S 121-5 (b) and as listed in the I RECORDS DISPOSITION SCHEDULE issued by North Carolina Division of Archives and History and adopted by the County of Harnett, the Harnett County Tax Department requests that the following records be approved for disposal: 1. 1984 tax payment books (Anderson Creek - Upper Little River) including discovery books and index books for this year. 2. 1984 abstracts (Anderson Creek - Upper Little River). ~-. - 617 Attachment 3. I RESOLUTIOII REGARDIIIG WELFARE REFORM WHEREAS, there is an overwhelming consensus across America that the current welfare system is in serious need of reform. In fact, many Americans say that the welfare system today exacerbates the problem of poverty because it encourages dependence and fails to provide sufficient help for people to make the transition to self-reliance; and WHEREAS, Harnett County, like many others, recognizes: 1. There have been large increases in county spending and caseloads; 2. There has been enormous growth in single parent families and children born out of wedlock and that some welfare policies even discourage marriage; 3. The nation's child support system is not working. There is only a 14% chance of child support actually being received by the care-giving parent; 4. That some welfare policies discourage work and that lack of health insurance is often a deterrent for getting off welfare; WHEREAS, the Harnett County Board of Commissioners believes that any proposal for welfare reform should include: l. Adequate federal and state funding to fully implement the I program statewide; 2. Education, training, child care, health care and job creation components; 3. Elimination of barriers to achieving independence; 4. Emphasis on family stability; 5. Removal of disincentives to working; 6. Enhancement of the effectiveness of the child support program; . 7. Placement of time limits on receiving assistance. WHEREAS, ultimately the success of welfare reform will not be judged simply by how many people are eliminated from the income support system, but rather by how effectively a reformed welfare system moves people from dependency to work. A reform program that takes people off welfare but leaves them without the ability to provide for themselves and their children will be viewed as inadequate. NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners strongly supports the need for welfare reform and invites all counties across this State to join in the effort to reform our present welfare system by passing similar resolutions. This the 7th day of November, 1994. I HARNETT COUNTY BOARD OF COMMISSIONERS f/~/(Y' /: ATTEST: I H. L;' sorr~/ Jr., Chairman ~~'-iAJ.'-(j~/ Vanessa w. Young, Clet~ 618 Attachment 4. PROCLAMATION BOARD OF HARNETT COUNTY COMMISSIONERS I FARM-CITY WEEK 1994 WHEREAS, the growth and development of the county and the well-being of all its citizens are dependent upon cooperation and exchange between the two essential environments of our society: farmers and city people, and WHEREAS, the complexities of their individual problems and the di vergence of their acti vi ties may lead to a widening gap of misunderstanding, ~nd WHEREAS, any gap of misunderstanding must be eliminated, and each group must understand the other if our American way of life is to endure, and WHEREAS, Farm-city Week provides an unparalleled experience for farm and city people to become better acquainted, I, THEREFORE, H. L. Sorrell, Chairman of the Harnett county Board of Commissioners, do hereby proclaim the period of November 18 through November 24 to be Farm-City Week; and I do further call upon all seminars, pageants, fairs, and civic and social events associated with a successful Farm-City Week in Harnett County. It is our recommendation that both buildings be let for construction, if the funds are available. We do not anticipate a significant cost savings if the maintenance building is rebid along with the water plant. The one advantage in rebidding the maintenance building with the water plant is that the maintenance building can be deleted if the plant's bid exceeds the budget. We have contacted the Contractors and told them that a decision will be made by the County Commissioners at their Novem~r 7tt. meetillg. The Contractors have agreed to hold the above prices to the 20th of November 1994. Should you have any questions please call. Sincerely, THE WOOTEN ~ I --+t ~ A \ , Thomas A..
