AMENDMENT TO THE ORDINANCE
ESTABLISHING FINANCING OF THE
911 EMERGENCY TELEPHONE SYSTEM
Amendment 1
WHEREAS, the Harnett County Board of Commissioners adopted an
ordinance on June 21, 1993 entitled "Ordinance Establishing Financing of the 911
Emergency Telephone System, Harnett County, North Carolina "; and
WHEREAS, this Board is of the opinion that the amendment set forth below
is necessary for the successful working of the County's 911 Emergency Telephone
System.
NOW, THEREFORE, the Harnett County Board of Commissioners does
hereby amend the above mentioned ordinance to include the Town of Erwin in the
jurisdiction in which the County provides dispatch services.
Duly adopted this 19th day of March, 2001 and shall become effective on the
1`t day of August, 2001.

At the May 17, 1993, Board of Commissioners meeting, a petition was
tENnUM.p7-:kE�Gnted.to the Board from a group of individuals who operate
L��"i`nesses in Barbecue Township, Johnsonville Township, and Upper
Little River Township II. The petition requested the Board of
C.4-.missioners to call for a beer and unfortified wine referendum.
At this meeting (June 21, 1993), Dwight Snow, County Attorney,
p- 3vided comments to the Board and stated that in accordance with the
General Statutes any referendum on the sale of beer and unfortified
wine must be held county -wide, and that the Board has two options
concerning this matter: (1) ask for a referendum county -wide, or (2)
not ask for a referendum.
Ed Bain, Attorney, representing the group of individuals requesting a
referendum, provided comments to the Board and stated that he was not
completely in agreement with Mr. Snow as to what the law is concerning
this matter. Mr. Bain asked that the Board allow a referendum on the
sale of beer and unfortified wine. Russell Blackmon, pastor of Swan
Station Church provided comments to the Board and requested that the
Board not call for a referendum on the sale of beer and unfortified
wine. Commissioner Titchener made a motion to refer the matter to the
Attorney General for a ruling. Commissioner Bowden seconded the
motion and it passed with a unanimous vote.

ordinance establishing the financing of the 911 Emergency Telephone
System for Harnett County. Tony Wilder provided comments and stated
that the purpose of the public hearing was to obtain comments from the
public concerning the proposed ordinance. Chairman Sorrell opened the
meeting for public comments. Comments were received from the
following citizens:

rEM There being no further comments, Chairman Sorrell closed the public
�j hearing. Commissioner Bowden moved for adoption of the ordinance
establishing the financing of the 911 Emergency Telephone System for
Harnett County. Commissioner Hill seconded the motion and it passed
with a unanimous vote. The ordinance is copied in full a the end of
