HARNETT COUNTY BOARD OF COMMISSIONERS
Special Meeting
July 22, 1999
The Harnett County Board of Commissioners met in special session on Thursday, July
22, 1999, at the Brass Lantern Restaurant in Dunn, North Carolina.
Members present: Dan B. Andrews, Chairman
Beatrice Bailey Hill, Vice Chairman .
Joseph T. Bowden
Walt Titchener
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager:
Chairman Andrews called the meeting to order at 7:00 p.m.
Neil Emory, County Manager, presented for the Board's consideration a Resolution
Authorizing the Submittal of Applications for Capacity and Supplemental Grant Funds
from the North Carolina Rural Center to meet economic development infrastructure
needs and planning efforts in Harnett County. Commissioner Bowden moved to adopt
the resolution as presented. Commissioner Hill seconded the motion and it passed
unanimously. (Attachment 1)
There being no further business, the Harnett County Board of Commissioners' special
meeting, July 22, 1999, duly adjourned at 7:10 p,m.

Attachment 1. RESOLUTION AUTHORIZING THE SUBMITTAL OF
APPLICATIONS
FOR CAPACITY AND SUPPLEMENTAL GRANT FUNDS
NORTH CAROLINA RURAL CENTER
WHEREAS; the Harnett Board of County Commissioners supports local
economic development and planning efforts; and
WHERAS; the Harnett County Board of County Commissioners desire to submit
formal applications for North Carolina Rural Center funds to meet economic
development infrastructure needs and planning efforts.
NOW, THEREFORE BE IT RESOLVED BY THE HARNETT COUNTY BOARD
OF COMMISSIONERS THAT:
I. Harnett County submit formal applications to the North Carolina Rural Center .
for Supplemental Grant and/or Capacity Grant funds.
2. Dan B. Andrews, Chairman is authorized to execute the applications and
other required documents.
Duly adopted this 22nd day of July, 1999 upon motion made by
Commissioner Bowden . seconded by Commissioner Hill and'
adopted by the following vote:

I MINORITY BUSINESS eNtERPRISE PROGRAM ~
WHEREAS, Harnett County, North Carolina, is applying for North Carolina Rural
Center Program funds, and
WHEREAS, North Carolina Rural Center Program regulations require a certificate
from the local unit of government stating than an appropriate verifiable percentage goal
for participation by minority business has been adopted in accordance with G.S. 143-
128-c.
NOW THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS THAT:
. 1. Harnett County has established a 5% goal for minority business participation on
projects funded an or in part using North Carolina Rural Center Program funds.
2. To seek minority business participation Harnett County shall:
(a) Place a notice in a regional newspaper for interested minority businesses that
are water/sewer contractors or suppliers to send their name, address and telephone
number to Harnett County. A list of responding businesses will be developed.
Responding firms will be contacted (by mail) to submit bids or proposals when
construction and/or planning activities funded all or in part with North Carolina Rural
Center Program funds are sought.
(b) A statement will be placed in bid documents that the use of minority businesses
are encouraged. Induded with this statement will be the list of businesses responding to
the County's minority business solicitation.
(c) Contract documents will include provisions that contractors and subcontractors
maintain a list of minority business utilization (name and dollar amount) and provide this
information to the County.
(d) Contracts will be awarded using procurement procedures meeting NC General
Statute requirements.
