Blanchard, Clerk to the Board Chairman Andrews called the meeting to order at 9:00 a.m. and Commissioner Bowden led the pledge of allegiance and prayer. Commissioner Titchener moved to approve the agenda as published with the addition of a resolution commending Sheriff deputies and also two Tax Department items: Tax Refunds and Records & Retention Schedule. Commissioner Bowden seconded the motion and it passed unanimously. Resolution of appreciation for deputies who captured the suspects charged in the slaying of two law enforcement officers (Attachment 5) DEPUTIES HONORED Chairman Andrews read and presented a resolution of appreciation to Sergeant Danny Williams, Detective Sabrina Currin, and Sergeant Kenneth Lee whose actions led directly to the apprehension of the suspects who are now charged in the slaying of two law enforcement officers. Commissioner Titchener made a motion to appoint David Cooper to the Airport Committee. Commissioner Bowden seconded the motion and it passed unanimously. Mr. Cooper's term will expire 12/31/2000. Wilma McGregory, Interim Director, Department of Social Services, reported to the Board on Welfare Reform. LEE-HARNETT Randall Woodruff, Director, Lee-Harnett Criminal Justice Alliance, requested the Board's approval of the grant awards provided for the Criminal Justice CRIMINAL JUSTICE Alliance program. Commissioner Hill moved to approve acceptance of the ALLIANCE $174,597 Implementation Grant and $169,331 Discretionary Grant. Commissioner Bowden seconded the motion and it passed unanimously. Chairman Andrews stated that the Board would now consider certain matters. NORTHWEST \\f & S sitting as the governing body of the Northwest Water & Sewer District of Harnett County. Neil Emory, County Manager, presented for the Board's consideration a resolution concerning the bond sale for the Northwest District. Commissioner Titchener moved to adopt the resolution. Commissioner Hill seconded the motion and it passed unanimously. (Attachment 6) Chairman Andrews closed that portion of the meeting. Rodney Tart, Director, Public Utilities, presented the discussion of bids for water and sewer extensions to the Harnett production Enterprises site. HPE DISCUSSION OF Commissioner Titchener moved to award the contract to Detas LLC of Kinston in BIDS FOR W & S the amount of $97,102.76. Commissioner Bowden seconded the motion and it passed unanimously. (Attachment 7) Neil Emory, County Manager, presented the following Tax Department items to the Board for their consideration: 1. Tax Listing Supervisor's salary is not currently in line with other supervisors in the Tax Department. Commissioner Bowden moved to approve the upgrade of that position from grade 64 to grade 67. Commissioner Titchener seconded the motion and it passed unanimously. 2. There is a backlog of work in the mapping office of the GIS Department. Commissioner Bowden moved that two 40-hour per week temporary positions be funded and that progress of alleviating the backlog be reported to the Board. Commissioner Titchener seconded the motion and it passed unanimously. 3. Records Retention and Disposition Schedule - Commissioner Bowde~ moved for approval of the schedule as presented. Commissioner Titchener seconded the motion and it passed unanimously. (At tachment 8) 4. Tax Refunds - Commissioner Bowden moved to approve the tax refunds. Commissioner Hill seconded the motion and it passed unanimously. (At tachment 9) Neil Emory, County Manager, stated that it has been proposed that all local government units in Harnett County determine its most pressing transportation needs so that they might be incorporated into a comprehensive plan which would be submitted to our North Carolina Department of Transportation board member. Mr. Emory asked the Board to review the Transportation Improvement Plan (TIP) information provided and provide staff direction regarding the County's priorities. 783 Neil Emory, County Manager reported on the following items: TETERANS SERVICE 1. The Veterans Service Office has moved from the courthouse to a new )FFICE MOVED location at 303 West Duncan Street, Lillington. 2. At the next Board of Commissioners meeting the Board will consider an ordinance regulating the use of water facilities operated by the County fixing rents, rates, fees and other charges and providing for collection of same. Mr. Emory provided a copy of the proposed ordinance document to each Board member for review prior to consideration at the next meeting. . 3. Departmental reports were filed with the Board from Veteran's Affairs, Department of Social Services and Emergency Services. There being no further business, Commissioner Hill moved for adjournment. BE IT ORDAINED BY THE BOARD OF COMMISSIONERS OF HARNETT COUNTY, NORTH CAROLINA: Section I. The Titan Industries Wastewater Project will consist of a gravity sewer line, force main and pumping station to service the Hwy. 401 corridor from the Upper Little River north approximately 11,000 linear feet. Section 2. This project will be financed through a Community Development Block Grant for Industrial Development. Section 3. The following amounts are hereby appropriated for the design phase of this project: Engineering $ 95,000 Land $ 10,000 Legal $ 5,000 Pump & Haul $ 10.000 TOTAL $ 120,000 Section 4. It is estimated that the following revenues will be available for the design phase: Harnett County Water General Fund Advance $ 120,000 . Representing a wide variety of projects, these volunteers work to improve citizenship, cultural arts, literacy, family life, nutrition, environment, housing and nutrition and health. WHEREAS, Because of these many partnerships, and through the dedication of its many members, the National Extension Homemakers have become the largest adult education volunteer organization in our state and nation. WHEREAS, the quick and professional response of members of the Harnett County Sheriffs Department led directly to the capture of the suspects; and WHEREAS, the actions of the officers involved demonstrated the courage and commitment of those sworn to protect the lives and property of the citizens of our County. NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners does hereb: extend its sincere appreciation and gratitude to the law enforcement officers of Harnett County for their service and does hereby commend them for their actions on September 23, 1997. The Bonds maturing on and after June 1, 2008 shall be subject to redemption prior to their stated maturities at the option of the Issuer on or after June 1, 2007, in whole at any time or in part on any interest payment date, at a redemption price equal to the principal amount of each Bond to be redeemed together with accrued interest thereon to the redemption date plus a redemption premium of one-half of one percent (1/2 of 1%) of the principal amount of each Bond to be redeemed for each period of twelve months or part thereof between the redemption date and the maturity date of each Bond to be redeemed, provided that such premium shall not exceed two percent (2%) of such principal amount. If less than all of the Bonds of any maturity . are called for redemption, the Bonds to be redeemed shall be selected in such manner as the Issuer may determine; provided, however, that the portion of any Bond to be redeemed shall be in the principal amount of $5,000 or some multiple thereof and that, in selecting Bonds for redemption, the Issuer shall treat each Bond as representing that number of Bonds which is obtained by dividing the principal amount of such Bonds by $5,000. If less than all of the Bonds of different maturities are called for redemption, the Bonds to be redeemed shall be called in the inverse order of their maturities. The issuance of this bond and the contracting of the indebtedness evidenced thereby have been approved by a majority of the qualified voters of the District voting at an election held in the District on November 3, 1987. This bond is transferable on the registration records of the District by the registered owner hereof or his duly authorized attorney at the principal office of the Transfer Agent, upon surrender of this bond, accompanied by a duly . executed instrument of transfer in form and with guaranty of signature satisfactory to the Transfer Agent, and upon payment of any taxes or other governmental charges incident to such trans- fer. Upon any such transfer a new registered bond without coupons of the same maturity and in the same aggregate principal amount will be issued to the transferee. The person in whose name this bond is registered shall be deemed the owner hereof for all purposes, and the District and the Transfer Agent shall not be affected by any notice to the contrary. If less than all of the principal amount of a single bond is to be redeemed, the District shall exchange a bond of the denomination representing the portion of the bond not redeemed to the registered owner in exchange for the bond a portion of which is to be redeemed. Formal bids were received and read aloud at 2:0D p.m., September 23, 1997 in the Commissioner's meeting room of the Harnett County Administration Building in Lillington, North earelina. The project was . advertised according to State Statutes in a Newspaper having statewide circulation at least seven days prior to the bid opening. The project was also advertised in bulletins of the Associated General Contractors of America and The F. W, Dodge Corporation at various offices in Nonh Carolina. Initially. this project was ari\ertised for receipt of bids on September 11, 1997 at 2:00 pm. Because ',:miy one bid was submitted, the project was readvertised for receipt of bids on September 23. 1997 at 2:00 pm. Basically, this work involved one contract, Contract No. J . Part "A" & Part "'B" Waler & Wastewater Lines.
