10051992 780 HARNETT COUNTY BOARD OF CO~ft1ISSIONERS REGULAR MEETING, OCTOBER 5, 1992 CONSENT AGENDA BUDGET AMENDMENTS DISPOSAL OF RECORDS IN VETERAN'S SERVICE OFFICE RESOLUTION RE: TRANSFER OF VOICE LOGGING EQUIP. TO TOWN OF ERWIN ADOPTION OF ORDINANCE GRANTING CABLEVISION FRANCHISE TO CAROLINA CABLE PARTNERS The Harnett County Board of Commissioners met in regular session on Monday, October 5, 1992, in the Commissioners Meeting Room, County Office Building, Lillington, North Carolina, with the following members present: Beatrice Bailey Hill, Walt Titchener, Bill Shaw, Mack Reid Hudson, and Chairman Lloyd G. Stewart presiding. Others I present were Dallas H. Pope, County Manager; W. Glenn Johnson, County Attorney; Vanessa W. Young, Finance Officer and Clerk to the Board; and Kay S. Blanchard, Recording Secretary. Chairman Stewart called the meeting to order at 9 a.m. and Commissioner Shaw offered the invocation. Commissioner Titchener moved that the item concerning proposed intergovernmental transfer of voice logging equipment and the item concerning proposed Ordinance granting cablevision franchise be moved up on the agenda due to County Attorney Glenn Johnson having to leave the meeting early to be in court. Commissioner Hill seconded the motion and it passed with a unanimous vote. Commissioner Titchener moved for adoption of the resolution. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Glenn Johnson, County Attorney, presented for the Board's consideration a proposed Ordinance Granting Cablevision Franchise to Carolina Cable Partners, for the seconded reading and final adoption. Commissioner Hill moved that the Board of Elections be authorized to re-advertise for bids on new voting equipment. Commissioner Titchener seconded the motion and it passed with a unanimous vote. Sharon Cooley, Harnett County Extension Homemakers, presented for the Board's consideration a proposed proclamation concerning Extension Homemakers Week. Commissioner Hill moved for adoption of the proclamation. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Carole Davis, citizen from the Johnsonville Community, presented for the Board's consideration a proposed resolution concerning Extended Area Telephone Service for the Johnsonville area. Commissioner Shaw moved for adoption of the resolution. Commissioner Hudson seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes as Attachment 3. Don Morrison, Detention Medical Service, presented for the Board's consideration proposed policies and procedures for the Harnett County Jail program. Commissioner Hill moved for approval of the policies and procedures for the Harnett County Jail program as presented. Commissioner Titchener seconded the motion and it passed wi~h a unanimous vote. Sheriff Lewis Rosser presented a request from the Sheriff's Department for six part-time Reserve Force positions. Commissioner Shaw moved for approval of six new part-time positions for the Sheriff's Department with title Reserve Force Deputy I, Patrol, and with a classification of 63. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Commissioner Hudson moved for approval of the following budget amendment for the Sheriff's Department: Code 10-5100-003 Salaries & Wages-part time Revenue: 10-3990-000 Fund Balance Appropriated Commissioner Shaw seconded the motion and it passed vote. 20,000. increase 20,000. increase with a unanimous Lee Sudia, Fire Marshal, reported to the Board on the Fire Prevention Inspection Program and requested approval to hire an additional fire prevention inspector. Commissioner Hudson moved to approve the hiring of the second fire prevention inspector as currently authorized and approved in the F.Y. 92-93, Harnett County Budget Ordinance. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Tony Wilder, Assistant County Manager, presented for the Board's consideration a proposed lease agreement between the County of Harnett and Odell and Ruby Hardee for the Bu~khorn solid waste container site. The lease agreement is for a period of one year at $850. Commissioner Shaw moved for approval of the lease agreement. Commissioner Hudson seconded the motion and it passed with the following vote: Ayes 4, Noes 1, Absent O. Chairman Stewart called to order a meeting of the Board sitting as the governing body of Southeast Water and Sewer District. John M. Phelps, II, Public Utilities Attorney, presented for the Board's consideration a proposed resolution approving plans and specifications for contract of water distribution system as modified, for the Southeast Water and Sewer District. Commissioner Titchener moved for adoption of the resolution. Commissioner Hudson seconded the motion and it passed with a unanimous vote. The resolution is copied in full at the end of these minutes as Attachment 4. John M. Phelps, Public Utilities Attorney, presented for the Board's consideration a proposed resolu'cion authorizing the execution of documents associated with the County's purchase of the Northeast Metro system. Comnlents were provided by Mr. John Barnes, J. Lee Peeler, & Company, Inc. No action was taken by the Board concerning the matter. Holder, Register of Deeds, requested approval to replace a reader/printer in the Register of Deeds office. Commissioner Hudson moved for approval of the request to replace the reader/printer and for approval of the following budget amendment for the Register of Deeds for the purchase of the new reader/printer. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Shaw moved for approval of the request to transport the records. Commissioner Hudson seconded the motion and it passed with a unanimous vote. Commissioner Titchener moved for adoption of a proclamation concerning Disability Employment Awareness Month. Commissioner Hill seconded the motion and it passed with a unanimous vote. The proclamation is copied in full at the end of these minutes as Attachment 5. Commissioner Hill moved that the Board go into executive session. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Titchener moved that the Board come out of executive session. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Shaw moved to approve a request from the Sheriff's Department to establish three new school liaison positions titled Deputy I School Liaison and with a classification of 63. Commissioner Hill seconded the motion and it passed with a unanimous vote. Commissioner Hill moved that the Emergency Medical Services Department position held by E. Diane Ennis be reclassified based on not obtaining an EMT AI certification. Therefore, the current position title and classification is hereby changed from position title EMT AI with classification of 64, to po&ition title EMT I with classification of 62. Commissioner Shaw seconded the motion and it passed with a unanimous vote. Commissioner Hill moved to approve a request from the Solid Waste Management Department to employ Juvenile Restitution Program personnel for the purpose of cleaning up roadways leading to county landfills. Commissioner Shaw seconded the motion and it passed with a unanimous vote. STATE OF NORTH CAROLINA COUNTY OF HARNETT RESOLUTION AUTHORIZING DISPOSITION OF PERSONAL PROPERTY THAT WHEREAS, Harnett County presently owns a Dictaphone Multi-Channel Logging Machine Model 5202 which bears asset control number 5l10-l09l and which has heretofore been utilized by the Harnett County Sheriff's Department in connection with its communications function; an& WHEREAS, such machine is now obsolete and surplus to, the needs of Harnett County in that the communications function of the Harnett County Sheriff's Department requires additional logging capacity which cannot be provided by said machine; and WHEREAS, such machine has little if any value on the open and public market in that it is designed for a specific purpose and has extremely limited applications outside of government; and WHEREAS, the Town of Erwin is a municipality located in Harnett County which maintains a communications function that would be promoted and facilitated by such machine, and further the communications function of said town augments and enhances that of the Harnett County Sheriff's Department and provides additional capability for communications activities among the various local government jurisdictions within Harnett County; and WHEREAS, the transfer of such machine to the Town of Erwin, without consideration, would provide for and promote the safety and welfare of the citizens of the Town of Erwin and Harnett County in that, among other things, such local government units provide mutual aid support for law enforcement activities, as well as fire, rescue and emergency ambulance activities within said county; and WHEREAS, having the subject machine in use by the Town of Erwin and within Harnett County will provide a mechanism for document,~.lg communications activities which are not now docume~~ed and provide a way to preserve certain of such activ~ties at times when similar but more complex equipment utilized by the Harnett County Sheriff's Department might be out of service due to failure or routine maintenance: THEREFORE, BE IT RESOLVED BY THE HARNETT COUNTY BOARD OF COMMISSIONERS, that the Harnett County Manager shall be and he is hereby authorized and directed to take such action as might be necessary and advisable to transfer to the Town of Erwin, North Carolina, the above described personal property, without consideration, after publication of such notice thereof as might be required by law. HARNETT COUNTY NORTH CAROLINA PROCLAMATION WHEREAS, with the enactment of the Americans with Disabilities Act of 1990, we are striving toward full opportunity for people with disabilities in all aspects of our society during the last decade of the 20th century. To begin this process, we must realize the ideal that every citizen must be allowed and encouraged to contribute his or her talents and abilities for us to compete and flourish in the changing world economy; and WHEREAS, support of current activities, as well as creative and innovative programs and policies, are needed to hire qualified citizens who wish to lead active and productive lives and help us compete in the global marketplace. We commend the progress made in employing disabled citizens, giving them dignity, equality and independence; and WHEREAS, we know that two-thirds of working-age disabled citizens are unemployed and others are under-employed. We must continue to work to remove the attitudinal and physical barriers that obstruct them. NOW, THEREFORE, BE IT RESOLVED that the Harnett County Board of Commissioners does hereby proclaim the month of October, 1992, as "Disability Employment Awareness Month" in Harnett County, and encourage all public officials, leaders in business, industry, labor and all private citizens to recognize the activities and programs that promote the employment of qualified persons with disabilities. RESOLUTION BE IT RESOLVED that the Harnett County Board of Commissioners do hereby endorse the proposed presentation by the Johnsonville Community Center and concerned citizens for Extended Area Telephone Service (EAS) for the Olivia and Lillington exchanges which would establish local call capability between Olivia, Lillington, and Fayetteville. The proposal is further supported based on the improved telecommunication, thereby further enhancing the capability for the County of Harnett to proceed in developing an Enhanced 911 emergency response network as well as eliminating the incurring of long distance charges by county residents needing to contact government agencies. I 785 RESOLUTION APPROVING PLANS AND SPECIFICATIONS FOR CONSTRUCTION OF WATER DISTRIBUTION SYSTEM, AS MODIFIED (SOUTHEAST WATER AND SEWER DISTRICT OF HARNETT COUNTY) THAT WHEREAS, the Board of Commissioners of the County of Harnett, sitting as the governing body of Southeast Water and Sewer District of Harnett County (the "Board") by resolution adopted on January 21, 1992 approved plans and specifications for the water distribution system of Southeast Water and Sewer District of Harnett County (the "District"); and WHEREAS, since the date of said resolution, the District has entered into an Agreement with the City of Dunn pursuant to which certain modifications have been made to said plans and specifications; and WHEREAS, the District's engineer has submitted plans and specifications, modified in accordance with said Agreement, to the District; and WHEREAS, for and in behalf of the District, the Harnett County Department of Public Utilities has reviewed said plans and specifications, reports that the same are acceptable, and now recommends that said plans and specifications be approved by the Board; and WHEREAS, the Board now desires to approve the said plans and specifications, as modified. NOW, THEREFORE, BE IT RESOLVED by the Board of Commissioners of the County of Harnett, sitting as the governing body of Southeast Water and Sewer District of Harnett County, that: The plans and specifications for the water distribution system of Southeast Water and Sewer District of Harnett County (designated as Marziano & Minier Job Number 91028), as modified in accordance with that Agreement between said District and the City of Dunn dated August 17, 1992, shall be and the same are hereby approved, subject to any minor changes necessary to implement construction of said water distribution system. HARNETT COUNTY NORTH CAROLINA NATIONAL EXTENSION HOMEMAKERS WEEK IN HARNETT COUNTY 1992 A PROCLAMATION WHEREAS, Harnett County is indebted to members of the Harnett county Extension Association, Inc., whose outstanding contributions to the development of homes and families have added immeasurably to our county's strength and vitality and whose skills and leadership continue to expand its greatness; and WHEREAS, Each year, approximately 200 Extension Homemakers in Harnett county sponsor several community service projects and educational programs. Representing a wide variety of projects, these volunteers work to improve citizenship, cultural arts, literacy, family life, nutrition, environment, housing and nutrition and health. WHEREAS, Because of these n,any partnerships, and through the dedication of its many memb~rs, the National Extension Homemakers have become the largest adult education volunteer organization in our state and nation. NOW, THEREFORE, We, the Board of Commissioners of the County of Harnett do hereby proclaim the week of October eleventh through seventeenth, Nineteen hundred and ninety-two as "NATIONAL EXTENSION HOMEMAKERS WEEK IN HARNETT COUNTY," and urge our citizens to recognize and commend our county's Extension Homemakers for their contributions to our communities.
