The Harnett County Board of Commissioners met in regular session on
Monday, June 21, 1993, in the Commissioners Meeting Room, County
Office Building, Lillington, North Carolina.

Chairman Sorrell called the meeting to order at 7 p.m. and
~ommissione= Titchener led the group in the pledge to the flag and

Commissioner Titchener moved to approve the agenda as published with
the addition of a resolution concerning Flatwoods Fire District under
new business. Commissioner Hill seconded the motion and it passed
with a unanimous vote.
REQUEST FOR PSYCHIATRIC The Board asked the county manager to write letters to state officials
BEDS FOR INDIGENT requesting assistance in securing psychiatric beds for indigent
PATIENTS patients in Lee and Harnett County due to the recent closing of such
facilities at Good Hope Hospital.
Upon motion made by Commissioner Andrews and seconded by Commissioner
CONSENT AGENDA Bowden, the Board voted unanimously to approve the following items

REQUEST FOR BEER AND P.t the May 17, 1993, Board of Commissioners meeting, a petition was
UNFORTIFIED WINE REFERENDUM p=es&nted to the Board from a group of individuals who operate
~~3inesses in Barbecue Township, Johnsonville Town~~ip, and Upper
Li~tle River Township II. The petition requested ~he Board of
C,~issioners to call for a beer and unfortified wine referendum.
A~ this meeting (June 21, 1993), Dwight Snow, County Attorney,
p=~vided comments to the Board and stated that in accordance with the
General Statutes any referendum on the sale of beer and unfortified
wine must be held county-wide, and that the Board has two options
concerning this matter: ( 1) ask for a referendum county-wide, or (2)
not ask for a referendum.
Ed Bain, Attorney, representing the group of individuals requesting a
referendum, provided comments to the Board and stated that he was not I
completely in agreement with Mr. Snow as to what the law is concerning
this matter. Mr. Bain asked that the Board allow a referendum on the
sale of beer and unfortified wine. Russell Blackmon, pastor of Swan
Station Church provided comments to the Board and requested that the
Board not call for a referendum on the sale of beer and unfortified
wine. Commissioner Titchener made a motion to refer the matter to the
Attorney General for a ruling. Commissioner Bowder. seconded the
mction and it passed with a unanimous vote.

PUBLIC HEARING ON C~~irman Sorrell called to order a public hearing on a proposed
911 TELEPHONE SYSTEM ordinance establishing the financing of the 911 Emergency Telephone
System for Harnett County. Tony Wilder provided comments and stated
that the purpose of the public hearing was to obtain comments from the
public concerning the proposed ordinance. Chairman Sorrell opened the
meeting for public comments. Comments were received from the
following citizens:

Zoning District, .69 acres located in Grove Township on US 421.
George Jackson, Planning Director, presented the application and
briefed the group that the purpose of the public hearing was to obtain
I comments from the public concerning the zoning change application.
Chairman Sorrell opened the meeting for public comments. Comments
against the zoning change request were received from Gene McLeod,
owner of property adjacent to Mr. Turlington's property. There being
no further comments, Chairman Sorrell closed the public hearing. Mr.
Jackson presented the application for consideration by the Board.
Commissioner Andrews moved that the zoning change request be denied.
Commissioner Hill seconded the motion and it passed with a unanimous
vote.
SUBDIVISION PLAT Tom Taylor, Chief Planner, presented for the Board's consideration a
STONEY CREEK MANOR final subdivision plat for Stoney Creek Manor, Section II, owner:
Investments U~limited, 47 lots located in Barbecue Township on NC 27
and NC 87, 50+ acres, unzoned. Commissioner Titchener moved for
approval of the subdivision plat. Commissioner Andrews seconded the
motion and it passed with a unanimous vote.
EXTENSION OF PILOT George Jackson, Planning Director, asked the Board to consider a
PROGRAM FOR CONTRACTOR'S six month extension of a pilot program whereby contractors could mail
PERMITS BY MAIL applications for permits. Commissioner Titchener moved to authorize
the proposed six month program extension prior to consideration of
permanent adoption. Commissioner Bowden seconded the motion and it
passed with a unanimous vote.
PILOT PROGRAM IN REGISTER Gayle P. Holder, Register of Deeds, requested authorization for
OF DEEDS OFFICE - INDEX- submittal of an application for funding and technical assistance under
ING SYSTEM the North Carolina Land Record Management Program involving a pilot
program for indexing in the Register of Deeds office. Commissioner
Bowden moved to authorize submittal of the application, adoption of a
resolution noting the County's commitment to the project, and approval
of other related documents. Commissioner Andrews seconded the motion
I and it passed with the following vote: Ayes: 4, Noes: 1,
Absent: o. The resolution is copied at the end of these minutes as
attachment 2.
BOYT DIVISION NAME Tom Meece, Industrial Development Director, presented a request from
CHANGE Boyt Division Welsh Sporting Goods for approval of change of their
corporate nam9. Commissioner Andrews moved for approval of the
proposed corporate name change of Boyt Division Welsh Sporting Goods
to Boyt Limited Partnership. Commissioner Hill seconded the motion
and it passed with a unanimous vote. The Board is of the opinion that
the name change of the company will in no way affect the CDBG loan the
company now has with Harnett County. The Board agrees that Boyt
Limited Partnership may have a first lien on said property with the
County of Harnett to have a seconded lien position on said property.
All other covenants with original CDBG loan shall remain as are.
REQUEST FROM RETIRED Neil Emory, County Manager, presented a request from a retired
EMPLOYEE TO PURCHASE
SIDEARM employee at the Sheriff's Department to purchase his side arm. This
request was granted to others in 1989 when weapons were offered to
employees under G.S. 20-182.2. Commissioner Titchener moved to
authorize sale of the weapon by declaring it surplus. Commissioner
Bowden seconded the motion and it passed with a unanimous vote.
The Board directed the County Manager and Sheri~f to develop a policy
which would address such requests in the future.
COUNTY MANAGER'S REPORT Neil Emory presented the County Manager's Repo~~ to the Board.
Other reports were filed with the Board from the Fire Marshal, Social
Services, Planning/Inspections/Housing, Also filed with the Board
were reports of Intra-departmental Budget Amendments and the Tax
Attorney's Report which are copied in full at the end of these minutes
I as attachments 3 and 4.
EXECUTION SESSION Commissioner Hill moved that the Board go into execution session to
discuss litigation and personnel matters. Commissioner Bowden
seconded the motion and it passed with a unaniuous vote.
Commissioner Bowden moved that the Board come out of execution
session. Commissioner Andrews seconded the motion and it passed with
a unanimous vote.
FLATWOODS FIRE INS. DIST. Commissioner Bowden moved for adoption of a resolution concerning
Flatwoods Fire Insurance District. Commissioner Hill seconded the
motion and it passed with a unanimous vote. The resolution is copied
in full at the end of these minutes as attachment 5.

regular meet1ng of the Harnett County Board of Commissioners June 21
ADJOURNMENT 1~93, adjourn. Commissioner Andrews seconded the motion and' it passed

ESTABLISHING FINANCING
OF THE 911
EMERGENCY TELEPHONE SYSTEM
HARNETT COUNTY, NORTH CAROLINA
ENACTMENT
This is an ordinance establishing and providing for the
financing of the 911 Emergency Telephone Service for Harnett
County, North Carolina.
PREAMBLE I
WHEREAS, in the opinion of the Harnett County Board of
Comrr.issioners, County-wide local 911 emergency telephone service
will promote the health, safety, and general welfare of the
cit~~ens of Harnett County, and
WHEREAS, County-wide local emergency telephone service will
re~:',:::e the response -cime of emergency serv.:.ce agencies, aT d
WHEREAS, the Harnett County Board of CommissioTlers has
solicited public comment and given due notice of public hearing and
have conducted said hearing as required in North Carolina General
Statute Chapter 62A entitled "Public Safety Telephone Act", and
WHEREAS, all applicable requirements of the General Statutes
of North Carolina have been met.
NOW, THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS AS FOLLOWS:
AUTHORITY
The provisions of this ordinance are adopted under authority
granted by North Carolina General Statutes, Chapter 62A, entitled
"Public Safety Telephone Act."
JURISDICTION
The jurisdiction of this ordinance includes the entire
geo'.r=aphic area 01 Ha::nett COun';:'y; with t.he exclusior~ of the
m;;.:". _cipa1i ties of l)unn and Erwin. T~e mur.icipalities o~ Angier,
Coa~s, and Lil1ingtcn are included in this ordinance as €7~denced
b~ ~ resol~tion from each town in support of this ordinaL~a. I
CHARGES
A 911 service fee will be added to the regular monthly bill
for each exchange accass facility subscribed to by telephone
subscribers whose exchange access lines are in the area served or
will be served by the 911 service. Beginning November 1, 1993, the
service provider shall bill subscribers a "911 Service Charge" of
$1.25 monthly.
PAYMENT AND COLLECTION OF CHARGES
The service supplier shall, on behalf of Harnett County,
collect the charges from those subscribers to whom it provides

exchange telephone service in the area served by the 911 service.
As part of its normal monthly billing process, the service supplier
shall collect the charges for each month or part of the month an
exchange access facility is in service. The service supplier will
list the charge as a separate entry on each bill. If a service
supplier receives a partial payment for a monthly bill from a
subscriber the service supplier shall apply the payment against
I the amount' the subscriber owes the service supplier first.
A service supplier has no obligation to take any legal action
to enforce the collection of the 911 charges for which any
subscriber is billed. However, a collection action may be
ini tiated by the County of Harnett and reasonable costs and
attorneys' fees associated with that collection action may be
awarded to the County of Harnett as allowed by N.C.G.S. 62A-5.
Harnett County shall remain ultimately responsible to the
service supplier for all 911 installation, service,. equipment,
operation, and maintenance charges owed to the service supplier.
Upon request by the County, the service supplier shall provide a
list of amounts uncollected along with the names and addresses of
telephone subscribers who have not paid the 911 charge.
Any taxes due on 911 service provided by the service supplier
will be billed to the County of Harnett.
ADMINISTRATION
The service supplier is entitled to a one percent (1%)
administrative fee as compensation for collecting the charges. The
service supplier shall remit the rest of the charges it collects
during a month to the County within ten days after the last day of
each month.
EMERGENCY TELEPHONE SYSTEM FUND
The County shall deposit the charges in a separate, restricted
fund. The fund shall be known as the Emergency Telephone System
Fund. The fiscal officer may invest money in the Fund in the same
manner that other money of the local government may be invested.
The fiscal officer shall deposit any income earned from such an
investment in the Emergency Telephone System Fund.
PAYMENTS FROM FUND
I Money from the Emergency Telephone System Fund shall be used
only to pay for:
(1) The lease, purchase, or maintenance of emergency
telephone equipment, including necessary computer
hardware, software and database provisioning, addressing,
and nonrecurring costs of establishing a 911 system, and
(2) The rates associated with the service supplier's 911
service and other service supplier recurring charges.
The following expenses are not eligible for payment from the
Fund: the lease or purchase of real estate, cosmetic remodeling of
emergency dispatch centers, hiring, training, and compensating
dispatchers, and the purchase of mobile communications vehicles,
ambulances, fire engines, or other emergency vehicles.
The County may contract with a service supplier for any term
negotiated by the service supplier and may make payments from the
Emergency Telephone System Fund to provide any payments required by
the contract.
TELEPHONE RECORDS
The telephone service supplier shall provide subscriber
telephone numbers, names, and service addresses to 911 systems when
required by the County. Al though customer numbers, names and
service addresses shall be available to 911 systems, such
information shall remain the property of the disclosing service
supplier. The total cost of the system shall include expenses paid
to service suppliers to provide and maintain 911 information. This
information shall be used only in providing emergency response
services to 911 calls. The County may not release a telephone
number required to be provided under this section to any person for
purposes other than including the number in the emergency telephone
system database or providing the number to permit a response to
police, fire, medical, or other emergency situations.
I To the extent necessary to provide 911 service, private
listing customers of a service supplier in the 911 service area
waive the privacy afforded by unlisted and nonpub1ished numbers
when the 911 service is established.
LIMITATION OF LIABILITY
The service supplier, including any telephone =.ompany and its
employees, directors, officers and agents, is not ~iable for any
damages in a civil action for injuries, death, or ~oss to persons
or property incurred by any person as a result of any act or
omission of a service supplier or of any of its employees,
director,s officers, or agents, except for willful or wanton
misconduct, in connection with developing, adoption, implementing,
maintaining, or operating any 911 system.

MISUSE OF 911 SYSTEM; PENALTY
Any person who intentionally calls the 911 number for other
thar. purposes of cbtaining public safety assistance commits a
miscameanor.
DEFINITIONS
( 1) "911 system" or "911 service" means an emergency I
telephone system that provides the user of the public
telephone system the ability to reach a public safety
answering point by dialing the digits 911. The term 911
system or 911 service also includes "Enhanced 911
service", which means an emergency telephone system that
provides the user of the public telephone system with 911
service and, in addition, directs 911 calls to
appropriate public safety answering points by selective
routing based on the geographical location from which the
call originated and provides the capability for automatic
number identification and automatic location
identification features.
(2 ) "911 charge" means a contribution to the local government
for the 911 service start-up equipment costs, subscriber
notification costs, addressing costs, billing cost, and
nonrecurring and recurring installation, main'cenance,
service, and network charges of a service supplier
providing 911 service pursuant to this chapter.
(3) "Addressing" means the assigning of a numerical address
and street name (the street name may be numerical) to
each location within a local government's geographical
area necessary to provide public safety service as
determined by the local government. This address
replaces any route and box number currently in place in
the 911 database and facilitates quicker response by
public safety agencies.
( 4 ) "Exchange access facility" means the access from a
particular telephone subscriber's premises to the
telephone system of a service supplier. Exchange access
facilities include service supplier provided access
lines, PBX trunks and centrex network access registers,
all as defined by tariffs of telephone companies as
approved by the North Carolina Utilities Commission. I
Exchange access facilities do not include service
supplier owned and operated telephone pay station lines,
or Wide Area Telecommunications Service (WATS) , Foreign
Exchange (FX) or incoming only lines.
(5 ) "Local government" means any city, county, or political
subdivision of North Carolina and its agencies.
( 6 ) "Public agency" means the State and any city; county,
municipal corporation, charted organization, public
district, or public authority located in whole or in part
within the State which provides or has authority to
provide fire fighting, law enforcement, ar,.bulance,
medical, or other emergency services.
(7) "Public safety agency" means a functional division of a
public agency which provides fire fighting, law
enforcement, medical, suicide prevention, civil defense,
poison control, or other emergency services.
( 8) "Service supplier" means a person or entity who provides
exchange telephone service to a telephone subscriber.
( 9 ) "Telephone subscriber" or "subscriber" means a person or
entity to whom exchange telephone service, either
residential or commercial, is provided and in return for
which the person or entity is billed on a monthly basis.
When the same person, business, or organization has
several telephone access lines, each exchange access
facility shall constitute a separate subscription.
EFFECTIVE DATE
This ordinance shall become effective and be in full force
from and after the 1st day of November, 1993. Adopted this the

I BE IT RESOLVED, that the Harnett County Board of
Commissioners hereby approve the Harnett County application
for matching funds and technical assistance under the North
Carolina Land Records Management Program (LRMP), under the
provisions of N.C.G.S. 102-15 through 17; and
BE IT FURTHER RESOLVED, that .

1- The application for grant assistance for F.Y.
1993-94 be in the amount of $30,000.
2. Harnett County has the necessary funds in its
General Fund for F.Y. 1993-94 to match the grant
amount awarded under the LRMP and will assign said
funds to this project upon notice of the award.
3. Harnett County Government shares a willingness to
participate in the LRMP and will comply with all
applicable laws and regulations.

The County Land Records Modernization Grant Administrator

THIS AGREEMENT is entered into this '1 0 ria day of , 1993
by and between the North Carolina Department of the ecretary of State
(hareinafter called the "Department") and the County of arnett (hereinafter
called the "County").
WITNESSETH
WHEREAS , Section 102-15, of the North Carolina General Statutes
empowers the Department to administer a program of technical and financial
assistance for the improvement of county land records; and
lv11JSdAS , the Land Records Management Grant Application dated June 21,
1993, prepared and submitted by the County, has been determined by the
Department to qualify the County for a grant award; and
WHEREAS , the Secretary of State has awarded Land Records Management
Grant No. 93-66 in the amount of $30,000 from State matching funds to the
County as financial assistance for the completion of the project described
in said Grant Application;
NOW, THEREFORE , the parties hereto mutually agree as follows:
1- County Enaaaed. The Department agrees to assist the County and
the County agrees to perform the work and responsibilities as more fully
dE,scribed in the Work Program appended hereto as Attachment A and hereby
made a part of this Agreement as a complete and sufficient statement of the
wurk encompassed by the Project Description in the Land Records Management
Grant Application supporting Land Records Management Grant No. 93-66 .
2. General Resnonsibilities of the County. The County shall: (a) I
assume positive leadership to perform and carry out in a satisfactory and
proper manner as determined by the Department, all elements of the Work
Program set forth in Attachment A; (b) engage, with the consent of the
Department, qualified contractors for all work not performed by county
personnel; and (c) arrange periodic meetings of county officials, local
representatives of the legal, surveying, and engineering professions and
representatives of the Department to review progress and consider such
recommendations for action as may be required.
3. Provision of Funds. To assist in financing the work covered by
this Agreement, the County has been awarded a grant of State funds in the
amount of $30,000. It is expressly understood that the County will match
this State award with an expenditure of at least $30,000 of local tax
revenues applied exclusively to the work covered by this Agreement.

4. Obliaation of Grant Funds. Grant funds may not be obligated by
the County prior to the effective date or subsequent to the termination date
of this Agreement. All obligations outstanding as of the termination date
shall be satisfied by the county within one year after the date specified
I unless otherwise extended by the State of North Carolina in writing. Such
obligations must be related to goods or services provided and utilized
within the effective period of this Agreement. The effective period of this
Agreement is July 1, 1993 - December, 1993.
5. Chanaes or Extension of Document. The County or the Department
may, from time to time determine that changes in the scope of work described
iu Attachment A will be necessary. Such changes affecting the nature of the
work as well as the timing, methodology, and any increase or decrease in the
8.!nount of compensation due to the County shall be incorporated in written
~endments to the contract which shall be mutually agreeable to the parties
hereto and such agreement shall be endorsed thereon by authorized
signatures.
6. Termination of Aareement for Convenience. Either the Department
or the county may terminate this Agreement by giving written notice to the
other party of such termination and specifying the effective date thereof at
least thirty (30) days before the effective date of such termination.
7. Termination of Aareement for Cause. If through any cause the
County shall fail to fulfill in a timely and proper manner its obligations
under this contract, or if the County shall violate any of the covenants or
stipulations of this Agreement, the Department shall thereupon have the
right to terminate this Agreement by giving written notice to the county of
such termination and specifying the effective date thereof. upon the
County's receipt of such notification all work shall immediately cease and
no further expenditures shall be claimed against this Agreement except for
work already performed.
8. EOllal Emolovment Oww~rtunitv. The County and any contractor
covered by this Agreement shall not discriminate against any employee or
I c.pplicant for employment because of race, color, religion, age, sex or
national origin and shall take affirmative action to ensure equal
opportunity in its employment practices. The County and any contractor
shall state in its advertisements for employees that all qualified
applications shall receive consideration for employment without regard to
race, color, religion, age, sex or national origin.
9. Interest of Deoartment Members and others. No employee of the
Department, and no member of its governing body, and no other public
official of the governing body of the community in which the project is
situated or being carried out who exercises any functions or
responsibilities in the review or approval of the undertaking or carrying
out of this project, shall (a) participate in any decision relating to this
Agreement which affects his or her personal interest or the interests of any
corporation, partnership, or association in which he or she is directly or
indirectly involved; or (b) have any personal or pecuniary interest,
direct or indirect, in this Agreement or the proceeds thereof.
10. Access to Records. At any time during normal business hours and
.!ItS often as the Department or the Department of State Auditor may deem
:;ecessary, the County shall make available to the Department or
::epresentati ves of the Department of State Auditor for examination all of
:ts records with respect to all matters covered by this Agreement and shall
permit these agencies to audit, examine and make excerpts of transcripts
from such records and to make audits of all contracts, invoices, materials,
payrolls, records of personnel, conditions of employment, and other data
relating to all matters covered by this Agreement.
11. Retention of Records. The County shall retain all financial
records, supporting documents, and other pertinent records related to
I expenditures against the grant received for a period of three years
following the termination date of this Agreement. In the event such records
are audited, all records shall be retained beyond the three-year period
until audit findings have been resolved.
12. Audit ReOllirements. The County shall be responsible for an audit
of the work performed under this Agreement with copies made available to the
Department upon request. The audit may be performed as part of the county's
annual audit.
13. Periodic Reoortina Reauirements. The County shall prepare and
~ubmit to the Department quarterly progress reports, due in the Department
:10 later than 10 days after the end of the quarter. Requisition for
'}ayment, according to the schedule established by this Agreement, shall be
subject to authorization by the Department upon the basis of progress
~eports evidencing the satisfactory and timely completion of the work shown
in Attachment A.

14. C~",~","nsat ion. The Department shall pay to the County an amount
not to exceed $30,000 for the services identified in Attachment A upon the
conditions set forth in Paragraph 16 hereto.
15. Indemnification. Notwithstandina anv orovisions of this
Aareement. it is exoresslv aareed that: The County shall indemnify and save
harmless the State of North Carolina and its employees, from and against any
and all claims, demands, suits, judgments, settlements, etc. , for sums of
mon~y for and on account of personal injuries, property damage, invasion of
re~l property, or loss of life or property of any persons whether in
cont:::act or tort, as in any way connected with the performance of the
pro~ect covered by this Agreement. I
Further, the County expressly releases the State of North Carolina from
any liability or any losses or damages suffered by the County, directly or
indirectly, from or in any way connected with the performance of this
Agreement.
16. Method of Payment. Upon determination by the Department that the
services identified in Attachment A have been satisfactorily completed,
the Department shall pay the amount set forth in Paragraph 14. Such sum
shall be paid in every case subject to receipt of a signed requisition for
payment in connection with quarterly progress reports required under
Paragraph 13.
The County shall be paid in a lump sum or as progress payments by the
Department, and the frequency of payment shall be determined by the
Department. If all work specified for completion is not completed, payment
shall be made on the basis of the percentage of work completed.
Lump sum payments will be made only upon completion of all work and
appr;')val of the Department.
17. Desion~t~?n and Emolovment of Contractor. To carry out the Work
Program, Attachment A, of this Agreement, the County may utilize the
services of its in-house staff or it may contract for the services to be
performed therein with a private business or public agency. Prior to the
execution of a contract, or the use of its in-house staff, the County shall
provide the Department:
(A) A resume of the Contractor for the project.
(B) A copy of the proposed contract between the County and the
Contractor.
(C) A work plan or schedule showing when the deliverable items I
specified by the County's contract are to be completed, as
well as the cost for each deliverable item.
The County shall ensure that (a) the standards established by the
Department are satisf::'ed, and (b) the contract meets the requirements of
this .~greement.
18. Availabilitv of Funds. It is understood and agreed between the
Depa~tment and the County that the payment of compensation specified in this
AgrE: ..;ment, its continuation or any renewal or extension thereof, is
dep,,-,,;.:.ent upon and subj~ct to the allocation and appropriation of funds to
the :'~gency for the purposes set forth in this agreement.
19. Availabilitv of Public Records. All information, data, documents,
maps, electronic data-processing records, magnetic or other tapes, or other
documentary material, regardless of physical form or characteristics made,
developed, or produced by or for the County as part of the Work Program
appended hereto as Attachment A shall be considered as a "public record" or
"public records" and shall be subject to Chapter 132 of the North Carolina
General Statutes. Any state agency or representative of a state agency
shall have access to the public records made, produced, or developed as a
part of the Work Program and can receive copies of the public records at a
reasonable cost for reproduction purposes.

WORK PROGRAM FOR ....v,....~1o...1 OF HARNETT
This Work Program is incorporated by reference hereto 1.1 the attached
Agreement between North Carolina Department of the Secretary of State and
the above County and is made a part thereof. The grant award, which is I
subject of said Agreement, is being made contingent upon the performance of
theiollowing work:
To develop indexing computer software to further modernize the indexing
processes in the Harnett County Register of Deeds office. The
software shall utilize Superbase 2.0 and, when completed, shall be
made available by Harnett County and the contractor identified pursuant
to Paragraph 17 of the Contract to the N. C. Department of the
Secretary of State. The Department shall have the freedom to duplicate
and modify this software at no additional charge. The distribution of
the above-referenced software shall be the responsibility and at the
sole discretion of the N. C. Department of the Secretary of State in
cooperation with Harnett County pursuant to the purposes stated in
G. S. 102-15. The distribution of this software shall be for the use
and benefit of North Carolina Registers of Deeds who which to improve
and/or modernize their indexing prorn"~es.

HARNETT COUNTY
NORTH CAROLINA
RESOLUTION
THAT WHEREAS, Flatwoods Fire Insurance District presently exists I
within Harnett County, North Carolina, having been established as by
law provided; and
WHEREAS, Flatwoods Fire Insurance District has been heretofore
served by two stations operated by F1atwoods Fire Department, one
located north of Little River in the F1atwoods Community and the other
located south of the Little River in the Bunnleve1 Community; and
WHEREAS, a local bill was developed by the Harnett County
CO~uissioners ana sent to the North Carolina State Legislature and
pas3ed by the Legislature on July 7, 1992, which divided the
afo:ementioned Fire Tax District into two district districts; and
WHEREAS, new tax and insurance maps and descriptions have been
necessary for the County of Harnett to accept the new insurance
bou~daries for the separate fire insurance districts.
NOW THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF
COMMISSIONERS that the division of these insurance districts be
accepted as follows with descriptions attached, as required by North
Carolina law provided, and the district primarily north of the Little
River to be known as "Flatwoods Rural Fire Insurance District"
serviced by the Flatwoods Fire Department, and the district primarily
to the south of the Little River to be known as "Bunnlevel Rural Fire
Insurance District' serviced by the Bunnlevel Fire Department, and
these two departments and districts will now be separate and distinct
insurance districts as provided by law.
Duly adopted this the 21st day of June, 1993.
