The Harnett County Board of Commissioners met in regular session on Tuesday,
September 7, 1999, in the County Administration Building, 102 East Front Street,
Lillington, North Carolina.

Chairman Andrews called the meeting to order at 9:00 a.m. and Commissioner Hill led
the pledge of allegiance and prayer.
Commissioner Bowden moved to approve the agenda as published. Commissioner
Byrd seconded the motion and it passed unanimously.
Upon motion by Commissioner Titchener and seconded by Commissioner Hill, the

6. Reclassification of School Alliance Program Manager position in the Health
Department. This reclassification has been approved by the State Regional
Personnel Office. The position is currently 100% grant funded.

. 7. Proclamation regarding Hunting and Fishing Day (Attachment 2)
8. Public Utilities Professional Services Agreement with Marziano & Minier, P.A.
for projects related to the Wellons property, Canal Industries, and the Area I
School. Engineer's compensation shall be paid for the professional services on a
lump sum basis not to exceed a fee of $85,000. for the scope of the agreement.
9. Request for disposal of Emergency Medical Service's records (Attachment 3)
Informal comments were Plvvided by Jack Allen, Bunnlevel, regarding the name of
Church Circle, a street in Bunnlevel.
Commissioner Hill moved to approve the appointments listed below. Commisisoner
Titchener seconded the motion and it passed unanimously.

Chairman Andrews called to order a public hearing on the proposed Land Use Plan.
Neil Emory, County Manager, presented the proposed Plan and stated that the purpose
of the public hearing was to obtain comments from the public regarding the plan.
Chairman Andrews opened the meeting for comments from the public. Comments
were provided by the following citizens:
1. Mayo I. Cameron, Barbecue Township, complimented Board and County .
Manager on having a Land use Plan and particularly on plans to meet with
citizens in each township.
2. Ed Bain, attorney representing Mike Ray and Sammy Suggs, does not
support zoning. Mr. Bain stated that people on the south side of the river
are different from citizens on the north side of the river and there should be
a committee made up of citizens to determine how to zone.
3. Hazel Denning, 7-generation farm on Hwy. 27, not against mobile home
parks but sees need to enforce regulations.
4. Deborah Hales Thomas, 5-generation farm on Hwy. 27, stated that part of
the problem with mobile home parks is absent developers.
5. Teresa Patterson, Rosser-Pittman Road, supports Land Use Plan
6. Tim McNeil, Ponderosa Road, is against big government. County needs
control with temperance, common sense and patience, not emotions.
7. Kelly McKee Kelly, Hwy. 421, Lillington, supports Land Use Plan.
8. Ronald Thomas, support Land Use Plan and moratorium on mobile home
parks.
9. Jeffery Thomas, Upper Little River Township, described local mobile
home park that is run down. His property value has gone down. He put up
a fence between the park and his property. Residents of the mobile home
park tore it down. He planted trees between the park and his property.
Residents urthe park cut them to use as Christmas trees. Supports ZOning.
10. Amy Barker, Hwy. 421 N., neighbor of Jeffery Thomas and also owns Ian
next to the mobile home park of 9 acres with 40 trailers.
There being no further comments regarding the proposed Land Use Plan, Chairman
Andrews closed the public hearing. Neil Emory, County Manager, presented the Plan
for consideration by the Board. The Planning Board recommended approval.
Commissioner Byrd moved to adopt the Land Use Plan as presented. Commissioner
Titchener seconded the motion and it passed unanimously.
Chairman Andrews called to order a public hearing on a proposed moratorium on
development not allowed as a permitted or conditional use under the RA-20R
classification. Neil Emory, County Manager, explained the proposed 6-month
moratorium would be used for community meetings and study before consideration of
zoning county-wide as directed by the Land Use Plan. If passed, the moratorium

would become effective immediately and only mobile home parks that are already
permitted would be allowed. This would stop applications that are currently being
processed. The purpose of the public hearing is to obtain comments from the public
regarding the proposed moratorium. Chairman Andrews opened the meeting for
comments from the public. Comments were provided by the following citizens:
1. Rev. Thomas K. Spence, Jr., Cary, owns farm on Hwy. 210, supports
moratorium.
2. Ed Bain, attorney a';'}'a,;,senting Mike Ray and Sammy Suggs, stated that the
. proposed moratorium is illegal and the County would be inviting lawsuits.
He referred to Vulcan Materials vs. Iredell County.
3. Rachel Patterson McNeil, Upper Little River Township, stated that she is
working on a petition and that the message needs to get out what the
moratorium is addressing.
4. Mike Cagle, Hwy. 87, asked if the moratorium would affect his plans to
replace his business, Cagle Furniture, on new property.
5. Betty Wilder, 6475 NC 27W., Lillington, supports moratorium.
6. James Chalmers, Johnsonville, retired military, stated that people should be
compassionate and should put in nice mobile homes and keep them up.
7. Sammy Suggs, Tirzah Village, stated that he has spent a lot of money
already to develop a mobile home park, that is currently being processed
for permits. Mr. Suggs is against a moratorium.
8. Dee Allison, mobile home park owner in Anderson Creek, stated that a
mobile home park ordinance should be enforced so there will be no
problems with neighbors of the parks.
9. Mayo Cameron, Barbecue Township, supports moratorium and says that
the issue is too many mobile home parks. Solve it now or later.
10. Hal Owen, soil scientist, Lillington, adamantly opposes the moratorium.
11. Paul Soublet, Johnsonville, supports moratorium.
12. Carson Bethea, 752 Docks Road, states he understands how people feel and
.. that he is not that hot on mobile home parks himself. He does think ones
who have applied for permits should be allowed to proceed. County needs
to monitor parks.
13. Billy Wilder, Hwy. 27 W., supports moratorium.
Dwight Snow, County Attorney, explained that if the development moratorium
ordinance is adopted as written, commercial development will not be allowed,
including Cagle Furniture. Commissioner Titchener moved to amend the ordinance to
allow permitted uses under the B-Business/Commercial District zoning classification.
Commissioner Bowden seconded the motion and it passed unanimously.

Commissioner Titchener moved to adopt the Harnett County Development
Moratorium Ordinance as amended. Commissioner Byrd seconded the motion and it
passed unanimously.
Reports were filed with the Board from the Sheriff s Department, Planning and
Inspections, Fire Marshal & Emergency Management, Department of Social Services,
Emergency Medical Service, Veteran's Affairs, Environmental Health, and Intra-
Departmental Budget Amendments (Attachment 4).
Commissioner Hill moved that the Board go into closed session for the following
purposes:
1) To consider and discuss a personnel matter;
. 2) To discuss the settlement with the County Attorney of the following case:
Altha Cook. Administratrix of the Estate of Marszaret Mckav Wall vs.
Wanda E. Jones. et als - Harnett File No. 98 CvS 1539.
This motion is made pursuant to N.C. General Statute Section 143-318.11(a)(3) & (6).
Commissioner Titchener seconded the motion and it passed unanimously.
Commissioner Byrd moved that the Board come out of closed session. Commissioner
Hill seconded the motion and it passed unanimously.
Dwight Snow, County Attorney, noted for the record that a settlement in the sum of
$150,000 has been awarded to the estate of Margaret McKay Wall. Commissioner
Bowden moved that this information be entered into the minutes. Commissioner Byrd
seconded the motion and it passed unanimously.

HUNTING AND FISHING DAY
BY THE
COUNTY OF HARNElT
Hunting and fishing have always been an important part of the North Carolina
tradition. While these activities may no longer be necessary for survival, as during the early
days of Harnett County, they are still relevant today. And most Americans believe that such
activities continue to be popular. Their perceptions are right on target. For example, the
number of women involved in the shooting sports has increased by more than 80% in the past
ten years.
But hunting and fishing are so much more than recreational pursuits. For over 100
. years, hunters and anglers have been at the forefront of the conservation movement. Not
content with vocalizing their support, they requested special fees and taxes on their
equipment to pay for wildlife management, habitat restoration, and other conservation
programs. During that time, they raised over $21 billion, now adding some $3.5 million per
day nationally.
This financial support has provided the basis for scientific research, habitat
restoration, and education which have led to the dramatic come back of wildlife in North
Carolina such as wild turkey, river otters, tundra swans, and other waterfowl, alligators, shore
birds, bald eagles, and other raptures and fur bearers.
Of course dollars and cents alone do not ..........ent the true worth of our outdoor
traditions. Wealthier than any millionaire is one with greater awareness, understanding, and
respect of the natural environment and its wildlife. Wealthier still are the ethical hunters and
anglers who share this treasure with a youngster, friend, or relative. We would like to urge
hunters and anglers in Harnett County to recognize this year's Hunting & Fishing Day
observance by inviting a friend, family member, or co-worker to experience the outdoor
traditions together and to continue our important work in wildlife conservation.

Minutes of Special Meeting
September 14, 1999
The Harnett County Board of Commissioners met in special session on Tuesday,
September 14, 1999, at Dunn Middle School, Dunn, North Carolina.
Members present: Dan B. Andrews, Chairman
Beatrice Bailey Hill, Vice Chairman
Joseph T. Bowden
Teddy J. Byrd
Wait Titchener
Staff present: Neil Emory, County Manager
Kay S. Blanchard, Clerk to the Board
. Chairman Andrews called the meeting to order at 9:00 a.m. and Commissioner
Byrd led the prayer.
Commissioner Bowden moved for adoption of a resolution to declare additional items
surplus for the annual County auction. Commissioner Hill seconded the motion and it
passed unanimously. (Attachment 1)
Neil Emory, County Manager, presented an overview of items to be discussed by the
Board. The Board discussed the following items in a work session format:
1. Board of Elections - After discussion of problems with the current
operation of that office, Chairman Andrews asked the county manager
what this Board can do to help. Neil Emory, County Manager, noted that
funding resources are in the budget and suggested that the Board of
Commissioners meet with the Board of Elections to offer other assistance.

2. Economic Development - Jerry Hartgrove, Economic Development
Director, updated the Board on the Committee of 100 and other Economic
Development efforts. CUu...utly there are 72 charter members of the
Committee of 100. Mr. Hartgrove discussed how "Committee of 100" type
organizations operate in other counties. In the discussion by the Board, it
was stated that it is imperative that all entities work together to promote
industrial growth in Harnett County. Mr. Emory stated that the County
has much potential; we need to work with the towns with local
government agreements, and that land use is the key to development.
The County has asked Jim Doherty, Nt: .D~t. ~ 12>>....... (!.l'"~~ , to .
conduct a study on the Hwy. 87 corridor. Mr. Hartgrove gave an overview
of a recent industry searching trip to Sweden sponsored by the Triangle
Regional Partnership. He noted that the County pays membership dues
and that there is no further cost to the County for travel sponsored by the
Triangle Regional Partnership.
3. Hurricane Floyd - Gary Pope, Emergency Management Director, gave an
update on the projected path of the storm and noted that there has never
been a hurricane of this magnitude to come inland on the east coast.
CUu ...utly Floyd is a high category 4 hurricane and is 500 miles across.
The County is planning and preparing for the worst, as Floyd is projected
to travel through the County. Commissioner Titchener moved to authorize
necessary documents as the Emergency Management Director deems
appropriate during the emergency. Commissioner Bowden seconded the
motion and it passed unanimously. Chairman Andrews authorized
procurement of ice and water to be distributed to citizens following the
storm.
4. Appointments to Boards and Committees - The Board discussed upgrading
appointment procedures. Mr. Emory stressed the importance of getting
quality members to serve on various boards. .
5. Animal Control- The Board discussed current service levels of animal
control countywide, including within the municipalities.
There being no further business, the Harnett County Board of Commissioners' special
meeting, September 14, 1999, duly adjourned at 1 :00 p.m.
The Board postponed a tour of the new Coats-Erwin Middle School due to the
approaching storm. However, after the meeting, the group did tour the Dunn Middle
School.
