HARNETT COUNTY BOARD OF COMMISSIONERS REGULAR MEETING, OCTOBER 3, 1994
The Earnett County Board of Commissioners met in regu~ar session on
Monday, October 3, 1994, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina. I

Chairman Sorrell called the meeting to order at 9 a.m. and
Commissioner Titchener led the group in the pledge to the flag and
praye.r.

Commissioner Bowden moved for approval of the agenda as published with
the addition of an item concerning salary grade for a position in
Human Resources. Commissioner Andrews seconded the motion and it
passed with a unanimous vote.
Upon motion by Commissioner Bowden and seconded by Commissioner
Andrews, the Board unanimously approved the following items on the

RESOLUTION RE: DECLARING 5. Resolution declaring two vehicles surplus property (Attachment 3)
TWO VEHICLES SURPLUS Chairman Sorrell administered the Oath of Office for Samuel Reid,
OATH OF OFFICE new Zoning Ordinance Board of Adjustment member.
SAMUEL REID Informal comments were presented by the following citizens:
INFORMAL COMHENTS 1. Floyd Hein, Anderson Creek area, concerns with road names in
Twin Lakes
2. Charles Meeks, Anderson Creek area, co~cerns with threat of
rabies in Harnett County
FIVE-YEAR PLAN Tony Wilder, Assistant County Manager, briefed the Board on a portion
FOR AIRPORT of the five-year plan for improvements to the He=nett County Airport
I and asked the Board to consider appropriation of matching funds for
the projects listed below.
1. Construct hangar area access taxiways $75,000 local funds
2. Install perimeter security fencing 30,000 local funds
3. Land use planning study 4,500 local funds
Commissioner Titchener moved that appropriation of matching funds for
the projects be approved. Commissioner Andrews seconded the motion
and it passed with a unanimous vote.
SHERIFF DESIGNATED Commissioner Andrews moved to adopt a resolution which designates the
OFFICIAL FOR ABC Sheriff to be the official from Harnett County to make
recommendations to the North Carolina Alcoholic Beverage Control
Commission on ABC permit applications from Harnett County.
Commissioner Hill seconded the motion and it passed with a unanimous
vote. (Attachment 4)
George Jackson reported to the Board from the cc~ittee that is
developing a form to improve services to citizeLs by streamlining
the information process required to obtain varicus permits issued by
the County.
The Board discussed possible names for the acce~s road to the
governmental complex site. Commissioner Andrews made a motion to
table consideration of naming the road. Commissioner Bowden seconded
the motion and it passed with a unanimous vote.
Reports were filed with the Board from Veteran's Affairs and Tax
Department. The Tax Attorney's report was also filed with the Board
(Attachment 5).
HUMAN RESOURCES Commissioner Bowden moved to change the salary grade of Intake/
I POSITION SALARY GRADE Assessment Counselor (Case Manager) position in the Department of
Human Resources from 59 to 61. Commissioner Titchener seconded the
motion and it passed with a unanimous vote.
ADJOURNMENT There being no further business, the Harnett County Board of
Commissioners Meeting, October 3, 1994, duly adjourned at 9:30 a.m.

DESIGNATING OFFICIAL TO MAKE RECOMMENDATIONS TO THE NORTH I
CAROLINA ALCOHOLIC BEVERAGE CONTROL COMMISSION ON ABC PERMIT
APPLICATIONS
WHEREAS, G.S. 18B-904(f) authorizes a governing body to
designate an official, by name or by position, to make
recommendations concerning the suitability of persons or
locations for ABC permits; and
WHEREAS, the County of Harnett wishes to notify the
NC ABC Commission of its designation as required by G.S.
18B-904(f).
BE IT THEREFORE RESOLVED that the Sheriff of Harnett
County, is hereby designated to notify the North'Carolina
Alcoholic Beverage Control Commission of the recommendations
of the County of Harnett regarding the suitability of
persons and locations for ABC permits within its
jurisdiction.

BE IT FURTHER RESOLVED THAT notices to the County of
