The meeting was held in the Commissioners Meeting Room, County Office Building, Lillington, North . Carolina. I Members present: Dan B. Andrews, Chairman Beatrice B. Hill, Vice Chairman Joseph T. Bowden Teddy J. Byrd Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Kay S. Blanchard, Clerk to the Board Chairman Andrews reconvened the meeting at 9:00 a.m. Commissioner Byrd moved that the Board go into closed session for the purpose of discussing a personnel matter in accordance with N.C. General Statute 143-318.11(a) (6). Commissioner Hill seconded the motion and it passed unanimously. Commissioner Hill moved that the Board come out of closed session. Commissioner Byrd seconded the motion and it passed unanimously. Commissioner Bowden moved for a two-year appointment of L. C. O'Quinn as Tax Administrator. Commissioner Byrd seconded the motion and it passed unanimously. Neil Emory, County Manager, recommended Jerry Hartgrove to fill the position of Economic Development Director. Commissioner Titchener moved for approval of Mr. Emory's recommendation. Commissioner Andrews seconded the motion and . it passed unanimously. Wm. A. (Tony) Wilder, Assistant County Manager, presented for the Board's consideration a budget amendment for the jet fuel project at the Airport. Commissioner Titchener moved for adoption of the budget amendment. Commissioner Byrd seconded the motion and it passed unanimously. Budget Amendment: 1969 Airoort (Fund 10-General Fundl Code 10-8701-1560 Interfund Transfer-Above ground Jet Fuel Tank $67,000. increase 10-3990-0000 Fund Balance-Appropriated 67,000. increase Commissioner Hill moved that a resolution and letter of condolence be sent to personnel at Fort Bragg regarding the recent crash of a helicopter killing eight crew members on a training mission. Commissioner Byrd seconded the motion and it passed unanimously. There being no further business, Commissioner Hill moved for adjournment.
