04172000793 • • HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting April 17, 2000 The Harnett County Board of Commissioners met in regular session on Monday, April 17, 2000 in the County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Dan B. Andrews, Chairman Beatrice Bailey Hill, Vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 7 p.m. and Commissioner Hill led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda as published with addition of the following items: Consent agenda: change order — Airport water and sewer project contract for disposal of scrap tires budget amendment for General Services Regular agenda: public hearing and consideration of amendment to Watershed Ordinance Commissioner Hill seconded the motion and it passed unanimously. Sanitation, Inc.,/dba/ Central SCRAP TIRES Carolina Tire Disposal. Informal comments were provided by the following citizens: 1. Shirley Crusen, resident near intersection of Wire Road and Lucus Road, discussed concerns a with chicken farm in her neighborhood. 2. Ralph Darch, Lucas Road, discussed concerns with a drainage ditch that runs from a chicken farm into Little River. 3. Gail Williams, Lucas Road, asked the County to take an active role to control chicken farms. 4. Billy Spruill, farmer, Bunnlevel, defended farmers. Commissioner Titchener moved for the appointments listed below. Commissioner Bowden seconded the motion and it passed unanimously. Southeastern Economic Development Commission Abe Elmore reappointed for a 3-year term to expire 4/30/03 • Harnett County Revolving Loan Fund Committee Teddy Byrd reappointed for a 3-year term to expire 4/30/03 Harnett County Architectural Committee Paul Robinson and Guy Cayton removed at their requests. Dr. Catherine Evans, D.D.S., addressed the Board regarding a sewer pump station in Lillington on West Duncan Street. County Attorney Dwight Snow and Assistant SEWER PUMP Public Utilities Director Steve Ward answered specific questions asked by Dr. Evans. STATION Donald R. Godfrey, citizen, presented a petition to the Board requesting an internal audit regarding operations of the Planning Department and Planning Board. RIVERSIDE Al Bain, Public Utilities Attorney, reported to the Board on the Riverside Water and W & S Sewer District project. Commissioner Byrd moved to authorize a letter from the County to the Local Government Commission requesting the sale of bond anticipation notes in the amount of $940,000.00 to help finance the extension of water lines within the Riverside Water and Sewer District, and to authorize any other documents required concerning this matter. Commissioner Titchener seconded the motion and it passed unanimously. • Neil Emory, County Manager, noted that the Finance Office has accepted audit proposals and is recommending that the FY 1999-2000 County audit be conducted by AUDIT CON- Cherry, Bekaert and Holland. Commissioner Hill moved to accept the TRACT recommendation of the Finance Office and authorize execution of the audit contract with Cherry, Bekaert & Holland, L.L.P. Commissioner Titchener seconded the motion and it passed unanimously. Neil Emory, County Manager, briefed the Board that the Tax Office has requested authorization to go to a lock -box method of collection. This would forward tax TAX DEPT . payments to another location where they would be processed and placed in the bank. LOCK BOX This would increase the County's interest revenue and would eliminate post card billing. Commissioner Titchener moved to approve the Tax Department's recommendation for use of the lock -box method of tax collection. Commissioner Bowden seconded the motion and it passed unanimously. The tax bills will be mailed on 8.5 x 11 paper with a detachable portion to be returned in a provided envelope. 796 WATER SUPPLY Chairman Andrews called to order a public hearing on a proposed resolution WATERSHED ORD. amending the Harnett County Water Supply Watershed Management and Protection AMEND. Ordinance. Lori Tomaszewski, Chief Planner, presented the proposed amendment. Chairman Andrews opened the meeting for comments from the public. No comments were offered and Chairman Andrews closed the public hearing. Commissioner Byrd moved for adoption of the resolution. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 5) TAX MANAGEMENT Commissioner Bowden moved to add an item to the agenda regarding a business CONTRACT AMEND. personal property audit services agreement. Commissioner Hill seconded the motion FARM AUDITS and it passed unanimously. Commissioner Bowden made a motion that the County renegotiate the agreement it currently has with Tax Management Associates, Inc. to exclude farm audits and that said farm audits be done internally by the County Tax Department. Commissioner Titchener seconded the motion and it passed unanimously. Departmental reports were filed with the Board from Emergency Medical Service, Health Department, Economic Development, Sheriff's Department, and Intra- Departmental Budget Amendments. (Attachment 6) Commissioner Hill moved that the Board go into closed session for the following purpose: To consider and discuss certain personnel matters. This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(6). Commissioner Bowden seconded the motion and it passed unanimously. Commissioner Hill moved for the Board to come out of closed session. Commissioner Bowden seconded the motion and it passed unanimously. • Commissioner Titchener moved that the Board obtain the services of Bugg, Wolf & TITAN INDUST. Wilkerson Law Firm to assist with the Titan Industries Project/James Rushing and PROJECT INS. Markel Insurance Company matters. HARNETT COUNTY, NORTH CAROLINA A RESOLUTION AMENDING THE HARNETT COUNTY WATER SUPPLY WATERSHED MANAGEMENT AND PROTECTION ORDINANCE WHEREAS, the Board of Commissioners of Harnett County adopted The Harnett County Water Supply Watershed Management and Protection Ordinance on November 15, 1993. • WHEREAS, this Ordinance was adopted under authority granted by the General Assembly of the State of North Carolina, particularly G.S. 153A-340; and WHEREAS, the Harnett County Planning Board has reviewed the proposed amendment to Article 500 Definitions, Section 501 General Definitions of The Harnett County Water Supply Watershed Management and Protection Ordinance and recommends the adoption of the following amendment.
