INFORMAL COMMENTS Informal comments were provided by the following citizens: 1- Sheriff Larry Knott expressed concerns with overcrowded conditions in the jail and state requirements and payments regarding keeping of inmates. Sheriff Knott asked the Board to contact our legislators prior to May concerning these matters. . 2. Albert Gregory, Rt. 2, Angier, indicated that he feels he was treated unfairly in the rezoning of his property. 3. Bernard Young, Rt. 3, Angier, voiced concerns regarding what he considers unwise spending of county funds, particularly at the Harnett County Airport. Chairman Sorrell called to order a public hearing on a zoning change request for Leta Dunn Heirs/Sonny Johnson, from Commercial PUBLIC HEARING ON to RA-30 Zoning District, SR 1709, Averasboro Township, 10.0 ZONING CHANGE APPLI. acres. George Jackson, Planning Director, presented the LETA DUNN HEIRS application and stated that the purpose of the public hearing was to obtain public comments concerning the zoning change request. Chairman Sorrell opened the meeting for public comments; none were offered and Chairman Sorrell closed the public hearing. The Planning Board recommended approval of the zoning change request. Commissioner Bowden moved for approval of rezoning request for Leta Dunn Heirs/Sonny Johnson from Commercial to RA-30 Zoning District. Commissioner Andrews seconded the motion and it passed with a unanimous vote. AIRPORT FIXED BASE Wm. A. (Tony) Wilder, Assistant County Manager, presented for the OPERATOR REQUESTS Board's consideration, a request from the Ron Ginn, fixed base operator at the Airport. Mr. Ginn purchased one of the corporate hangars from Four "P" Investment Company, Inc. and plans to use the hangar for an aircraft mechanic shop. Mr. Ginn requests the County to extend the lease agreement on the hangar to the . original 25 years; and for the County to provide a septic tank to accommodate a restroom he proposes to install in the hangar. Commissioner Titchener moved for approval of both requests. Commissioner Andrews seconded the motion and it passed 4 to 1 with Commissioner Bowden casting the dissenting vote. CREATION OF H.C. Neil Emory, County Manager, recognized a group that has requested COUNCIL FOR WOMEN that the Board of Commissioners create the Harnett County Council for Women to serve as an advisory board to the Commissioners. Catherine Reiger, North Carolina Council for Women, briefed the Board on the purpose of the Council, and Barbara McKoy, member from Harnett County on the North Carolina Council, explained why a local council is needed. Commissioner Bowden moved for adoption of a Resolution Creating The Harnett County Council for Women. Commissioner Hill seconded the motion and it passed with a unanimous vote. "I"~<I' '~,~" ~' - Reports were filed with the Board from Environmental Health, Fire Marshal, Economic Development, Emergency Medical Service, Tax Releases, Sheriff's Department and the Tax Attorney's report (Attachment 8). Commissioner Titchener moved to instruct the staff to develop a resolution requesting that our legislators look into the increased cost to the County for Medicaid. Commissioner Bowden seconded the motion and it passed with a unanimous vote. CLOSED SESSION Commissioner Bowden moved that the Board go into closed session in order to instruct the County staff in negotiating material terms of proposed employment contracts and to give instructions . to the county attorney concerning the handling of a judicial action pursuant to NC General statute section 143-318.11(a)(5) and (3). Commissioner Hill seconded the motion and it passed with a unanimous vote. Commissioner Hill moved that the Board come out of closed session; Commissioner Titchener seconded the motion and it passed with a unanimous vote. THREE NEW DEPT. RESOLUTION CREATING THE HARNETT COUNTY COUNCIL FOR WOMEN WHEREAS, the women of Harnett County are a valuable resource for growth and development of Harnett County; and WHEREAS, the women of Harnett County represent over 52% of the population and represent 460/0 of the workforce; and WHEREAS, these figures do not fully reflect the professional, as well as personal status of women, whose positions are extremely diverse and essential to the welfare of the county; WHEREAS, there is not a specific county agency assessing the special needs of women in Harnett County, and . WHEREAS, men and women in Harnett County agree to contribute their talents voluntarily to study and try to alleviate these needs and inequities; NOW, THEREFORE BE IT RESOLVED that the Harnett County Board of County Commissioners does hereby establish the Harnett County Council for Women for the purposes of assessing the needs of women, acknowledging and honoring women and their role as vital contributors to our county, to educate and advocate on their behalf, and to celebrate that which they have done and will continue to do.
