11041996 5 :1 ::1 HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, NOVEMBER 4, 1996 The Harnett County Board of Commissioners met in regular session on Monday, November 4, 1996, in the Commissioners Meeting Room, County Office Building, Lillington, North Carolina. Members present: H. L. Sorrell, Jr., Chairman Beatrice Bailey Hill, Vice Chairman . Dan B. Andrews Joseph T. Bowden Walt Titchener Staff present: Neil Emory, County Manager Wm. A. Blanchard, Clerk to the Board Chairman Sorrell called the meeting to order at 9 a.m. and Commissioner Bowden led the pledge of allegiance and prayer. I Commissioner Bowden moved to add to the published agenda, a resolution requesting addition of roads to the State System. Commissioner Titchener seconded the motion and it passed with a unanimous vote. Upon motion by Commissioner Bowden and seconded by Commissioner Andrews, the Board unanimously approved the following items on the consent agenda: CONSENT AGENDA 1. Resolution of appreciation for Peggy Brown, retiring director of Coats Senior Center (Attachment 2) REQUEST SUPPORT Neil Emory, County Manger, presented a request from Western Harnett Committee for Concerned Citizens for support of an effort FOR POST OFFICE to locate a post office in the Johnsonville community. IN JOHNSONVlLLE Commissioner Bowden moved to authorize a resolution supporting the committee's effort. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Neil Emory, County Manager, briefed the Board that last year the RADIO SYSTEM County entered a rental agreement to acquire the radio system at SHERIFF'S DEPT. the Sheriff's Department. Commissioner Bowden moved to authorize continuation of the rental agreement and at the same time to invite others to submit rental proposals if they so desire. If no additional proposals are submitted, the County will proceed . with the present agreement until its conclusion. Commissioner Hill seconded the motion and it passed with a unanimous vote. Jennifer Walker, Director, Cooperative Extension, presented a FARM-CITY WEEK proposed proclamation concerning Farm-City Week. Commissioner Hill moved for adoption of the proclamation. Commissioner Bowden seconded the motion and it passed with a unanimous vote. (Attachment 3) Jennifer Walker, Director, Cooperative Extension, requested GRANT APPLI. permission to submit a proposal for grant funds to the North COOP. EXT. Carolina Office of Child Development to receive $5,905.00 in unspent z. Smith Reynolds funds. Commissioner Titchener moved to authorize grant application as requested. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Jennifer Walker, Director. Cooperative Extension, introduced Carrie Singer, a new staff member providing Breastfeeding support in Harnett and Lee Counties. ANIMAL CONTROL Neil Emory, County Manager, stated that proposed amendments to ORD. the Animal Control Ordinance were considered by the Board at the October 21 meeting. The motion to adopt the amendments was passed by a majority, but not unanimously. Therefore, the revised ordinance will be considered again at this meeting. Commissioner Bowden made a motion to table the matter for further study. Commissioner Andrews seconded the motion and it passed with a unanimous vote. . In the County Manager's report, Mr. Emory noted that the North SOIL CONSERVATION Carolina State Soil Conservation Service requires local contacts CONTACTS RE: regarding work and funds associated with recovery from Hurricane "FRAN" Fran. Commissioner Titchener moved to authorize Parks Blake, District Conservationist and Neil Emory, County Manager to be the contacts representing Harnett County. Commissioner Bowden seconded the motion and it passed with a unanlmous vote. Commissioner Bowden moved to proceed with offering the vacant position in Forestry Service to the internal applicant. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Reports were filed with the Board from Veterans Affairs and the Tax Department. r:: ? ") ",) ''-- -'-_ Wayne Raynor, Health Director, informed the group that the Dunn Health Clinic facility will be receiving some improvements and that sometime in the future, additional services will be offered at the Dunn Clinic. The Dunn Clinic will not be permanently closed as rumored. CLOSED SESSION Commissioner Bowden moved that the Board go into closed session for the purpose of giving instructions to the County Attorney concerning the handling of a judicial action pursuant to General Statute 143-318.11(a)(3). Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Hill moved for the Board to come out of closed . session. Commissioner Titchener seconded the motion and it passed with a unanimous vote. ADJOURNMENT There being no further business, Commissioner Bowden moved that the meeting adjourn. RESOLUTION OF APPRECIATION WHEREAS, Peggy Brown has served as director of the Coats Senior Center for more than seven years; and WHEREAS, Peggy Brown has a genuine interest in the quality of life for senior citizens, providing a safe, nurturing environment at the senior center; and WHEREAS, with fun and creative methods, she has encouraged the Coats senior citizens to explore and expand their talents; and WHEREAS, she has been active in the development of inter- generational programs and is an activist for senior issues. NOW, THEREFORE, BE IT RESOLVED by the Harnett County Board of Commissioners that Peggy Brown has retired from her loyal and dedicated service with great honor and distinction, and that she is hereby commended for her innovative and immeasurable service. The Board expresses its appreciation for her outstanding leadership and is honored to take this opportunity to recognize one of its finest and most valuable citizens. .
