May 17, 1999, in the County Administration Building, 102 East Front Street, Lillington, North Carolina. . Members present: Dan B. Andrews, Chairman Beatrice Bailey Hill, Vice Chairman Joseph T. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 7:00 p.m. and Commissioner Bowden led the pledge of allegiance and prayer. Commissioner Byrd moved to approve the agenda as published. Commissioner Hill seconded the motion and it passed unanimously. FUNDING PLAN Community Care Block Grant (Attachment 3) MID-CAROLINA Informal comments were presented by the following citizens: - James Latta, Hwy. 210 near Lillington, discussed observations on development in the County. - Mary Walters, Hwy. 55 near Angier, requested assistance to have SR 1403 paved due to her sister having health problems which are aggravated by dust from the dirt road. Ray Stone, DOT District Engineer, explained the priority list and how it is developed. Lyndo Tippet, DOT Board Member, addressed individual circumstances in relation to the priority list and stated that he did not know any way to move a road up due to medical problems. Adult Care Home Communitv Advisorv Committee Anthony Reidell reappointed for a 3-year term to expire 5/31/02 Harnett County Board of Adjustment Fred Myers reappointed for a 3-year term to expire 5/31/02 Research Trianszle Reszional Partnershio Michael R Parham reappointed for a 2-year term to expire 6/30/2001 Harnett Countv Emerszencv Services Council Tommy Ennis reappointed for a 3-year term to expire 6/30/2002 CENSUS 2000 Neil Emory, County Manager, noted that the Census 2000 Complete Count Committee will tentatively meet June 7, 1999 at 7:00 p.m. in the County Administrative Building for presentation of an overview of the responsibilities of the committee. Chairman Andrews called to order a public hearing on the FY 1999-2000 Secondary Road P.R. FY 99-00 Construction Program for Harnett County and called on Ray Stone, District Engineer, NC ROAD CONST. Department of Transportation. Mr. Stone introduced Mr, Lyndo Tippet, DOT Board PROGRAH Member who represents our area, Terry Gibson, Division Engineer, Keith Anderson, . Harnett County Maintenance Engineer, and Jerry Taylor, Assistant District Engineer. Mr. Stone presented an overview of the proposed Roads Improvement Program and stated that the purpose of the public hearing was to obtain public comments concerning the proposed program. Chairman Andrews opened the meeting for comments from the public. Comments were received regarding the following roads: 1. SR 1138 (DOT has attempted to get rights of way) 2. SR 1134 (Rights of way unavailable) 3. SR 2037 - priority #67 4. SR 1538 - priority #59 5. Highways 401,55, and 210 - turn lanes needed at subdivisions 6. Tom Myers Road 7. SR 1503 . There being no further comments, Chairman Andrews closed the public hearing. Commissioner Hill moved to adopt a resolution approving the FY 1999-2000 Secondary Road Construction Program for Harnett County as presented. Commissioner Bowden seconded the motion and it passed unanimously. (Attachment 4) Neil Emory, County Manager, noted that the current insurance provider for health MEDICAL INS. insurance for County employees has proposed a significant increase in premiums. In FOR EMPLOYEES response to this proposal, staff obtained quotes from various companies. Following receipt . of these quotes the proposed benefits were reviewed as well as the cost. Employees were asked their choice of the final three companies considered. Mr. Emory reviewed the proposed options with the Board. Upon overwhelming recommendation from the employees, staff recommended CIGNA-Healthsource # 1. Mr. Emory noted that the recommendation was not his choice for employees and their families but was based on the response from the employees, Commissioner Byrd move to approved CIGNA- Healthsource # I to provide health insurance for County employees. Commissioner Hill seconded the motion and it passed unanimously. Reports were filed with the Board from Economic Development, Emergency Medical Service, Environmental Health, Housing, Sheriff's Department, Tax Attorney (Attachment 5), and Intra-departmental budget amendments (Attachment 6). -------------- --------------~-~----- ---------~------------ -----~-----------~--~-~------------------------ --------------------~~ ----,---- 5;1'0 .
