091407w HARNETT COUNTY BOARD OF COMMISSIONERS Minutes of Special Meeting (work session) September 14, 2007 The Harnett County Board of Commissioners met in special session on Friday, September 14, 2007, in the Commissioners Conference Room, County Administration Building, 102 East Front Street, Lillington, North Carolina. Members present: Teddy J. Byrd, Chairman Beatrice B. Hill, Vice Chairman Dan B. Andrews Tim McNeill Gary House Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Chairman Byrd called the meeting to order at 11:30 a.m. W. N. Porter requested assistance to have poles and other utilities moved as needed for the upgrade of Leanna Road and Bad Roads Lane in the Riverside Community. Gary Pierce, County Agricultural Agent, gave an overview of a proposed Voluntary Agricultural District Ordinance. Mr. Pierce will make a presentation at the October 1 Board of Commissioners meeting regarding the matter. Marshall Miller, Mayor, Town of Coats, noted that the old Coats School property will be sold again. Currently Stafford Land Company owns the property. The property is divided into 6 parcels and will be sold October 18 at absolute auction by Johnson Properties. Mr. Miller and staff are trying to formulate incentives to offer potential developers of the property. He requested that the County waive landfill tipping fees for debris removal if the buildings on the old school campus are torn down, and consider waiving any Public Utilities tap fees for future development. Mr. Emory led a discussion on the following items: - Town of Lillington staff has issues they wish to discuss with County staff including proposed sewer impact fees. - Attorney Ed Bain has requested the Board’s approval for him to represent a client in a case involving the County. He asks this because his law firm represents the County in certain matters for Public Utilities. - The audit recognized concerns with low number of rental units in the County’s Section 8 Program. - “Dress rehearsal” for the census - Chairman Byrd will appoint a committee for the Complete Count project. - Proposed increase in fees for Solid Waste disposal. - Vice Chairman Hill mentioned that there is a need for a facility for operation of the Food Bank. Mr. Emory will discuss the matter with Nancy Wright, RSVP. At 1:20 p.m., there being no further business, Vice Chairman Hill moved to adjourn. Commissioner McNeill seconded the motion and it passed unanimously.
