The Harnett County Board of Commissioners met in regular session on Monday, August
6, 2007, in the Commissioners Meeting Room, County Administration Building, 102 East
Front Street, Lillington, North Carolina.

Chairman Byrd called the meeting to order at 9:00 a.m. and Vice Chairman Hill led the
pledge of allegiance and prayer.
Commissioner Andrews moved to approve the agenda as published with the addition of
two items to the consent agenda:
- budget amendment
- request from Sheriff’s Dept. to purchase latent station used to analyze fingerprints.
Vice Chairman Hill seconded the motion and it passed unanimously.
Upon motion by Commissioner McNeill and seconded by Commissioner Andrews, the

5. Health Department Fees for clinical services provided by the Harnett County Health
Department – These fees are reimbursable by the insurance companies and must be
approved by the Board before they can be provided or charged.

6. Amendment Number One to Lease Agreement with Southern Property Management

Co., LLC, for office space for Emergency Services Department located at 200 North 13
Street, Erwin, Suite 19, Suite 19A and K Warehouse. This amendment changes the rent
escalation date from January to July so that said rent escalation is in keeping with the
County’s fiscal year for budgetary purposes.
7. Contract with City of Dunn for fire protection services in the Averasboro Fire District.
8. Contracts and Agreements with the seven Emergency Medical Services Departments

for fiscal year 2007-08, which budgets will be paid in twelve equal payments by the 15
of every month.

9. Agreement for the Provision of Ambulance Services between County of Harnett and
Home Health and Hospice Care, Inc., a not-for-profit corporation located in Goldsboro,
which administers a program of supportive services to meet the needs of terminally ill
persons and their families. Occasionally, it may become necessary for a patient in the
program to be transported to a medical facility by Harnett County. In order for the
County to receive payment for these services, an agreement between Home Health and
Hospice Care and the County must be in place prior to the transport of any patients.
10. Contract for Professional Services/Disaster Recovery Services with Tarheel
Specialties, Inc. to be effective July 1, 2007 and shall be for a three year period, unless
otherwise terminated. The County (Harnett County Emergency Services) shall have the
option of extending the Agreement for five additional years, for one year periods at the
same terms and conditions.
11. Lease Agreements with Fire Departments to house Emergency Medical Services
employees who respond to 911 and Transport calls:
Flatwoods Community Fire Department
Flatbranch Volunteer Fire Department
Spout Springs Emergency Services
Angier-Black River Fire Department
Northwest Harnett Volunteer Fire Department
12. Authorization for Emergency Services to lease-purchase a new ambulance to replace
one that was totaled in an accident April 15, 2007. The $23,500 received from the
insurance company for the totaled vehicle will be utilized to make the first payment on
the new ambulance which is priced at $105,000.
13. Memorandum of Agreement between Harnett County Health Department/Harnett
County and Guilford County regarding Rapid Response Project to expand field data
collections. The “Rapid Response” grant project integrates GIS, GPS and electronic field
data collection into public health preparation and response at the state, regional, and local
levels in North Carolina.
14. Revisions to the Emergency Medical Services Collection Policy regarding timely
filing of Medicare and Medicaid claims. Medicare and Medicaid have established time
limits in which claims for payment may be made.
Add to Harnett County Collection Policy, Section IV.
A. Balances on accounts in which the patient has delayed timely filing by
failing to provide or indicate Medicare, Medicaid or insurance
eligibility, after repeated attempts by the County will not be written
off. These accounts, where allowed by contractual regulations, will be
pursued for collection as outlined under Section II of this policy.
D. Unknown. All attempts are made to locate patients through various
software programs. Once all avenues are exhausted to identify a
patient, a request for write-off will be made.
15. Write-off of delinquent Emergency Medical Services accounts for the Month of
June, 2007, with a total amount of $13,091.97.
16. Write-off of outstanding charges for Emergency Medical Services as a hardship case.
The services for Phyllis Katherine O. Stanton were provided on August 16, 2006, and
December 3, 2006, with charges in the amounts of $358.20 and $339.50, respectively.
17. First Amendment to Utility Agreement between Harnett County and Town of
Fuquay-Varina per the North Carolina Division of Water Quality (Construction and
Grants and Loans Section) as a condition to funding.
18. Project Ordinance for Edgerton Water Tank Project (Attachment 3)
19. Write-off of delinquent Public Utilities account for the second quarter of 2007. All
of these accounts have been delinquent for more than three years and total $10,016.32.
20. Four Change Orders for Public Utilities projects:
1. Utilities Plus – Fort Bragg NTA Housing Project, in amount of $11,253.19
2. Billings & Garrett – Ft. Bragg NTA Housing Project in amount of $74,793.60
3. T.A. Loving – Fort Bragg NTA Housing Project, in amount of $17,200.00
4. Park Construction Contract A1 – Harnett-Fuquay Wastewater Project, in
amount of $179,846.87
21. Change Order for Harnett Detention Center in amount of $86,579 to modify water
lines to meet Lillington Fire Department concerns regarding fire protection.
22. Authorization for various departments to accept grants and to submit grant
applications as noted below:

23. Authorized Sheriff’s Department to use sole source method to purchase a Motorola
Printrak Latent Station which will be used to analyze fingerprints. The purchase price of
the equipment is $53,685.00. The County has applied for a grant which will cover the
entire cost but it has not yet been approved due to State budget delays. The price of this
equipment will only be guaranteed for 30 days, after which there will be a significant
price increase. Funds from 2006 Edward Byrne Memorial Grant in the amount of
$31,506 will be used and the balance will be paid from Fund Balance due to the time
limitations. If the grant is approved, the money will be paid back to Fund Balance.
Vice Chairman Hill moved for the appointments listed below. Commissioner McNeill
seconded the motion and it passed unanimously.

Christopher McGee, District Engineer, NC Department of Transportation, presented the
proposed Road Construction Program 2007-08 for Harnett County.
Board members asked for consideration of improvements to the following roads:
Chairman Byrd - Cobb Road, Willis Pope Road, Leanna Lane, Bad Roads Lane
Commissioner Andrews: Gardner Road
Vice Chairman Hill: Fuller Road, Murchison Road
Chairman Byrd called to order a public hearing regarding the matter and opened the
meeting for comments from the public. Comments were received from the following
citizens:
- Diana Soliday, Northridge Plantation Subdivision regarding construction on Hwy 87.
Ms. Soliday presented a petition to the Board signed by Community Members
from Northridge Plantation who are opposed to the changes as currently
planned for Hwy 87. She announced that a Community Meeting will be held
August 7 at 6:00 p.m. at the Spring Lake Library regarding the issue.

There being no further comments, Chairman Byrd closed the public hearing.
Commissioner McNeill moved to adopt a resolution approving the 2007-08 Road
Construction Program for Harnett County as presented by Mr. McGee. Commissioner
Andrews seconded the motion and it passed unanimously. (Attachment 4)
Gary Pope, Emergency Services Director, presented a request to purchase software that
will allow emergency personnel to communicate across county lines during emergency
situations. The Sheriff’s Department has evaluated the need of these connections with
each agency. Below is a list of their priorities.
1. Wake County Fire/Rescue Channel
2. Wake County TRICOM
3. Fort Bragg
4. Wake County Law Enforcement Channel
5. Cumberland County
Commissioner Andrews moved to authorize purchase of the software required to
implement the first three priorities listed. Vice Chairman Hill seconded the motion and it
passed unanimously.
Mr. Emory presented a proposed resolution for a continuing grant and contract for the
Sheriff’s Department. The grant is from the North Carolina Governor’s Highway Safety
Program in the amount of $47,941.00. The grant is used to fund two deputy positions.

Departmental reports were filed with the Board from Veteran’s Service, Health
Department, Sheriff’s Department and Finance Office. (Attachment 6)
Commissioner McNeill moved that the Board go into closed session for the following
purpose: To discuss matters relating to the location or expansion of industries or other
businesses of Harnett County. This motion is made pursuant to N.C. General Statute
Section 143-318.11 (a)(4). Vice Chairman Hill seconded the motion and it passed
unanimously.
Commissioner McNeill moved that the Board come out of closed session. Commissioner
Andrews seconded the motion and it passed unanimously.
Commissioner McNeill moved that since there were several Department of
Transportation representatives present, including Mac Campbell, Board Member and
Terry Gibson, Division Maintenance Engineer in addition to representatives from the
District Office, that the Board add to this meeting’s agenda an informal work session to
obtain an update on the proposed “super street” plan for a stretch of Hwy 87 in Harnett
County. Commissioner Andrews seconded the motion and it passed unanimously. After
comments from Mr. Campbell and Terry Gibson, Greg Burns gave an update on the
proposed plan. Jim Dunlop compared traditional intersections with the super street
concept. Ken Murphy stated that DOT representatives will attend the Northridge
Plantation Community Meeting, August 7, to answer questions and provide an update on
the project.
There being no further business, Commissioner McNeill moved to adjourn.
Commissioner Andrews seconded the motion and it passed unanimously.
