REVIEW BY OTHER AGENCIES The above preliminary plat has been forwarded to Harnett County Public Utilities, Harnett County E-911, Harnett County Board of Education, Harnett County Health Department, NC Department of Transportation, and NC Environment and Natural Resources for review and comments. Attached is a memo from the Harnett County Public Utilities Department. LANDSCAPE BUFFER The above preliminary plat will be required provide a buffer(s) in accordance with Section 5.11 of the Harnett County Subdivision Ordinance. All subdivisions with more than six (6) lots that have lots that abut a state maintained road shall be required to adhere to the following streetscape buffer requirements for all lots that adjoin an existing state maintained road:  Developments with lots that abut a major thoroughfare shall be buffered with a minimum thirty (30) foot buffer measured from the right-of-way. STREET LENGTH A permanent dead-end street shall not exceed two thousand (2,000) feet in length – measured from its beginning point on a through street to its end in the center of the turnaround of the cul- de-sac or the end of a temporary turnaround. Stub out streets or intersecting cul-de-sacs shall not be points of measurement for dead-end streets. Cul-de-sacs should not be used to avoid connection with an existing street or to avoid the extension of an important street, unless exception is granted by the Planning Board.
