HARNETT COUNTY BOARD OF COMMISSIONERS SPECIAL MEETING, AUGUST 17, 1993
The Harnett County Board of Commissioners met in special session on I
Tuesday, August 17, 1993, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina.
Members present: H. L. Sorrell, Jr., Chairman
Dan B. Andrews
Joseph T. Bowden
Walt Titchener
Staff present: Neil Emory, County Manager
Al Bain, Public Utilities Attorney
Vanessa W. Young, Finance Officer
Kay S. Blanchard, Recording Secretary
Ra~resentatives from all municipalities and water and sewer district
bo~rds were also present.
DISCUSSION OF WATER Ch~irman Sorrell called the meeting to order at 7 p.m. and briefed the
PLANT EXPANSION AND
UPGRADE grJup that the purpose of the special meeting was to discuss water
pl~nt expansion and upgrade.
Bi:l Sigman, President, Piedmont, Olsen, & Hensley, stated that a
study was made of Harnett County's water system and introduced Randy
Hildebran, Engineer, to present results of the study. Mr. Hildebran's
detailed explanation covered the following items:
- treatment plant
- capacity issues including demands projections
- finished water quality summary
- recommendations for water quality improvements, capacity
improvements, and facilities upgrade including laboratory I
improvements mainly to adhere to regulations
- proposed water plant improvement plan and estimated cost
- projected water rate increase
A general discussion on the proposed water plant expansion and
upgrade followed Mr. Hildebran's presentation.
The special meeting of the Harnett County Board of Commissioners,
August 17, 1993, duly adjourned at 9:30 p.m.
