BOARD MEMBERS PRESENT: Mark Locklear, Planning Manager, Michael Martin,
Fire Marshall, Bryan McSwain, Environmental Health; Tim Payseur, Public Utilities;
Clint Williams, E 911 Addressing Department
OTHERS PRESENT: Samantha Ficzko, Planner, Theresa Jones, Recording Secretary;
Tammy Ward E 911 Addressing Department, Kathy Lloyd, Public Utilities
I.CALL TO ORDER: The Meeting was called to order at 9:00 am.
II.WELCOME: Mark Locklear, Planning Manager opened the meeting.
III.BOARD INTRODUCTIONS
IV.30 MINUTES FOR PUBLIC COMMENT. No Comments
V.NEW BUSINESS
A.ANDERSON CREEK CLUB PHASE 4B-2 AND STONECROSS S/D were
brought to the top of the agenda and tabled due to insufficient
paperwork.
B.BLACKBERRY MANOR-MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT
Jim Holland and Jim Art represented the application and discussions
were made by the board.
Decision: Marl Locklear, Planning Manager made a motion to hold the
plat and Tim Payseur, Public Utilities, seconded the motion. There was a
unanimous vote to hold the plat. SEE ATTACHED (BLACKBERRY MANOR
DECISION PACKET)
C.CEDAR LANDING-MAJOR SUBDIVISION FINAL PLAN/PLAT. Mickey
Bennett represented application and discussions were made by the
board.
Decision: Bryan McSwain, Environmental Health made a motion to
hold the plat and Tim Payseur, Public Utilities seconded the motion.
There was a unanimous vote to hold the plat. SEE ATTACHED (CEDAR
LANDING DRB DECISION PACKET)
D.PIONEER FARMS-MAJOR SUBDIVISION FINAL PLAN/PLAT. Mickey
Bennett represented the application. Discussions were made by the
board.
DECISION: Tim Payseur, Public Utilities made a motion to conditionally
approve the plat and Bryan McSwain, Environmental Health seconded
the motion. There was a unanimous vote to conditionally approve the
plat. SEE ATTACHED (PIONEER FARMS DECISION PACKET)
VI.OLD BUSINESS:
A.LITTLE MIRACLES-COMMERCIAL DEVELOPMENT- Alphonso Mosley
represented the application. Discussions were made by the board.
Decision: Tim Payseur, Public Utilities made a motion to conditionally
approve the application and Bryan McSwain, Environmental Health
seconded the motion. There was a unanimous vote to conditionally
approve the application. SEE ATTACHED (LITTLE MIRACLES DRB

B.KIVETT ROAD APARTMENTS-MULTI FAMILY SITE PLAN- Rick Baker
represented the application. Discussions were made by the board.
Decision: Mark Locklear, Planning Manager made a motion to
conditionally approve the site plan and Tim Payseur, Public Utilities
seconded the motion. There was a unanimous vote to conditionally
approve the sit plan. SEE ATTACHED (KIVETT ROAD MULTI FAMILY
DRB DECISION PACKET)
C.RICHMOND Park, Section 4 & 5-Major Subdivision Final Plan/Plat-
Mickey Bennett represented the application. Discussions were made by
the board.
Decision: Tim Payseur, Public Utilities made a motion to conditionally
approve the application and Bryan McSwain, Environmental Health
seconded the motion. There was a unanimous vote to conditionally

D. Summerhill S/D- Major Subdivision Final Plan/Plat- John McMurtry
representing the application for Harnett Land Group. Discussions were
made by the board.
Decision: Bryan McSwain, Environmental Health made a motion to
hold the application and Tim Payseur, Public Utilities seconded the
motion. There was a unanimous vote to hold the application. SEE

VII.PENDING
A.OLDE FARM VILLAGE- MAJOR SUBDIVISION PRELIMINARY PLAN/PLAT
(NO ACTION TAKEN)
VIII.OTHER BUSINESS: NONE
IX.APPROVAL OF MINUTES: The minutes for the APRIL 11, DRB MEETING
was approved on APRIL 25, 2007. TJ McLamb, Fire Marshal made a
motion to approve and Tim Payseur, Public Utilities seconded the
motion.
X.ADJOURNMENT: The Meeting was adjourned at 10:25
