Minutes of Special Meeting
August 16, 2007
The Harnett County Board of Commissioners met in special session on Thursday, August
16, 1007, in the Commissioners Meeting Room, County Administration Building, 102
East Front Street, Lillington, North Carolina.
Members present: Teddy J. Byrd, Chairman
Beatrice B. Hill, Vice Chairman
Dan B. Andrews
Tim McNeill

Staff present: Neil Emory, County Manager
Dwight W. Snow, County Attorney
Kay S. Blanchard, Clerk to the Board
Chairman Byrd called the meeting to order at 7:00 p.m. and Commissioner McNeill led
the pledge of allegiance and invocation.
Neil Emory, County Manager, presented facts regarding action taken by the North
Carolina Legislators regarding Medicaid Relief for Counties. Mr. Emory noted Medicaid
relief components over the next three years and additional revenue authority components.
Mr. Emory then presented for the Board’s consideration, a proposed Resolution
Requesting that the Harnett County Board of Elections Hold a Special Election Advisory
Referendum for voter consideration of a local land transfer tax and local sales tax. It was
noted that if both options were approved by voters, only one could be implemented.
Commissioner McNeill moved to adopt the resolution requesting the Board of Elections
to conduct a special election advisory referendum on November 6, 2007, concerning both
issues:
(a) a local land transfer tax on instruments conveying interests in real property
located in the county, up to a rate of four-tenths percent (0.4%), in increments
of one-tenth percent (0.1%)
(b) a local sales and use tax at a rate of one-quarter percent (0.25%)
Vice Chairman Hill seconded the motion and it passed unanimously. (Attachment 1)
There being no further business, the Vice Chairman Hill moved to adjourn.
Commissioner House seconded the motion and it passed unanimously. The Harnett
County Board of Commissioners special meeting, August 16, 2007, adjourned at 7:30
p.m.
