Minutes of Regular Meeting and Board Retreat
February 7, 2000
The Harnett County Board of Commissioners met in regular session on Monday,
February 7, 2000 in the County Administration Building, 102 East Front Street,
Lillington, North Carolina.

Chairman Andrews called the meeting to order at 9 a.m. and Commissioner Hill led
the pledge of allegiance and prayer.
Commissioner Byrd moved to approve the agenda as published with the following
items added to the consent agenda:
- Budget Amendments
- Schedule public hearing 2/21/00 for PUD Ordinance
Commissioner Titchener seconded the motion and it passed unanimously.
Upon motion by Commissioner Bowden and seconded by Commissioner Hill, the
Board unanimously approved the following items on the consent agenda:

ADD ROADS To STATE - Sherman Lakes Drive and Vanstore Drive in Sherman Lakes Subdivsion
SYSTEM - Huntington Drive in Huntington Subdivision
HEALTH DEPT. 13. Request from Health Department for authorization to submit grant application for
GRANT APPLI. $40,728 to support one additional social worker position. These are recurring state
funds with no local match requirement.
14. Authorization to increase salaries of two Public Buildings employees by 5%. The
SALARIES- reason for the adjustment at this time is that Telethon employees working for the
PUBLIC BLDG. County are being paid at a higher rate than the County employees who supervise •
them. The salary increases will be effective February 1, 2000.
SCHEDULED P.H. 15. Scheduled public hearing for February 21, 2000 (at regular Board meeting)
PUD ORD . regarding the proposed Planned Unit Development Ordinance
Informal Comments were provided by the following citizens:
INFORMAL COMMENTS 1. Anthony Elliott, John Elliott Lane, Bunnlevel, expressed concerns about
not having access to the Anderson Creek gym.
2. Mahlon McKoy, Anderson Creek area, complained that the Anderson
Creek Fire Department has ordered a new fire truck. He feels they have
too much equipment already. He stated that he appreciates the fire hydrant
that was recently installed in his neighborhood.

APPOINTMENTS Commissioner Byrd made a motion for the appointments listed below. Commissioner
Titchener seconded the motion and it passed unanimously.
Harnett County Economic Development Commission
Grady McNeill, Dunn, appointed for a 3-year term to expire 2/28/03
Harnett County Planning Board
Harriett Ray (District 5) appointed for a 3-year term to expire 2/28/03
Town of Coats Planning Board
• Durane Currin and Dorsey Daniel appointed for 3-year terms to represent the
extra -territorial jurisdiction of Coats
Neil Emory, County Manager, presented the following Public Utilities items for
PUBLIC UTILI. consideration by the Board:
Creation of positions as a result of the Wellon's acquisition. This
acquisition will require the addition of two positions. These include a
plant operator and a meter reader.
Wastewater Plant Operator Grade 63 Salary $23,168.
Meter Reader II Grade 60 Salary $19,427.
2. Amendment to the Rules & Regulations document for -Public Utilities.
State regulations require the County to adopt certain regulations in order to
receive 100% of available funds. (Attachment 7)
Commissioner Bowden moved for approval of both items. Commissioner Hill
seconded the motion and it passed unanimously.
Departmental reports were filed with the Board from the Health Department,
Economic Development, Veterans' Service, Housing, Fire Marshall & Emergency
• Management, Emergency Service, General Services, Department of Social Services,
Sheriff s Department, and Intra-Departmental Budget Amendments (Attachment 8).
Neil Emory, County Manager, reported that the Tahoe four-wheel drive vehicles
provided for Emergency Medical Service paramedics' use worked very well during
and after the recent Snow Storm..
REENTRY Neil Emory, County Manager, presented for the Board's consideration, a Year 2000
grant pre -application for ReEntry Drug Diversion and Education Program, and a Year
2000 grant pre -application for ReEntry HALT/Youth Services Program.
Commissioner Bowden moved to authorize submission of both pre -applications.
Commissioner Byrd seconded the motion and it passed unanimously.
Chairman Andrews recessed the meeting at 9:25 a.m. to reconvene for a Board
Retreat.

WHEREAS, Mansfield M. Elmore has served as a Mental Health Professional for over thirty
years; and
WHEREAS, he has served the citizens of Harnett and Lee Counties as Area Director of Lee -
Harnett Mental Health now for over twenty years; and
WHEREAS, under his leadership this agency has made great strides in expanding and improving
the quality of the mental health services provided in the respective communities; and
WHEREAS, under his leadership Lee -Harnett Mental Health Agency has become known
statewide for the quality services it provides and the strong financial position it enjoys; and
WHEREAS, these accomplishments are due in large part to the contributions of Mr. Elmore.
NOW THEREFORE BE IT RESOLVED that the Harnett County Board of Commissioners does
hereby express its gratitude and appreciation to Mansfield M. Elmore, upon his retirement, for

DESIGN PHASE
BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina,
sitting as the governing board of Harnett County.
Section I. This project will consist of the continuation of a 20" water line to serve the
Southwest Water and Sewer District and to provide and interconnection with Moore
County. In addition to the water main, the project will add a 5 mgd pump station and a I
million gallon ground storage tank. Harnett and Moore Counties have applied for grant
funding from the State of North Carolina for this project. This project will complete the
hydraulic upgrade of all existing transmission lines in the Southwest area of the County.
Section II. The design portion of this project will be funded from the Harnett County
Department of Public Utilities' General Fund.
Section III. The following amounts are hereby appropriated for this project:
Engineering $100,000
Legal/Admin. $10,000
Contingency $10,000
TOTAL $120,000
Section IV. It is estimated that the following revenues will be available for the design
phase:
Harnett County Public Utilities' General Fund Advance $120,000

RIVERSIDE WATER AND SEWER DISTRICT
DESIGN PHASE
BE IT ORDAINED by the Board of Commissioners of Harnett County, North Carolina,
sitting as the governing board for Riverside Water and Sewer District.
Section I. This project consists of approximately 50 miles of water line in sizes of 2"
through 8", fire hydrants, and approximately 230 individual meter services to serve the
citizens of this water and sewer, district. This project will complete the County's Master
Plan to provide access to public water to all citizens of the County. Water for this project
will be purchased from the Harnett County Regional Water Plant and the district will
contract with the Harnett County Department of Public Utilities to manage and operate
the system. The district will be regulated by the Riverside Water and Sewer District
Board of Advisors and governed by the Harnett County Board of Commissioners.
Section,II. The design portion of this project will be funded from the Harnett County
Department of Public Utilities' General Fund.
Section III. The following amounts are hereby appropriated for this project:

It is agreed to undertake the following work in accordance with the provisions of our Contract for Professional
Services.
Description of Work Authorization: Engineering Basic Services for the Project Formulation Phase and the
Design and Bidding Phase Services for the Runway 23 Extension Paving and Lighting. The project will be
developed in two (2) schedules of work including:
Schedule I Approach Clearing and Paving for Runway 23 Extension
Schedule it Lighting and PAPI for Runway 23 Extension
The bid documents shall be developed In accordance with FAA criteria. Plans and specifications shall include
project safety plan, temporary sedimentation and erosion control facilities, paving, marking, lighting, and PAPI
for Runway 23 extension. The runway extension shall be 550' long and 7V wide. Project will include obtaining
a Sedimentation and Erosion Control Permit as required.
Specialty items such as grade control verification, approach surveys, approach clearances, wetlands
delineation and survey, evaluation of existing runway lighting/regulator, coordination for gas line, coordination
for power pole relocation, and environmental permitting will be performed as Special Services.
Time Schedule: The Project Formulation Phase and the Design and Bidding Phase, shall be completed
within ninety (90) days of the authorization to proceed.
Cost Servlvign: The method of payment for the Project Formulation Phase and the Design and Bidding
Phase shall be lump sum in accordance with Section V, of the contract The lump sum amount for the Project
Formulation Phase shall be $2,620.00. The lump sum amount for the Design and Bidding Phase shall be
$21,800.00. The payment for Special Services shall be per diem based on hourly rates and expenses.
Subconsultant costs shall be based on actual expense plus 10%.

RESOLUTION AMENDING ORDINANCE REGULATING USE OF WATER AND
SEWER FACILITIES OPERATED BY THE COUNTY OF HARNETT
WHEREAS, the Board of Commissioners of the County of Harnett has previously
adopted that certain Ordinance entitled, "Ordinance Regulating the Use of Water and
Sewer Facilities Operated by the County of Harnett Fixing Rents, Rates, Fees, and Other
Charges and Providing for Collection of Same;" and
WHEREAS, the said Ordinance applies to all water supply and distribution systems
owned and/or operated by the County of Harnett to include specifically all County water
and sewer districts;
AND WHEREAS, the Board of Commissioners desires to amend the
aforementioned Ordinance by amending Section 10 relating to "Connection to Other
Supply" in order to conform with requirements of the North Carolina State Department of
Environment and Natural Resources;
NOW, THEREFORE, BE IT ORDAINED by the Board of Commissioners of the
County of Harnett and by the Harnett County Board of Commissioners sitting as the
governing body of all the County water and sewer districts that the Ordinance named
herein above shall be amended by including the attached Exhibit A as the amended Section
10.
AND BE IT RESOLVED:
1. That the Ordinance named herein above be amended as attached and as set
forth above, and that the Ordinance and amendments shall be and remain in full force and
effect from and after the date of its adoption; and
2. That the Harnett County Department of Public Utilities is hereby authorized
and directed to take such administrative actions as are necessary so as to implement the
above Ordinance as amended.
