Blanchard, Recording Secretary Chairman Sorrell called the meeting to order at 9 a.m. Commissioner Titchener asked that we observe a moment of silence in memory and honor of Judge Woodrow Hill and Angier Mayor, Jack Marley, who recently passed away. Commissioner Andrews moved to adopt the agenda as published with two additional items. Commissioner Bowden seconded the motion and it passed with a unanimous vote. Mr. Tom Moore, Rescue Board member, also addressed the Board of Commissioners concerning this matter. The Northern Harnett Rescue Department is seeking direction or advice from the County. Tom Meece, Industrial Development Director, presented the Harnett County Economic Development 1993 Annual Report. I EAST CENTRAL W & S Chairman Sorrell stated that the Board would now consider certain DISTRICT MEETING matters sitting in its capacity as the governing body of East Central Water & Sewer District of Harnett County. Al Bain, Public Utilities Attorney, presented for the Board's consideration a resolution approving plans and specifications for construction of water distribution system. Commissioner Hill moved for adoption of the resolution. Commissioner Titchener seconded the motion and it passed with a unanimous vote. (Attachment 4) Chairman Sorrell closed the East Central Water & Sewer District portion of the meeting. A~_ Bain, Public Utilities Attorney, presented for ~he Board's RESOLUTION CALLING consideration a resolution providing for a public hearing concerning FOR PUBLIC HEARING W3ter Plant Expansion project and application for State Clean Water Bvnd Loan. Commissioner Titchener moved for adoption of the resolution. Commissioner Andrews seconded the motion and it passed with a unanimous vote. (Attachment 5) Neil Emory, County Manager, briefed the Board on a resolution adopted by the Town of Lillington regarding their participation in the extension of water and sewer services to This End Up Furniture and the Governmental Complex. Commissioner Bowden made a motion to agree with the resolution in principal but for County staff to meet with Town of Lillington representatives to work out details. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Neil Emory, County Manager, presented a request for write-off of uncollectible Landfill accounts which total $719.30. Commissioner Bowden moved to approve write-off of the uncollectible accounts. Commissioner Hill seconded the motion and it passed with a unanimous vote. I Neil Emory, County Manager, reported to the Board on the following items: 1. Requested Day Care position in DSS 2. Proposed policy on shared annual leave to be on agenda of next regular meeting. 3. County Government Week 4. Report of rabies in Cumberland County 5. Need for rules or regulations regarding covering vehicles hauling waste Reports were filed with the Board from the following departments: Veteran's Affairs, Emergency Medical Service, Health Department, Tax Department, and Sheriff's Department. Also filed with the Board, Planning Board Annual Report, Operating Budget Report, Tax Attorney's Report (Attachment 6), Intra-Dept. Budget Amendments (Attachment 7). Commissioner Hill moved for the Board to go into executive session. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Titchener moved that the Board come out of executive s.assion. Commissioner Andrews seconded the motion and it passed with a unanimous vote. Commissioner Bowden moved to table agenda item concerning award of contract for underwriters services. Commissioner Hill seconded the I motion and it passed with a unanimous vote. NORTH CAROLINA HARNETT COUNTY RESOLUTION AUTHORIZING HARNETT COUNTY TRANSPORTATION DEPARTMENT I TO ENTER INTO AN AGREEMENT WITH THE NORTH CAROLINA DEPARTMENT OF TRANSPORTATION THAT WHEREAS, the Harnett County Transportation Department has requested the North Carolina Department of Transportation to assist in the funding of a new 24 passenger bus to be used to transport clients of the JOBS Program administered by the Harnett County Department of Social Services; and WHEREAS, the Harnett County Transportation Department is required to provide 15% ($6,150.00) local match for the cost of the above described project; and WHEREAS, said funds for local 15% match are available within the Harnett County Department of Social Services budget; and WHEREAS, said funds may be transferred to the Harnett County Transportation Department budget upon request; NOW THEREFORE, BE IT RESOLVED by the Harnett County Board of , Commissioners, upon motion made, seconded and adopted, that the , Harnett County Transportation Director is hereby authorized to enter into a contract with the North Carolina Department of Transportation and execute all agreements and contracts with the North Carolina Department of Transportation, Public Transportation and Rail Division for procurement of above mentioned 24 passenger bus. RESOLUTION PROVIDING FOR A PUBLIC HEARING CONCElU1ING WATER PLANT EXPANSION AND APPLICATION FOR STATE CLEAN WATER BOND LOAN WHEREAS, the North Carolina Clean Water Revolving Loan and Grant Act of 1987 and the Education, Clean Water, and Parks Fund Act of 1993 have authorized the making of loans and grants to aid eligible units of government in financing the costs of construction of Wastewater Treatment Works, Wastewater Collection Systems, Water Supply Systems and Water Conservation Projects; and WHEREAS, the County of Harnett deems it advisable to make improvements in the County's water supply system including the up-grading and expanding of the County's Water Treatment Plant; and WHEREAS, the County of Harnett intends to request loan assistance from the State of North Carolina for this project. I NOW, THEREFORE, BE IT RESOLVED, BY THE BOARD OF COMMISSIONERS OF THE COUNTY OF HARNETT THAT: 1.
