0207200018 HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting and Board Retreat February 7, 2000 The Harnett County Board of Commissioners met in regular session on Monday, February 7, 2000 in the County Administration Building, 102 East Front Street, Lillington, North Carolina. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 9 a.m. and Commissioner Hill led the pledge of allegiance and prayer. Request from Health Department for authorization to submit grant application for GRANT APPLI. $40,728 to support one additional social worker position. These are recurring state funds with no local match requirement. 14. Authorization to increase salaries of two Public Buildings employees by 5%. The SALARIES- reason for the adjustment at this time is that Telethon employees working for the PUBLIC BLDG. County are being paid at a higher rate than the County employees who supervise • them. The salary increases will be effective February 1, 2000. SCHEDULED P.H. 15. Scheduled public hearing for February 21, 2000 (at regular Board meeting) PUD ORD . regarding the proposed Planned Unit Development Ordinance Informal Comments were provided by the following citizens: INFORMAL COMMENTS 1. Anthony Elliott, John Elliott Lane, Bunnlevel, expressed concerns about not having access to the Anderson Creek gym. 2. Mahlon McKoy, Anderson Creek area, complained that the Anderson Creek Fire Department has ordered a new fire truck. He feels they have too much equipment already. He stated that he appreciates the fire hydrant that was recently installed in his neighborhood. 721 APPOINTMENTS Commissioner Byrd made a motion for the appointments listed below. Commissioner Titchener seconded the motion and it passed unanimously. Harnett County Economic Development Commission Grady McNeill, Dunn, appointed for a 3-year term to expire 2/28/03 Harnett County Planning Board Harriett Ray (District 5) appointed for a 3-year term to expire 2/28/03 Town of Coats Planning Board • Durane Currin and Dorsey Daniel appointed for 3-year terms to represent the extra -territorial jurisdiction of Coats Neil Emory, County Manager, presented the following Public Utilities items for PUBLIC UTILI. consideration by the Board: Creation of positions as a result of the Wellon's acquisition. This acquisition will require the addition of two positions. These include a plant operator and a meter reader. Wastewater Plant Operator Grade 63 Salary $23,168. Meter Reader II Grade 60 Salary $19,427. 2. Amendment to the Rules & Regulations document for -Public Utilities. State regulations require the County to adopt certain regulations in order to receive 100% of available funds. (Attachment 7) Commissioner Bowden moved for approval of both items. Commissioner Hill seconded the motion and it passed unanimously. Departmental reports were filed with the Board from the Health Department, Economic Development, Veterans' Service, Housing, Fire Marshall & Emergency • Management, Emergency Service, General Services, Department of Social Services, Sheriff s Department, and Intra-Departmental Budget Amendments (Attachment 8). Neil Emory, County Manager, reported that the Tahoe four-wheel drive vehicles provided for Emergency Medical Service paramedics' use worked very well during and after the recent Snow Storm.. REENTRY Neil Emory, County Manager, presented for the Board's consideration, a Year 2000 grant pre -application for ReEntry Drug Diversion and Education Program, and a Year 2000 grant pre -application for ReEntry HALT/Youth Services Program. Commissioner Bowden moved to authorize submission of both pre -applications. Commissioner Byrd seconded the motion and it passed unanimously. Chairman Andrews recessed the meeting at 9:25 a.m. to reconvene for a Board Retreat. Board Retreat RETREAT Chairman Andrews reconvened the meeting at 9:45 a.m. • Neil Emory, County Manager, reviewed the County's accomplishments since last year's retreat and provided an overview of this retreat. Harnett and Moore Counties have applied for grant funding from the State of North Carolina for this project. This project will complete the hydraulic upgrade of all existing transmission lines in the Southwest area of the County. Section II.
