Minutes of Special Meeting
May 20, 1999
The Harnett County Board of Commissioners met in special session on Thursday,
May 20, 1999, in the Commissioners' meeting room, County Administration Building,
102 East Front Street, Lillington, North Carolina. .
Members present: Dan B. Andrews, Chairman
Beatrice Bailey Hill, Vice Chairman
Joseph T. Bowden
Teddy J. Byrd
Walt Titchener
Staff present: Neil Emory, County Manager
Vanessa W. Young, Finance Officer
Kay S. Blanchard, Clerk to the Board
Chairman Andrews called the meeting to order at 9:00 a.m. and called on Neil Emory,
County Manager.
Mr. Emory reviewed items of the proposed FY 1999-2000 Harnett County Budget.
The Board discussed the proposed Budget in a work session format.
SR 1503 Commissioner Byrd made a motion to adopt a resolution regarding SR 1503 and asked
that it be sent to our local legislators as well as our representative on the North
Carolina Board of Transportation. Commissioner Bowden seconded the motion and it
passed unanimously. (Attachment 1)
Neil Emory, County Manager, informed the Board that office space which was .
formerly Dr. Williford's office, has become available. There is a need for office space
for General Services and a need for a parking area for Transportation Services vans.
Dr. Williford's property includes a vacant lot. The Board instructed staff to negotiate
for lease of the property.
The Board will have another budget work session after the regular Board meeting,
June 7, 1999.
There being no further business, the Harnett County Board of Commissioners' special
meeting, May 20, 1999, duly adjourned at 12:00 p.m.

RESOLUTION
Whereas. SR 1503 is an unpaved State road located in northern Harnett County; and
Whereas. the Harnett County Board of Commissioners has been made aware that a
current resident of this road is unable to reside in her home due to a physical condition which
would be aggravated by the dust generated by the road; and
Whereas. this road is currently 79th on the County's rural road paving priority list. as
submitted to the Board by the North Carolina Department of Transportation and will not be
paved as a part of the regular paving program for sometime; and
Whereas. in recent years extensive development along the Wake County portion of this
road has increased significantly the volume of traffic along the Harnett portion.
. Now Therefore. Be It Resolved that the Harnett County Board of Commissioners does
hereby request that the appropriate state officials allocate the discretionary funds necessary to
pave the Harnett County portion ofSR1503. In addition the Board would request that each
member of our local legislative delegation make every effort to insure the success of Ihis effort.
