Minutes of Reconvened Meeting
January 6, 1999
The Harnett County Board of Commissioners met January 6, 1999, in the Commissioners
. Meeting Room, County Administration Building, 102 East Front Street, Lillington, North
Carolina.
Members present: Dan B. Andrews, Chairman
Beatrice Bailey Hill, Vice Chairman
Joseph T, Bowden
Teddy 1. Byrd
Walt Titchener
Staff present: Neil Emory, County Manager
Wm. A. (Tony) Wilder, Assistant County Manager
Kay S, Blanchard, Clerk to the Board
Paula Stewart, MIS Director
At 11 :30 a.m. Chairman Andrews reconvened a meeting that recessed January 4, 1999.
Neil Emory, County Manager, provided background on why the computer systems in
Finance and Planning need to be replaced, There also is a need for networking between
COMPUTER departments. The County has built a foundation toward this goal. It is now time to move
SYSTEM forward to the next step. Another goal is the need for centralized permitting. As an
example, Mr. Emory described what a citizen must CUU':-l1tly go through to obtain the
. required permits and inspections for building a house,
Paula Stewart, MIS Director and representatives from HTE, Inc. answered questions from
the Board members concerning the proposed system developed by HTE, Inc. After
discussion, all Board members agreed to accept the proposal. The proposed contract and
a related budget amendment will be considered at a future meeting,
Commissioner Byrd made a motion that Commissioner Bowden be the designated voting
delegate at the Legislative Goals Conference, January 14, 1999. Commissioner Titchener
seconded the motion and it passed unanimously.
There being no further business, Commissioner Bowden moved for adjournment.
Commissioner Hill seconded the motion and it passed unanimously. The Harnett County
Board of Commissioners reconvened meeting, January 6, 1999 duly adjourned at I p.m.
