years of U.S. Army military service where he was awarded the Bronze Star for meritorious service in Operation Iraqi Freedom and is currently a Colonel in command of the 207'h Army Liaison Team of Ft. Bragg, NC; and he continues to operate his insurance agency business with his wife Shelia in support of his three children, Samantha, Alexandra and Zachary; and WHEREAS, Teddy Byrd's outstanding leadership abilities, his deep concern for good local government and his strong commitment to provide better services to all the citizens of Harnett County have exalted him to a position of honor, respect and esteem by his colleagues and all who know him. NOW THEREFORE BE IT RESOLVED, by the Harnett County Commissioners that Teddy J. Byrd is hereby commended and honored on behalf of all citizens of Harnett County for his service and contributions as Commissioner of Harnett County. The Board members do hereby express their heartfelt appreciation to him for the example he has created for future commissioners, providing a model for outstanding leadership, integrity, honesty and hard work; the Board further gives its best wishes to Teddy and his family in his future endeavors.
