Blanchard, Recording Secretary Chairman Sorrell called the meeting to order at 7 p. m. and Commissioner Bowden led the Pledge of Allegiance and prayer. Commissioner Bowden made a motion to add an item to the agenda concerning proposed commercial water rates; and also two items to the consent agenda - resolution to honor Senior Citizens who participated in the recently held Senior Games, and a budget amendment for Public Utilities. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Titchener made a motion to approved the agenda as published with the additions noted above. Resolution to honor Senior Citizens who participated in the recently held Senior Games (Attachment 1) Commissioner Bowden moved for the appointment of Ron Craven, Rt. 6, sanford, to the Airport Committee. Commissioner Titchener seconded the motion and it passed with a unanimous vote. Mr. Guy Cayton resigned from the Airport Committee and Mr. Craven will complete Mr. Cayton's term. ZONING CHANGE Chairman Sorrell called to order a pUblic hearing on zoning change REQUEST FOR request for Foundations Bible College, Inc. , from Industrial to RA-30 FOUNDATIONS Zoning District, Averasboro Township, SR 1709, SR 1810 & SR 1834, ~BIBLE COLLEGE 57.45 acres. George Jackson, Planning Director, presented the application and stated that the purpose of the public hearing was to obtain comments from the public concerning the zoning change request. Chairman Sorrell opened the meeting for public comments. Comments were received from Dr. O. Talmadge Spence, President of Foundations Bible College and Ministries in Dunn. There being no further comments, Chairman Sorrell closed the public hearing. The Planning Board recommended approval of the zoning change request. Commissioner Titchener moved for approval of the zoning change request for Foundations Bible College. Commissioner Hill seconded the motion and it passed with a unanimous vote. ZONING CHANGE Chairman Sorrell called to order a public hearing on zoning change REQUEST FOR request for J.A. Gregory and Donald Gregory, and wives, from RA-30 to J .,A. GREGORY RA-20M and RA-20R Zoning Districts, Grove Township, SR 1546, 185.0 acres. George Jackson, Planning Director, presented the application and stated that the purpose of the publiC hearing was to obtain comments from the public concerning the zoning change request. Chairman Sorrell opened the meeting for public comments. Comments were received from Jimmy Rogers, Raleigh, attorney representing applicants, and Jim Deming, Rt. 3, Angier, who opposed the change. There being no further comments, Chairman Sorrell closed the public hearing. The Planning Board recommended approval of the zoning change request. Commissioner Titchener made a motion to table the matter. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Reports were filed with the Board from the Sheriff's Department, Social Services, Emergency Medical Service, and Intra-Departmental eNORTHERN Budget Amendments (Attachment 2). The meeting recessed at 8 p.m. to be reconvened in the Superior HARNETT RESCUE Courtroom at the Courthouse due to the large number of people PRESENTATION attending for a presentation from Northern Harnett Rescue. Chairman Sorrell reconvened the Board meeting at 8:15 p.m. in the Superior Courtroom and Neil Emory, County Manager, explained to the group that the purpose of this part of the meeting was for a presentation by Northern Harnett Rescue concerning rescue service in the Northern Harnett Rescue District. Sammy Griffin, President, Northern Harnett Rescue Board of Directors, made opening remarks and introduced Mr. Tom Moore, Northern Harnett Rescue Board member, who presented a proposal from the Directors of North Harnett Rescue. The proposal is for continued services of Harnett County Emergency Medical Service and its personnel from a station located within the service district. The service would continue as it has in the past year manned by a minimum of one EMT-P (Paramedic) and other personnel at the discretion of the County. In exchange for said service, the directors agree to make available to the County, the tax revenues collected for the service district in its entirety or a portion thereof that will be further defined during contract negotiations. Other citizens from the Northern Harnett area who addressed the Board of Commissioners about their concerns with rescue service were: - Vernon Howell, Rt. 2, Fuquay and Fire Chief of Fuquay F. Rick Hans, Kipling - Cathy Bradley, Kipling - Jeff Guyton, Rt. 2, Fuquay - Richard Riser, Rt. 2, Fuquay - Craig McKinnie, Rt. 2, Fuquay Also providing comments concerning emergency medical service were: - Stanley Dempsey, Anderson Creek Rescue Chief - Tommy Ennis, Coats-Grove Rescue Board Chairman - J. W. Johnson, Angier Rescue Board Chairman After comments from the members of the Board of Commissioners, Commissioner Bowden made a motion that a special task force be created to develop solutions for consideration by the Board of Commissioners which would address the needs of the citizens in the Northern Harnett ~_..~- -..~.- - .~~. --,-. ----,-, --""< _._--'-----~-~.--_.-----~--~.~~._~-~-~----, ~~.---._-- -- - . 8" Rescue District and at the same time fit within the overall EMS/Rescue ~. ....." Squad delivery system currently in place in the County. Commissioner Bowden stated that the group would include two representatives of Northern Harnett Rescue, two rescue chiefs, and two County I commissioners; that Commissioners Hill and Andrews represent the Board and that Stanley Dempsey be one of the two rescue chiefs on the special task force; and for Neil Emory, County Manager, to appoint the other rescue chief. Commissioner Bowden further stated that the County staff would be available to assist the group as needed. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Chairman Sorrell recessed the meeting at 9 p.m. Chairman Sorrell reconvened the Board meeting at 9:05 p.m. COMMERCIAL WATER Rodney Tart, Director, Public Utilities, briefed the Board on the . RATES issue of a special commercial water rate within the various water districts of the County. The Public Utilities Department's recommendation would be that all proposed commercial rate customers purchase a minimum of 50,000 gallons of water per month at the proposed water district standard rate of $2.80 as a minimum purchase. All gallons purchased over the first 50,000 gallons would be at the discounted rate of $2.35. The minimum tap size to qualify for a commercial rate would be 1". Commissioner Bowden moved to table consideration of the matter until the next regular Board meeting. Commissioner Andrews seconded the motion and it passed with a unanimous vote. There being no further business, Commissioner Bowden moved that the meeting adjourn. Chairman Sorrell seconded the motion and it passed with a unanimous vote. RESOLUTION WHEREAS, the Mid-Carolina Senior Games is a part of local and state competitive events for athletes and artists ages 55 plus; and WHEREAS, the senior games are not only for competition, be to also encourage people to stay active, renew old skills, and learn new ones; and WHEREAS, many Harnett County Senior Citizens have participated and excelled in the events which make up the games. NOW, THEREFORE, BE IT RESOLVED THAT the Harnett County Board of Commissioners does hereby recognize the efforts of the Harnett County residents which have participated in the games and does hereby congratulate them for their achievements and for their contributions to our County, State, and Nation.
