111907m HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Regular Meeting November 19, 2007 The Harnett County Board of Commissioners met in regular session on Monday, November 19, 2007, in the Commissioners Meeting Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Commissioner Gary House was out of state and unable to attend. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 7:00 p.m. and Commissioner Andrews led the pledge of allegiance and prayer. Commissioner Andrews moved to approve the agenda as published with the addition to the consent agenda of a resolution for condemnation to acquire an easement for utility infrastructure improvements. Commissioner McNeill seconded the motion and it passed unanimously. This lease-purchase was approved in the FY 2007-08 Budget. 6. Write-off of Emergency Medical Services delinquent accounts for the month of October 2007, totaling $5,819.21. 7. Reclassification of for positions in Department of Social Services: Delia Powell from Accounting Clerk IV to Accounting Clerk V MaDonna Dawood from Admin. Services Asst. V to Admin. Asst. I Shirley Jernigan from Processing Supervisor V to Admin. Asst. I Marshall Woodall from Staff Attorney I to Staff Attorney II 8. Resolution recognizing Eagle Scout Seth Taylor Smith (Attachment 3) 9. Authorization for Emergency Services to submit an application for the SMAT III Team (State Medical Assistance Team) Grant through Wake Med CapRac (Capital Regional Advisory Committee) for funds in the amount of $8,000 to purchase a heating/air conditioning unit for the County’s SMAT III system. The unit would be added to the inventory of the SMAT III trailer. If a real world incident happens, the County’s team could be deployed to go anywhere in or out of state to assist with medical care. The County’s SMAT III team backs up Wake Med’s SMAT II team and would most likely go where Wake Med is deployed but could go places without Wake Med deployment. This will be a reimbursable grant and no County matching funds are required. 10. Resolution recognizing Non-profit Awareness month (Attachment 4). 11. Resolution for condemnation for requisition of temporary and permanent construction easements for South Central Water and Sewer project regarding utility infrastructure improvements – heirs of Connie Cook Jackson. (Attachment 5) 12. Amendment to contract dated June 18, 2003 between Harnett County and Town of Fuquay regarding Town of Fuquay’s Urban Service Area and the orderly procedure to transfer assets and customers of Harnett and Northwest Water and Sewer District’s water and sewer system in the event of future annexations. The purpose of the amendment is to clearly identify the Harnett County Utilities Service District within the Town’s Urban Service Area and to clarify the process of expansion and ownership of water and wastewater facilities and systems within the Town’s Urban Service Area. This amendment was approved by the Town of Fuquay on November 5, 2007. 13. Resolution to adopt an agreement with the Town of Coats regarding the Town of Coats Public Library. (Attachment 6) The agreement was approved by the Town of Coats on November 8, 2007. 14. Resolution for condemnation for requisition of temporary and permanent construction easements for South Central Water and Sewer project regarding utility infrastructure improvements – heirs of Willie Ann McKoy. (Attachment 7) Informal comments were provided by the following citizens: - Gary Ross, 1148 Melody Lane, expressed his concerns regarding issues associated with Forest Ridge Subdivision. - W. N. Porter, Erwin, expressed appreciation to the Board and staff for kindnesses shown him during a recent illness. - Mary B. Johnson, Johnson Farm Road, expressed appreciation to the Board and staff for kindnesses shown her during the recent loss of her son Timothy. Commissioner Andrews made a motion for the appointments listed below. Vice Chairman Hill seconded the motion and it passed unanimously. Harnett County Public Library Board of Trustees Linda Andrews and Edward Menichella, Jr. for 3-year terms to expire 1-1-2011 Nominated by Commissioner Andrews. Board of Equalization and Review Howard Penny, Jr. to fill the unexpired term of Jerry Bullock The term expires 2-28-2008. Mr. Penny was nominated by Chairman Byrd. Airport Committee Gale Tart and Cecil Edgerton for 3-year terms to expire 12-31-2010 Nominated by Vice Chairman Hill. Harnett County One-On-One Advisory Board John Woods, Keith Hadding, Anna Peele, Claudette Williams, Beatrice Hill, Renee Mitchell, Denise Newkirk, Brenda Boykins, Patricia McKoy, Sanika Weeks All appointed for 1-year terms to expire 12-31-08. All nominated by Vice Chairman Hill. Anderson Creek Senior Center Advisory Commission Flora Brown, Jean Burgess, Annie Mitchell All nominated by Commissioner McNeill for 3-year terms to expire 1-31-2011 Harnett County Planning Board Wiley Pope for a 3-year term to expire 1-31-2011 Nominated by Vice Chairman Hill. Harnett County Juvenile Crime Prevention Council Chris Carr and Eric Williams for 2-year terms to expire 11-30-2009 Nominated by Vice Chairman Hill. Departmental reports were filed with the Board from Animal Control, Planning Department and Finance Office (Attachment 8) Mr. Emory presented for the Board’s consideration an Interlocal Agreement between the Harnett County Board of Commissioners and the Harnett County Board of Education regarding use of recreation facilities. Commissioner McNeill moved for the County to enter into the agreement as presented. Vice Chairman Hill seconded the motion and it passed unanimously. Mr. Emory noted that the Board adopted the Comprehensive Recreation and Parks System-wide Master Plan at a special meeting January 31, 2007, as presented by Del Crawford, Crawford Design Company and authorized submittal of an application for a PARTRF Grant for park improvements at Barbecue Park. Adoption of the Master Plan was not recorded in the minutes of that meeting. Vice Chairman Hill moved to adopt the master plan so it will be recorded in these minutes, November 19, 2007. Commissioner Andrews seconded the motion and it passed unanimously. Commissioner McNeill moved to authorize the Dunn City Council to release $250,000 from the Averasboro Fire District budget reserve to buy a service vehicle for the Averasboro Fire District. Commissioner Andrews seconded the motion and it passed unanimously. There being no further business, Commissioner McNeill moved to adjourn. Chairman Byrd seconded the motion and it passed unanimously. The Harnett County Board of Commissioners regular meeting, November 19, 2007 adjourned at 7:25 p.m.
