Minutes of Special meeting (work session)
September 28, 2007
The Harnett County Board of Commissioners met in special session on Friday,
September 28, 2007, in the Commissioners Conference Room, County Administration
Building, 102 East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Tim McNeill
Gary House
Staff present: Neil Emory, County Manager
Kay S. Blanchard, Clerk to the Board
Vice Chairman Hill called the meeting to order at 11:30 a.m.
Howard Penny Jr., Planning Board member, discussed his concerns regarding the role of
the Planning Board since creation of the Development Review Board.
Candace Williams, Program Coordinator/Land Protection, Sandhills Area Land Trust,
Kristen Sinclair, County Inventory Manager, North Carolina Natural Heritage Program,
NC Department of Environment and Natural Resources, and
Bruce Sorrie, Natural Heritage Inventory Botanist, reviewed slides and presented
highlights of the Inventory of Significant Natural Areas of Harnett County that were
documented during the study by the group. The Natural Heritage Program and the
Sandhills Area Land Trust are resources to assist the County as it moves forward with
land and water conservation projects. Also discussed were concerns with the manner in
which present use value would be applied to properties involved with the land trust.
There being no further business, the meeting adjourned at 1:45 p.m.
