". c' ,J HARNETT COUNTY BOARD OF COMMISSIONERS' REGULAR MEETING, JULY 17, 1995 The Harnett County Board of Commissioners met in regular session on Monday, July 17, 1995, in the Commissioners Meeting Room, County Office Building, Lillington, North Carolina. Members present: H. L. Sorrell, Jr., Chairman Beatrice Bailey Hill, Vice Chairman Dan B. Andrews Joseph T. Bowden . Walt Titchener Staff present: Neil Emory, County Manager Wm. A. (Tony) Wilder, Assistant County Manager Dwight W. Snow, County Attorney Vanessa W. Young, Finance Officer Kay S. Blanchard, Recording Secretary Chairman Sorrell called the meeting to order at 7 p.m. and Commissioner Hill led the Pledge of Allegiance and prayer. Commissioner Titchener moved that consideration of appointments be delayed until after closed session. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Hill moved for addition of items concerning Public Utilities to the agenda. Commissioner Bowden seconded the motion and it passed with a unanimous vote. Commissioner Titchener moved to approve the agenda as published with the above noted changes. Commissioner Andrews seconded the motion and it passed with a unanimous vote. VOTING DELE Commissioner Bowden moved that Chairman Sorrell be designated as voting . delegate for Harnett County at the North Carolina Association of County TO NCACe CONF. Commissioners' Annual Conference to be held in Pinehurst on August 24-27. Commissioner Titchener seconded the motion and it passed with a unanimous vote. Neil Emory, County Manager, reviewed proposed agreement between the County NORTHERN and Northern Harnett Rescue. Commissioner Andrews moved to approve the HARNETT RESCUE proposed agreement as presented. Commissioner Titchener seconded the motion and it passed with a unanimous vote. REVIEW OF Neil Emory, County Manager, reviewed fee increases that were adopted during FEE INCREASES the budget process for the Pl~nning Depa:tment and.public Uti~ities, to answer questions that have ar~sen regard~ng their ~mplementat~on. Mr. Emory also informed the Board that the Health Department has requested that the Board of Commissioners consider establishment of "return fees" when additional visits to the site in question are required by Environmental Health Specialists. After discussion, it was decided that the item will be placed on a future agenda for consideration. Neil Emory, County Manager, presented a proposed insurance coverage plan to INS. FOR be offered to Harnett County retirees. Commissioner Titchener moved to RETIREES approve the insurance plan as presented for Harnett County employees who retire after July 1, 1995. Commissioner Bowden seconded the motion and it passed with a unanimous vote. (Attachment 5) AGREEMENT WITH Neil Emory, County Manager, reviewed with the Board a proposed agreement LILLINGTON with the Town of Lillington concerning extension of utility lines to the . EXT. OF UTILITY Governmental Complex site. Commissioner Bowden moved for approval of the LINES agreement. Commissioner Hill seconded the motion and it passed with a unanimous vote. Reports were filed with the Board from the Sheriff's Department, Economic Development Commission, Health Department and Environmental Health, Veterans' Affairs, Tax Department, Emergency Medical Services, Fire Marshal's Office, and Department of Social Services. The Tax Attorney's report (Attachment 6) and a report of Intra-Departmental Budget Amendments (Attachment 7) were also filed with the Board. In the County Manager's Report, Mr. Emory reported on the following items: - Flat Branch Fire Department has requested a meeting with representatives of the Board of Commissioners. - The Strategic Plan document has been delivered to Harnett County Schools and to the towns in Harnett County for dispersement to any interested parties. If any club or other organization wishes to have a program on the Strategic Plan, it can be coordinated through the County Manager's Office. CLOSED SESS. Commissioner Bowden moved that the Board go into closed session for the following purposes: to consult with the County Attorney concerning the handling of a claim (pursuant to G.S. 143-318.11(a)(3)); and to consider personnel appointments (pursuant to G.S. 143-318.11(a)(6)) Commissioner Bowden moved that the Board come out of closed session. Commissioner Andrews seconded the motion and it passed with a unanimous . vote. REGIONAL WATERNeil Emory, County Manager, presented for the Board's consideration a TREATMENT resolution awarding contracts for the expansion project of the Regional PLANT Water Treatment Plant. Commissioner Titchener moved for adoption of the resolution. Commissioner Bowden seconded the motion and it passed with a unanimous vote. Mr. Ray's term will expire 7/31/96. - Reappointment of Commissioner Hill to the Social Services Board for an additional 3-year term which will expire 6/30/98. Commissioner Bowden seconded the motion and it passed with a unanimous vote. APPOINTMENTS & Commissioner Hill moved to appoint Vanessa W. Young as Finance Officer and OATHS FOR , appoint Kay S. Blanchard as Clerk to the Board. RESOLUTION BY THE BOARD OF COMMISSIONERS OF HARNETT COu"Ll THAT WHEREAS, the Board of Commissioners of the County of Harnett (the "Board") has heretofore provided for the expansion of the Harnett County Regional Water Treatment Plant (the "Project"); and . WHEREAS, the Proj ect was advertised in accordance with the General Statutes of North Carolina and formal bids were received and read aloud; and WHEREAS, Tom O'Quinn Rigging Service, Inc. has submitted a bid in the amount of $737,207.00 for Contract IV, Electric; and WHEREAS, T.A. Loving Company has submitted a bid in the amount of $8,42l,986.00 for Contract I, General; and WHEREAS, the Board desires to accept such bids, and to make provisions for the execution of contract documents and other related matters with respect thereto; NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Harnett that: 1. Subject to the conditions herein below set forth, Contract #1, General for the expansion of the Water Treatment Plant shall be and the same hereby is awarded to: . T. A. Loving Company P.O. Box 919 400 Pate town Road Goldsboro, North Carolina 27533 for the Unit Price Amount of $8,421,986.00, subject to adjustment as provided by the contract documents. 2. Subject to the conditions hereinbelow set forth, Contract #IV for electrical work on the project shall be and the same hereby is awarded to: 125 Tom 0' Quinn Riggings Service, Inc. 808 Purser Drive Raleigh, North Carolina 27603 for the Unit Price Amount of $737,207.00, subject to adjustment as provided by the contract documents. 3. The County Manager is hereby authorized to execute the necessary contract documents associated with the Project and such other documents as are . necessary to implement the directions of the Resolution and proceed with the expansion of the Water Treatment Plant.
