HARNE J J COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting February 15, 1999 The Harnett County Board of Commissioners met in regular session on Monday, February 15, 1999, in the County Administration Building, 102 East Front Street, Lillington, North Carolina. . Members present: Dan B. Andrews, Chairman Beatrice Bailey Hill, Vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight w. Snow, County Attorney Kay S. Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 7:00 p.m. and Commissioner Byrd led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda as published. Commissioner Hill seconded the motion and it passed unanimously. CORRECTION TO Commissioner Byrd moved that a correction be made to the minutes of the February 1, HINUTES 1999 Board meeting to reflect that in the county manager's report, Mr. Emory stated that a bill had been received for interest on the Spec Building in Dunn. There was a question about whether to pay the bill. Mr. Emory noted that there is money in the budget for that . purpose and with no objections, the bill for the interest will be paid. There were no objections. Commissioner Titchener seconded the motion for the correction to the minutes .and it passed unanimously. Record disposal schedule for the Sheriff s Department INFOPJ~L Informal comments were provided by the following citizens: com1ENTS 1. Mr. Tom Myers - A petition requesting that the Department of Transportation to Tom Myers Road to the state system for maintenance was submitted in 1995. There is a problem with moving two waterlines and a hydrant. Residents request the County's assistance to get the project back on line. - - 4-02 , Commissioner Bowden moved that the staff formally contact the Department of Transportation regarding the petition and for Public Utilities to get costs for moving the waterlines. Commissioner Hill seconded the motion and it passed unanimously. 2. Mr. McKoy, Anderson Creek area, voiced concerns with the purchase of an emergency service truck by the Anderson Creek Fire Department. Mr. McKoy also requested that fIre hydrants be installed on Meadow Street in the Anderson Creek area. Appointments: Board of Ad1ustment . Curtis Bullion, alternate member to fill unexpired term which ends 11/30/99 Planninl! Board Thomas Stewart for a 3-yearterm to expire 12/31/01 Economic Develonment Commission Jerry Bullock to fIll unexpired term which ends 09/01/99 NEW LIVESTOCK Jennifer Walker, Cooperative Extension Director, introduced the new livestock agent, AGENT Leasa Hodges who will serve Harnett and Cumberland Counties. Wayne Raynor, Health Director, requested authorization to submit a grant application to GRANT APPLI. the Kate B. Reynolds Charitable Trust for the purpose of expanding the diabetes clinic. HEALTH DEPT. Commissioner Bowden made a motion to authorize submission of the grant application. Commissioner Hill seconded the motion and it passed unanimously. SCHOOL ALLIANCE PROGRAM Victoria Byrd, Director of the School Health Alliance Program and Audra Murray,a nurse who works in a school based health center, presented an overview of the program and how well it is working. Mr. Raynor concluded the presentation and requested that a nurse position be added to the School Alliance Program. The request will be considered at a future Board meeting. . Wayne Raynor, Health Director, requested authorization to apply for a planning grant related to mental health and nutrition counseling in the School Alliance/School Health Program. Mr. Raynor also requested authorization to apply for a grant for funding through the School Traffic Safety Awareness Program. Commissioner Byrd moved to authorize submission of both grant applications. Commissioner Bowden seconded the motion and it passed unanimously. ~~~EAGE REIMBUR. Commissioner Hill seconded the motion and it passed unanimously. WATERLINE Neil Emory, County Manager, reported that a work rating system has been developed to REQUESTS P\..~TING determine which requests for waterline extensions are feasible for the County to consider. SYSTEH The line extension worksheet includes points for public health items such as dry or contaminated wells, for cost feasibility per connection, and for contributed capital. Mr. Emory presented for the Board's consideration, three requests that have met the requirements. Commissioner Byrd moved to approve the three projects listed below. Commissioner Titchener seconded the motion and it passed unanimously. . 1. Whittenton Road, applicant: Donald Whittenton, 2,225' line extension to serve 5 customers and 1 church. 2. Marks Road, applicant: Daniel Marks, 3,263' line extension to serve 17 customers. 3. Caulton Brown Road, applicant: Nancy Brady, 915' line extension to serve I customer. Neil Emory, County Manager, presented for the Board's consideration a proposed us CENSUS PROC. proclamation regarding the U.S. Census and a partnership agreement with the U.S. Census Bureau. Commissioner Bowden moved to adopt the proclamation and to enter into a partnership agreement with the U.S. census Bureau. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 4) -----~ ~. , ;~, ;;I,r:h ,.{l'~,;,~,..h"f. ~';"'-' 403 Neil Emory, County Manager, reported on the following items: - The proposal to locate the Farmers Market at the Governmental Complex will be submitted to the Architectural Committee for approval. - Aberdeen & Rockfish Railroad has submitted to the State Clearinghouse a proposal to abandon and discontinue service of the railway which runs . between Dunn and Erwin. - Report on the estimated local loss if sales tax on food is repealed - Land Use Plan meeting is tentatively scheduled for March 25, 1999 at 7 p.m. There being no further business, Commissioner Titchener moved to recess the meeting until Wednesday, February 17th at 7 p.m. Commissioner Bowden seconded the motion and it passed unanimously. COUNTY OF HARNE I I I and the United States Bureau of the Census Charlotte Region Whereas, the Harnett County Board of Commissioners is an active and committed part of the community; and Whereas, the Harnett County Board of Commissioners understands that this is a unique opportunity to participate in and have influence on CENSUS 2000. Now Therefore, Be It Resolved that in order to accomplish the goal of a more accurate and cost efficient Census in Census 2000, the Harnett County Board of Commissioners does herein take the following action: 1. The Harnett County Board of Commissioners does appoint a Census Complete Count Committee; and 2.
