Commissioner Bowden made a motion to appoint Dan Gardner, EMS provider and Tammy Ward, parent of a deceased child. Commissioner Titchener seconded the motion and it passed with a unanimous vote. APPOINTMENTS Commissioner Titchener made a motion for the following appointments to the Zoning Ordinance Board of adjustment: - Jack Scalf, Spring Lake, for a 2 year term which will expire 9/1/97 - Thomas Moore, Fuquay-Varina, for a 3 year term which will . expire 9/1/98 Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Titchener made a motion for the following appointments to the Economic Development Commission for 3 year terms: - David Sawyer, Spring Lake - Wallace Pollard, Buies Creek - Tim Brown, Dunn Commissioner Bowden seconded the motion and it passed with a unanimous vote. Commissioner Hill made a motion to appoint Gloria McNeill-McKoy, Lillington, to the Planning Board to finish out the term of James Kiser who resigned. PROJ. Proposals were received from Hobbs, Upchurch & Associates, McDavid Associates, RSM Harris Associates, and The Wooten Company. Commissioner Titchener moved that The Wooten Company administer the projects and that the County Manager be authorized to execute a contract with The Wooten Company on behalf of the County. Commissioner Bowden seconded the motion and it passed with a unanimous vote. REQUEST FOR WAIVER Commissioner Andrews moved to deny a request from Foundations . OF REZONING FEES Bible College for waiver of rezoning fees. Chairman Sorrell FOR FOUNDATIONS seconded the motion and it passed 4 to 1 with Commissioner Bowden BIBLE COLLEGE casting the dissenting vote. Commissioner Bowden seconded the motion and DUNN it passed with a unanimous vote. FIRE MARSHAL'S Commissioner Titchener moved that the Fire Marshal's Office and OFF. & EMER. MANG.the Emergency Management Department be combined and that Gary COMBINED pope be director of the combined departments. Commissioner Bowden seconded the motion and it passed with a unanimous vote. Commissioner Bowden moved to authorize four new positions in the FOUR NEW POSITIONSpublic Utilities Department: meter reader, part-time clerk, IN PUBLIC UTILI- buildings and grounds maintenance worker, and secretary in TIES Administration. Commissioner Titchener seconded the motion and it passed with a unanimous vote. CLOSED SESSION Commissioner Bowden moved that the Board go into closed session for the following purposes: (a) to instruct the County staff concerning the position to take in negotiating the contract terms for the purchase of real property, and (b) to consult with the County Attorney concerning the handing of a claim, pursuant to Gen. Statute 143-318.11 ( a) ( 5) and (3). Commissioner Hill seconded the motion and it passed with a unanimous vote. . Commissioner Andrews moved that the Board come out of closed session. PROCLAMATION HUNTING AND FISHING DAY September 23, 1995 Hunting and fishing have always been an important part of the American tradition. While these activities may no longer be necessary for survival . as they were in the early days of the nation, they are still relevant today. Sportsmen and sportswomen recognize the critical role of habitat, quantity and quality of air, land, water, adequate cover or shelter, appropriate space, and sufficient arrangement for the existence of all living things. For over 100 years, they have been in the forefront of the conservation movement. Not content with merely vocalizing their support, hunters and anglers requested special fees and taxes on their equipment to pay for scientific research, habitat acquisition and improvement, education, and enforcement. Over the years, funds raised total over $18 billion for conservation. Programs financed by the hunters and anglers have led to the dramatic comeback of many wildlife species. These include game species such as the wild turkey, tundra swan, snow geese, ducks, and white-tailed deer. These efforts also helped the comeback of non-game species including the bald eagle, songbirds, shore birds, alligators, fur bearers, and others. We would like to take this opportunity to commend responsible hunters and anglers for their efforts on behalf of wildlife and for their contributions to conservation. Therefore, the Harnett County Board of Commissioners do hereby proclaim Saturday, September 23, 1995, as Hunting and Fishing Day in Harnett County and call upon our citizens to join with hunters; anglers, and other responsible conservationists to ensure the wise use and proper . management. of our natural resources to benefit future generations. RESOLUTION AWARDING CONTRACT FOR WATER TANK MAINTENANCE THAT WHEREAS, the Board of Commissioners of the County of Harnett (the "Board") as the governing body of the County and for various Water and Sewer Districts ~ithin the County has provided for the construction of Water Storage . Tanks; and WHEREAS, the Water Storage Tanks are in need of regular maintenance and the Board of Commissioners of the County of Harnett desires to provide for such regular ma1ntenance of these facilities; and WHEREAS, a request for proposal for a contract for regular maintenance (the "Project") was advertised in accordance with the General Statutes of North Carolina and proposals were received and read aloud; and WHEREAS, three (3) proposals were submitted for the Project; and WHEREAS. the Board has received from the Project's consulting engineer a Review Of Proposals - Harnett County Tank Maintenance Program and a comparison of tank service proposals; and WHEREAS. the engineer's Review Of Proposals has recommended award of the contract to the lowest responsible bidder, taking into consideration quality, . performance and the time specified in the proposals for the performance of the contract; and WHEREAS, the Board considers it in the best interest of Harnett County to proceed with acceptance of the proposal recommended by the consulting engineer, and desires to make provisions for the execution of contract documents and other related matters with respect thereto. NOW THEREFORE BE IT RESOLVED, by the Board of Commissioners of the County of Harnett that: 1. Box 1354 Perry, Georgia 31069 for the total yearly fee for 1995 of $105,000.00 and a total yearly fee of $124,500.00, for the years 1996 through 2005 subject to adjustment as provided . by the contract documents. 2. The appropriate representatives of the County of Harnett are hereby authorized and directed to proceed with the preparation of the necessary contract documents associated with the project. 3. The project authorized is the NCHFA Single-Family Rehab Program described in the . work statement contained in the Program Funding Agreement # between the Harnett County and the North Carolina Housing Finance Agency. Disbursement of funds will be made by the County upon actual receipt of CDBG funds from the State. Compliance with all federal and state procurement regulations is required. Section 7. The Budget Officer is directed to include a detailed analysis of past and future costs and revenues on this grant project is every budget submission made to this Board. Section 9.
