HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, SEPTEMBER 3, 1996
The Harnett county Board of Commissioners met in regular session
on Tuesday, september 3, 1996, in the Commissioners Meeting Room,
County Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 9 a.m. and
Commissioner Bowden led the pledge of allegiance and prayer.
Commissioner Bowden moved to add to the agenda: a resolution
adding roads to the State System, and a budget amendment for East
Central Water & Sewer District. Commissioner Andrews seconded
the motion and it passed with a unanimous vote.
Commissioner Hill moved to approve the agenda as published with
the above noted additions. Commissioner Bowden seconded the
motion and it passed with a unanimous vote.
CONSENT AGENDA Upon motion by Commissioner Titchener and seconded by
Commissioner Andrews, the Board unanimously approved the
following items on the consent agenda:

PERMIT FEES 5. Reimbursement of fees for building permits to Lee-Harnett
REIMBURSED TO Mental Health - $577.00 for permit to begin construction of
LEE-HARNETT M.H. new Administration Building at the Buies Creek Mental Health
Center.
6. Personnel items:
PERSONNEL ITEMS Planning Department - The Board authorized the creation of
an additional step in the career ladder for Building
. Inspectors. This additional step would recognize inspectors
that have received Level II certifications in all areas.
This action will impact two current employees.
Tax Department - The Board approved the creation of an
interim deputy tax collector position within the Tax
Department. The pay grade would be the same as the current
deputy tax collector position.
7. Resolution requesting additions to State Road System
(Attachment 2)
APPOINTMENT Commissioner Hill moved to appoint Kay Jones, to the Domiciliary
Home Community Advisory Committee for a 3-year term to expire
9/30/99. Commissioner Titchener seconded the motion and it
passed with a unanimous vote.
DON DAVIS, N.C. Informal comments were provided by N.C. Representative Don Davis
REPRESENTATIVE regarding hunting issues. Mr. David Chatellier voiced his
concerns with the hunting issues. Sheriff Larry Knott reported
that the Sheriff's Department had already received calls on
shooting since dove season came in September 2nd. He is working
to have sheriff's radios in N.C. Wildlife officers' vehicles in
Harnett County to enable them to work more closely with deputies
to enforce current hunting regulations.
REVALUATION SCHED. Boyd Byrd and Michael Stewart, Tax Department, reported that the
office of the Harnett County Tax Administrator has completed the
1997 Revaluation Schedule of Values for the County. The proposed
. Schedule of Values was presented to the Board of Commissioners
and will be open for public inspection until the public hearing
concerning this matter. Commissioner Bowden moved to schedule a
public hearing on the proposed 1997 Schedule of Values on October
7, 1996, at 9 a.m. at the regular Board of Commissioners meeting.
Commissioner Hill seconded the motion and it passed with a
unanimous vote.
AUTHORIZATION FOR Neil Emory, County Manager, presented a request from the Health
PEDIATRICIAN AT Department for authorization to begin services of a pediatrician.
HEALTH DEPT. Commissioner Titchener moved to approve authorization and
appropriation of funds for the purpose of beginning the services
of a pediatrician in the Health Department. Commissioner Bowden
seconded the motion and it passed with a unanimous vote. The
costs will be reimbursed by Medicaid and other funding sources.
TURNING LANES AT Neil Emory, County Manager, noted that NC DOT is proceeding with
HARNETT CENTRAL the construction of turning lanes at Harnett Central High School.
SCHOOLS County water lines must be moved to accommodate this project.
Mr. Emory presented a proposed agreement for engineering services
to allow the required final work to be done. Commissioner
Andrews moved to approve the agreement with Marziano & Minier
Engineers as presented. Commissioner Bowden seconded the motion
and it passed with a unanimous vote
HUNTING & FISHING Commissioner Andrews moved to adopt a proclamation for Hunting
DAY and Fishing Day, September 28, 1996. Commissioner Hill seconded
the motion and it passed with a unanimous vote. (Attachment 3)
. BOYT PROPERTY Neil Emory, County Manager, provided an update regarding the Boyt
property. Commissioner Titchener made a motion to authorize
staff to develop and proceed with steps to acquire the property.
Commissioner Andrews seconded the motion and it passed with a
unanimous vote.
Neil Emory, County Manager, reported on the following items:
GROUNDBREAKING FOR 1. Groundbreaking for new Harnett Production Enterprises
NEW HPE FACILITY facility will be Wednesday, September 4, at 2:30 p.m.
RABIES 2. Rabies continues to be ~ growing problem. The County
Manager, County AttOT' I. Health Director, and the
Animal Control Offici met to discuss ways to make
citizens aware of the dangers and to encourage
participation in rabies clinics to vaccinate pets.

3. Construction of new schools in the area where Harnett
Production Enterprises now operates requires demolition
of the area. The County will need to provide two school
room type buildings to be used temporarily until the new
HPE facility is built.
There being no further business, Commissioner Titchener moved to
ADJOURNMENT adjourn the September 3, 1996 Harnett County Board of
Commissioners meeting. Commissioner Bowden seconded the motion .
and it passed with a unanimous vote. The meeting adjourned at
9:40 a.m.

PROCLAMATION
HUNTING AND FISHING DAY
September 28, 1996
. Hunting and fishing have always been an important part of
the American tradition. While these activities may no longer be
necessary for survival as they were in the early days of the
nations, they are still relevant today.
Sportsmen and sportswomen recognize the critical role of
habitat, quantity and quality of air, land water, adequate cover
or shelter, appropriate space, and sufficient arrangement for the
existence of all living things. For over 100 years, they have
been in the forefront of the conservation movement. Not content
with merely vocalizing their support, hunters and anglers
requested special fees and taxes on their equipment to pay for
scientific research, habitat acquisition and improvement,
education, and enforcement. Over the years, funds raised total
over $19 billion for conservation.

Programs financed by the hunters and anglers have led to the
dramatic comeback of many wildlife species. These include game
species such as the wild turkey, tundra swan, snow geese, ducks,
and white-tail deer. These efforts also helped the comeback of
non-game species including the bald eagle, songbirds, shore
birds, alligators, fur bearers, and others.
We would like to take this opportunity to commend
responsible hunters and anglers for their efforts on behalf of
wildlife and for their contributions to conservation.
Therefore, the Harnett County Board of Commissioners do .
hereby proclaim Saturday, September 28, 1996, as Hunting and
Fishing Day in Harnett County and call upon our citizens to join
with hunters; anglers, and other responsible conservationists to
ensure the wise use and proper management of our natural
resources to benefit future generations.
Duly adopted this 3rd day of September, 1996.
