Minutes of Special Meeting
March 26, 1999
. The Harnett County Board of Commissioners met in special session on Friday, March
26, 1999, in the County Administration Building, 102 East Front Street, Lillington,
North Carolina.
Members present: Dan B. Andrews, Chairman
Beatrice Bailey Hill, Vice Chairman
Joseph T. Bowden
Teddy J. Byrd
Walt Titchener
Staff present: Neil Emory, County Manag'er
Wm. A. (Tony) Wilder, Assistant County Manager
Guests present: Representative Don Davis
Representative Leslie Cox
Chairman Andrews called the meeting to order at 7:30 a.m.
The Board discussed several issues with the legislators including the following:
- proposed tobacco settlement
. - school capital needs
- school utilities costs
- low wealth school funding
- lottery
- toll roads
- other issues related to county government.
There being no further business, the Harnett County Board of Commissioners' special
meeting, March 26, 1999, duly adjourned at 10:00 a.m.

RESOLUTION OF GOVERNING BODY OF APPLICANT .
WHEREAS, the Federal Clean Water Act Amendments of 1987, Federal Safe Drinking Water Act
Amendments of 1996, and the North Carolina Clean Water Revolving Loan & Grant Act of 1987 have authorized
the makipg of loans and grants to aid eligible units of government in financing the cost of construction of
wastewater treatment works, wastewater collection systems, and water supply systems; and
WHEREAS, the County of Harnett has need for and intends to participate in the construction of a water
distribution system with a 36-inch regional water line project described as Harnett County 36-inch water line; and
WHEREAS, the County of Harnett intends to request a state grant/loan for assistance for the project.
NOW, THEREFORE BE IT RESOLVED BY THE COUNTY OF HARNETT, BOARD OF
COMMISSIONERS:
That the County of Harnett will arrange financing for all remaining costs of the project, if approved for a
state grant/Joan award.
That the County of Hamett will adopt and place into effect on or before completion of the project a
schedule of fees and charges which will provide adequate funds for proper operation, maintenance, and
administration of the system and the repayment of all principal and interest on the debt.
That the governing body of the County of Harnett agrees to include in the grant/loan agreement a provision
authorizing the State Treasurer, upon failure of the County of Hamett to make scheduled repayment of the loan, to
withhold from the County of Harnett any state funds that would otherwise be distributed to the local government .
unit in an amount sufficient to pay all sums then due and payable to the state as a repayment of the loan/grant.
That the County of Hamett will provide for efficient operation and maintenance of the project on
completion of construction of the project thereof.
That Dan B. Andrews, Chairman, and successors so titled, is hereby authorized to execute and file an
application on behalf of the County of Harnett with the State of North Carolina for a loan/grant to aid in the
construction of the project described above.
That Dan B. Andrews, Chairman, and successors so titled, is hereby authorized and directed to furnish such
information as the appropriate state agency may request in connection with such application or project; to make the
assurances as contained above; and to execute such other documents as may be required in connection with the
application.
That the County of Harnett has substantially complied or will substantially comply with all federal, state,
and local laws, rules, regulations, and ordinances applicable to the project and to federal and state grants and loans
pertaining thereto.
Duly adopted this the J5th day of March, 1999 at the County Administration Building in Lillington, North
Carolina.
