Minutes of Special Meeting
February 12, 1998 .
The Harnett County Board of Commissioners met in special session on
Thursday, February 12, 1998, in the Commissioners Meeting Room, County
Administration Building, 102 East Front Street, Lillington, North
Carolina.
Members present: Dan B. Andrews, Chairman
Beatrice Bailey Hill, Vice Chairman
Joseph T. Bowden
Teddy J. Byrd
Walt Titchener
Staff present: Neil Emory, County Manager
Vanessa W. Young, Finance Officer
Kay S. Blanchard, Clerk to the Board
RIVERSIDE W & S Rodney Tart, Public Utilities Director, presented an overview of the
Riverside Water & Sewer District project. Steve Plummer, Chairman of
the Riverside Water & Sewer District Advisory Board, also provided
comments concerning the Riverside project. Commissioner Hill moved for
adoption of a resolution approving an application and related documents
for State Revolving Funds for the financing of the Riverside project.
Commissioner Bowden seconded the motion and it passed unanimously. .

The Board members visited a building in Lillington to consider for
rental space.
There being no further business, Commissioner Titchener moved for
adjournment. Commissioner Hill seconded the motion and it passed
unanimously. The Harnett County Board of Commissioners special meeting,
February 12, 1998, duly adjourned at 10:20 a.m.

RESOLUTION OF GOVERNING BODY OF APPLICANT
. WHEREAS, The Federal Clean Water Act Amendments of 1987, Federal Safe Drinking Water Act
Amendments of 1996, and the North Carolina Clean Water Revolving Loan Er Grant Act of 1987 have
authorized the making of loans and grants to aid eligible units of government in financing the cost of
construction of wastewater treatment works, wastewater collection systems, and water supply systems
and
WHEREAS, The Riverside Water E.r Sewer District of Harnett County has need for and intends to
construct a water supply system project described as Riverside Water System and
WHEREAS, The Riverside Water E.r Sewer District of Harnett County intends to request state loan
assistance for the project,
NOW THEREFORE BE IT RESOLVED, BY THE BOARD OF THE RIVERSIDE WATER E.r SEWER DISTRICT:
That Riverside Water E.r Sewer District will arrange financing for all remaining costs of the project, if
approved for a State loan award.
That Riverside Water E.r Sewer District of Harnett County will adopt and place into effect on or before
completion of the project a schedule of fees and charges which will provide adequate funds for proper
operation, maintenance, and administration of the system and the repayment of all principal and
interest on the debt.
That the governing body of the Riverside Water E.r Sewer District of Harnett County agrees to include
. in the loan agreement a provision authorizing the State Treasurer, upon failure of the Riverside Water
Er Sewer District of Harnett to make scheduled repayment of the loan, to withhold from the Riverside
Water Er Sewer District of Harnett County and State funds that would otherwise be distributed to the
local government unit in an amount sufficient to pay all sums then due and payable to the State as a
repayment of the loan.
That Riverside Water E.r Sewer District of Harnett will provide for efficient operation and maintenance
of the project on completion of construction thereof.
That Dan K. Andrews, Chairman, and successors so titled, is hereby authorized to execute and file an
application on behalf of Riverside Water Er Sewer District of Harnett County with the State of North
Carolina for a loan to aid in the construction of the project described above.
That Dan K. Andrews, Chairman, and successors so titled, is hereby authorized and directed to furnish
such information as the appropriate State agency may request in connection with such application or
to project: to make the assurances as contained above; and to execute such other documents as may
be required in connection with the application.
That Riverside Water Er Sewer District of Harnett County has substantially complied or will
substantially comply with all Federal, State, and local laws, rules, regulations, and ordinances applicable
to the project and to Federal and State grants and loans pertaining thereto,
