SITTING AS THE GOVERNING BODY OF SOUTHWEST WATER & SEWER DISTRICT.
The Board of Commissioners of the County of Harnett, sitting as the governing
body of the Southwest Water and Sewer District of Harnett County, convened in a
special setting during its meeting held on March 14, 1996 at 5:00 o'clock p.m.
in the Harnett County Office Building, 102 East Front Street, Li1lington, North
Carolina.
.Board Members present were: H.L. Sorrell, Jr. , (Chairman) , Wal t Ti tchener ,
Beatrice Bailey Hill, Dan B. Andrews and Joseph T. Bowden. No members were .
absent.

Camzissicn:r h..1.00.5 presented the following resolution
and moved that it be adopted:
WHEREAS, a bond order entitled "BOND ORDER AUTHORIZING
THE ISSUANCE OF $4,500,000 WATER BONDS OF THE SOUTHWEST WATER AND
SEWER DISTRICT OF HARNETT COUNTY," adopted by the Board of
Commissioners of the county of Harnett, sitting as the governing
body of the Southwest Water and Sewer District (the "District"),
on March 6, 1989, took effect on April 25, 1989; and
WHEREAS, $886,000 of bonds remain authorized and
unissued pursuant to said bond order; and
WHEREAS, the maximum period within which bonds and bond
anticipation notes may be issued pursuant to said bond order is a .
period expiring on April 25, 1996; and
WHEREAS, the Board of Commissioners of the county of
Harnett, sitting as the governing body of the District, desires
to extend the period within which bonds and bond anticipation
notes may be issued pursuant to said bond order from seven years
to ten years; and
WHEREAS I the Board of Commissioners of the county of
Harnett, sitting as the governing body of the District, has filed
an application with the Local Government Commission requesting an
extension of the maximum period during which bonds and bond
anticipation notes may be issued by the District pursuant to said
water bond order adopted by said Board on March 6, 1989; and
WHEREAS, the Commission has entered an order approving
the proposed extension; and
WHEREAS, the Board of commissioners of the County of .
Harnett, sitting as the governing body of the District, desires
to hold a public hearing on the proposed extension as required by
G.S. 159-64: NOW, THEREFORE,
BE IT RESOLVED by the Board of Commissioners of the
County of Harnett, sitting as the governing body of the District,
as follows:

1. The action taken by District officials in filing
an application with the Local Government Commission for approval
of the extension of the period during which bonds and bond
anticipation notes may be issued pursuant to the water bond order
adopted by the Board on March 6, 1989, from seven years to ten
. years, is hereby ratified and confirmed.
2. A public hearing shall be held on the question of
extending the period of time during which bonds and bond
anticipation notes may be issued by the District pursuant to the
water bond order adopted by the Board of Commissioners of the
County of Harnett, sitting as the governing body of the District,
on March 6, 1989. The public hearing shall be held on the ~t
day of March, 1996, at Nin:! o'clock, A.M. at Canty Office
~, 102 Fast fu:nt SL...ccL Lillington, North Carolina.
3. The Clerk of the Board of Commissioners of the
County of Harnett and Clerk of the District is hereby directed to
cause a copy of the water bond order to be published with a
notice of such hearing in the form prescribed by law in a
qualified newspaper no fewer than six days prior to such public
. hearing.

Commissioners, sitting as the governing body of Southwest Water
