Minutes of Special Meeting
November 30, 2007
The Harnett County Board of Commissioners met in special session on Friday,
November 30, 2007 in the Commissioners Conference Room, County Administration
Building, 102 East Front Street, Lillington, North Carolina.

Beatrice B. Hill, Vice Chairman

Staff present: Neil Emory, County Manager
William A. (Tony) Wilder, Assistant County Manager
Jennifer J. Slusser, Staff Attorney
Kay S. Blanchard, Clerk to the Board
Rodney M. Tart, Public Utilities Director
Steve Ward, Assistant Public Utilities Director
Chairman Byrd called the meeting to at 11:30 a.m.
Ms. Slusser provided an overview of a draft contract with Pierce Development for capital
improvements projects. A Wastewater Capacity Agreement with Pierce Development,

LLC will be considered at the Board’s December 3 meeting.
Ms. Slusser and Mr. Tart briefed the Board on a proposed contract with Stafford Land
Company, Inc. The contract will be considered at a future Board of Commissioners
meeting.
Chairman Byrd noted that a proposed resolution will be considered at the next Board
meeting requesting the Veterans Council to construct a monument and display honoring
the USS Harnett County and the men and women who served on its crew.
There being no further business, the November 30, 2007 work session adjourned at 1:00
p.m.
